The applicant has submitted declarations with their submitral which address the decisional criteria
as follows (set Exhibit A, Attachment 3):
The applicants point out that the borne and addition were constructed to County standards then
in etFcct, which in 1958 was a 5 foot setback, They assunip, the add' On was added to
the back of the house bccause ofa 5 foot rockQTy On the front of [he house. They

The applicants state that the owncrs L)f a holne at 6909 - 174th Street SW received a variance
to a rest setback in 1994, so Uie pruposal will not be a grant ofspecial privilege,
Thc proposal is consistcnt with the comprebensive. Plan, state the applicinm because it will

The applinkmg have milculated that their houte will be well below the zoning heiShE liMit, And

TheapplicanN beliove their propwal is not detrimental becallse it will inct-case the property

and involves no perils to their neighbors.
Tho 4/11-7 pitch roof is the minimurn varian,, mquirce, sQy tho applicants, in ordcr to improvc
Cho current inefficient design and irnprove the appcaranec. of the honic to a standard

The current flat roof over the addition has leaked and c4u,5ed some of the rooms to be
unusable until the roof car be mended and the dainage repaired.
The homc. most dirzctly ndjaccnt to the addition is 17439 - 69th Place W, which fronts on 69Lh

Ann BuIlls, Plans Examiner, confirnard that a 4112 or 5/12 pitch is a very common rambler -
style roof pitch. A 2/112 pitch roof Nyould typically be a tarred roof,
Conclusions.
The applicants are ar-plying for a varlance to the requinA r-r scthack- solely to aliow the
addition of a pitched roof over an 4ddidon which was constructed with a flat roof.
Tho m1dition over wbiob tho proposed roof will be located ww; constructcd lcgally under

Subject: Geotechnicall Evaluation
Proposed Slope Keystone Wall
This- engineering report presents the results of a geotechnical evaluation of the
Schmidt property at 6908 - 174th Street S.W., Edmonds, Washington. This evaluation
was required by homeowner concerns, as well as City of Edmonds stipulations
regarding slope terracing and Keystone wall construction.
References
• Plot plan
• Legal description
• Site photographs (available)
Assessment
This engineer assessed the Schmidt property on July 10, 1997 (see
photographs). The Schmidt property is located on a sloping lot, the maximum slope is
approximately 3(H):1(V). The Schmidt property reveals no evidence of any -
geotechnical distress. No settlements, no sliding, nor any erosional degradation were
evident. The front portion (northerly) of the Schmidt property does abut 174th Street
S.W. It appears that a road cut was made during the construction of the City of
Edmonds road. There is some evidence of slight soil creep immediately adjacent to
the roadway. In order to stabilize the front of their property, the Schmidts desire to
install a keystone block wall along the northern property line (see sketch).
Properly installed keystone walls with drainage zones are recommended for
situations similar to this.
Conclusions/Recommendations
Based on the findings of this geotechnical evaluation, and experience with
similar situations, the following are concluded and recommended:
SOILS - FOUNDATIONS - SITE DEVELOPMENT - INSPECTION - DRAINAGE - DESIGN & PERMIT - LEGAL
17814 8th Ave. N.W. - Shoreline, Washington 98177 - (206) 546-9217 - FAX 546-8442
Mr. and Mrs. Joseph Schmidt
Page two *
The proposed keystone -type wall terraces along the northern portion of the
Schmidt property are geotechnically viable.
Geotechnical inspection is required to verify proper base course embedment
and drainage zone integrity.
It is understood that this engineer will perform on -going inspection during the
course of the terraced wall installation.
It is understood that the wall constructed to date along the south edge of 174th
Street S.W. has been observed and approved by the City of Edmonds with
regard to property line issues.
Each terrace wall height will vary with specific conditions. On -site geotechnical
inspection will determine allowable and optimum heights. It is recommended
that walls exceeding six foot in total height not be installed. However, specific
engineering materials could allow for walls of any height. It is assumed that an
overall aesthetic design is desired and will be obtained.
If there are any questions, do not hesitate to call me.

SUBJECT: SIDEWALK WAIVER REQUEST FOR S-10-90
I would concur that a walkway is not required on the north side of
174th St. S.W., but.one must be built to City standards on the south
side of 174th St. S4W. It should be constructed behind a 611 concrete
extruded curb. The face of the curb shall be 121 south of the existing
centerline of paving, four inches of crushed rock placed behind the
curb and 211 of Class B asphalt paving on top of the rock. Additional
asphalt widening of 174th St. may be needed. It should conform to
Edmonds' street standards.

SUBJECT: REMOVAL OF FRONTAGE IMPROVEMENTS
REQUIREMENT OF 174TH ST. S.W.
The property owner requested a waiver of the sidewalk requirement on
Lot 2 at the time of the building permit application based upon typical
criteria. Planning and Engineering concurred at that time. Verbally,
at a later date, the landowner further requested a waiver on Lot 1.
It is not typical that a landowner own property on both sides of the
road, and it is probably unreasonable to request walkways on both
sides. 174th St. S.W. is a narrow roadway in only 301 of public
right-of-way. To the north is a steep fill slope and the south side is
a steep cut slope-retai-ned by a rockery. 174th St. is also not on the
comprehensive sidewalk plan, but is the north boundary of the RS-8
zone, which is what triggered the original requirement.
Given all of the above considerations, the engineering requirement
should be waived.
