Because your property contains a slope of over 25%, a tree cutting permit would normally be required for any tree removal, pursuant to Edmonds Community Development Code (ECDC) 18.45.030.A.3. The photos you submitted, along with the letter from your Arborist, were also very helpful. I met with you at your property on November I" and agree that there are eight trees that appear to be hazardous. These eight trees mav be removed without a tree cutting permit ursuant to ECDC 18.45.030.F. I have attached a map that shows tile general location of these trees that I observed to be hazardous. The Arborist's letter states that, "there is a very high likelihood that other trees of the saine species within a large area are infected also, and are at greatly increased risk offailure. " If you plan to remove future trees that you feel will become hazardous, please either submit for a Tree Cutting permit. Your proposal would include a tree replanting plan as recommended by your arborist, and you may also wish to collaborate with a geotechnical engineer if you have slope stability questions. Attached is a Certified Arborist's report detailing the nature and scope of the disease that affects the trees in question. My home is surrounded by these trees, some being as close as 12 to 15 feet from the home. My intention is to remove only those few trees that present a clear and present danger to my home and life safety issues concerning my family or others. The general public is also at risk from some of the referenced trees, because they are so close to Meadowdale Beach Road. The attached photographs show the extent of the damage in trees that have already blown over, plus the marked trees I propose to remove. The total number of trees I intend to remove is approximately 10 - 12, out of a population estimated between 100- 150 trees. The trees involved are Douglas Fir only, to the best of my knowledge. There are 2 or 3 Firs that are so close to my-fio-�ne, and that show obvious signs of disease, that I'm concerned that they will fall onto the house at any time the wind rises. During the storm of December 2006, there were 6 or 7 trees that blew over, some striking my neighbor's property. Several more trees in the same area were lost in previous windstorms, as well. You have my assurance that the scope of this project is very limited, involves only those trees identified above, and will be carried out with due diligence regarding the remaining trees and plants in my yard. Laminated root rot is the main cause of the failure of these trees, combined with wind stress. (windthrow). The large conifers on hillside behind home should be considered hazardous. I would recommend removal of any substantial trees within the area described to mitigate chances of damage to property orpersons.
