Calculation of the impervious areas for the single family residence result in between 3,000 and 3,500 square feet. This impervious area runof f must be collected, controlled, detained, and released using a detention pipe and controlled orif ice release. An infiltration system cannot be utilized due to site slopes and soil types present. The City of Edmonds Drainage Design Standards (March 1990) are. applicable to this development. A required storage volume of 87 cubic feet could be stored using one of the following: 70 lineal feet of 15-inch diameter pipe, 49 feet of 18-inch pipe, or 28 feet of 24-inch pipe. A 3/4-inch orifice in the outlet control catch basin is required. it -is understood that an exIsting storm water sewer runs through this lot (as shown). This storm sewer must be located and verified in terms of viability prior to connection. SITE GRADING This development requires controlled soil cutting and filling. Every ef fort will be made to balance the amount of soil cut and that required for fill. Obviously, unsuitable organic soil will be hauled offsite, and import gravel is required for geotechnical purposes. IT rnUNTER Mr. David Rohr Constantly Building 1836 N.E. 172nd Seattle, WA 98155 Subject: Geotechnical Assessment - Meadowdale Lot This engineering report presents the results of a geotechnical assessment of the proposed single family residence lot at 6980 174th Street S.W., Meadowdale, Washington. This assessment was necessitated by developer concerns as well as City of Edmonds requirements regarding geotechnical viability. The lot has never been developed. The on -site portions of this investigation were performed by this engineer on August 2, 1991 (visual and hand -tool testing) and September 19, 1991 using a Bobcat backhoe for four soil test pits. REFERENCE: Proposed residence plans (nine sheets) by Design Consultants, Mukilteo, Washington, dated June 4, 1991. Survey Plot Plan with contours (attached) Site Plan (attached) Site photographs (attached) ASSESSMENT: The undeveloped rectangular lot along 174th Street S.W. contains significant sloping topography. The western portion of this approximate 125 foot wide by 65 foot deep lot is relatively flat and level with 174th Street S.W. (photos #1 and #4). The south central and south eastern portions of the lot contain slopes at approximately 3(H):2(V) dropping off below the street. These slopes lessen in steepness to the central and northern portions of ,the lot (Photos 2 and 3). The lot is heavily vegetated with grasses, vines and. bushes. A deciduous tree exists adjacent 174th Street S.W. near the eastern portion of the lot. Several mature fir trees occupy the north eastern area*of the lot (Photo #1). The soil stratigraphy encountered in all four test pits was relatively similar. (NAROPAV —RE-Fus.4 In none of the four test pits was any groundwater encountered. Test pit walls did not slough or cave in. CONCLUSIONS AND RECOMMENDATIONS: The site is geotechnically viable for the proposed single family residence subject to the following constraints.. Excavation cuts nearest 174th Street S.W. be monitored by this engineer with regard to soil cut performance. Contractor must be prepared to provide shoring, if required, and follow geotechnical recommendations regarding slope cut angle, phasing of cuts and concrete retaining wall placement, weather timing and slope protection. At this time, a "dry -season" temporary slope angle cut of 1:1 is approved, pending observation. A steeper cut angle of 2 (H) :3 (V) has been successfully used on similar soils and may be authorized, depending on conditions and excavator's expertise. Road protection - the excavation cuts adjacent 174th Street S.W. pose potential hazards to road traffic. Compliance with City of Edmonds/Meadowdale safety requirements is essential. The furnished site and residence plans are generally approved provided the following occur: Mr. David Rohr - Constantly Building Page Three Prior to excavation, specific cut locations are staked with depth of cuts indicated for this engineer's assessment. The Foundation Wall detail (Drawing F-1, sheet 5 of 9) be changed to the revised design (attached). This revised design requires a larger f ooting dimension, additional reinf orcing steel, backf ill specif ications, and drainage provisions. The findings of this investigation result in the following conservative soil parameters: Bearing pressure = 2,000 p.s.f. Equivalent Fluid Pressure = 35 p.c.f. Drainage - overall residence drainage comply with municipal requirements for Storm Water Detention and Controlled Release. Fill Material - the use of on -site material may be acceptable for f ill if kept free of debris, and placed in compacted structural lifts as directed by this engineer. It is understood that this lot appears to lie within a mapped area of environmental sensitivity and/or potential lands 1 ide/hazard zone. The relevant aspects of these categories were evaluated in conjunction with this study. It was concluded, however, that this lot "speaks for itself" regarding geotechnical-hazards, namely no regional hazards were evident precluding development. Adjacent properties have been successfully developed with no negative. effects. The prime areas of concern f or this lot are the slope excavations and retaining wall construction, as already detailed. Additionally, this contractor - Constantly Building - has demonstrated success in constructing sloped -lot residences with more severe topography (Richmond Highlands area - two "ravine" houses). Thus, this site is approved for the proposed single family residence subject to the constraints herein: CLOSURE: The findings and recommendations of this report were prepared in accordance with generally accepted professional engineering principles and practice. No other warranty, either express or implied. The conclusions are based on the results of the field exploration and interpolation of subsurface conditions between Mr. David Rohr - Constantly Building Page Four explored locations. The application is to allow a 20 foot front (street) setback where a 25 foot setback is required and a 7.5 rear setback where a 15 foot setback is required. 1. a. FACTS: 1) The site is zoned RS-8 (Residential Single Family, 8,000 square foot minimum lot size). The area surrounding the subject site is zoned RS-8, RS-12 (12,000 square foot minimum lot size) and RS-20 (20,000 square foot minimum lot size). Tle required development standards in the RS-8 zone are: A. Street setback, 25 feet B. Side setbacks, 10 feet C. Rear setback, 15 feet D. The maximum building lot coverage allowed is 35 2) ECDC section 20.SO.030(A) states that any lot may have the setbacks reduced along one or two lines if the Community Development Director determines that the reduction will preserve a natural feature of the lot, or that the reduction will allow a creative design. The ECDC does not define natural feature or creative design. 3) ECDC section 20.50.030(B) states that the street setback may be reduced by as much as 50 percent. Side and rear setbacks may be reduced by as much as 50 percent, to a minimum of five feet. The building area may not exceed the area which would have been allowed before the setback reduction. 4). The applicant proposes to construct a new single family residence at the western end of the subject property, with decks extending into the required rear (north) setback, and portions of the house and garage extending into the street (south) setback. Specifically, the applicant is requesting a 7.5 foot rear (north) setback where the required setback is 15 feet and a 20 foot street (south ) setback where a 25 foot setback is required. 5) Approval of a setback'adjustment request was granted to Merle McGlaughlin at this same location on November 8, 1990 as file number A-24-90. A-24-90 granted a setback adjustment to allow a 7.S foot rear (north) setback and a 20 foot street (south) setback. 6) Setback Adjustment application file number A-24-90 expired without action on November 8, 1991. 7) Ile applicant states in their declarations that they are requesting approval of the setback adjustment based on the findings of fact and conclusions of setback adjustment file number A-24- 90. Conclusion number I of A-24-90 states that the proposal meets the preservation of a natural feature eligibility requirement by preserving existing trees on the subject lot. Conclusion number I also states that the design meets the creative design eligibility requirement by not requireing a "box car" type house as would be required by strict compliance with the setbacks on this shallow lot. (see attachment I and attachment 2) 8) The eastern portion of the subject site is vegetated with trees and brush and other natural vegetation. 9) The side property lines are approximately 63 feet deep while the street frontage is approximately 123 feet long. 10) The proposed building lot coverage would be less than 35 b. CONCLUSIONS: 1) The proposed setback adjustment for the house meets the creative design criteria by allowing modulation of the building which would not be allowed by strict enforcement of the required setbacks, while preserving natural vegetation (see the site plan submitted by the applicant). 2) The project meets the eligibility requirements of the ECDC sections 20.50.030(A) and 20.50.030(B). 2. a. FACTS: 1) ECDC section 20.50.030(C) requires that the Community Development Director shall decide whether to approve the requested reduction using the review criteria of Section 20.50.020. 2) ECDC 20.50.020 states that in reaching a decision, the Community Development Director shall consider the following factors, and any other pertinent information: a) Vehicle maneuvering space. b) Topography of the lot and the surrounding area. c) Shape of the lot. d) The location and size of adjoining setbacks and other open spaces. e) The location, size, orientation, and views of nearby houses. 3) The proposed residence would have the driveway on the south side of the building where the requested setback is 20 feet. The Engineering Division commented that a vehicle turn -around would be required on the subject property with the building permit, but that the proposed setback adjustment would not adversely affect the required turn -around. 4) The subject lot slopes steeply down to the north and to the east. Actual grade is not known, as the applicant has not provided the City with a topographic site plan. However portions of the lot appear to slope as much as 60 % -90 % The shape of the subject lot is rectangular. The orientation of the lot places the long side along the street frontage and the short sides perpendicular to the street frontage. 5) The proposed adjustment is on the north and the south side of the lot. The house to the northwest of the proposed house is setback approximately 40 feet from the proposed house. No other houses are located within 100 feet of the proposed house. 6) There are no scenic views from the subject property or from any surrounding properties. b. CONCLUSIONS: 1) The existing vehicle maneuvering space will be unaffected by this proposal. 2) The topography of the subject lot creates construction difficulties which are mitigated by the setback adjustment proposal. 3) 'Me shape of the subject lot creates construction difficulties which are mitigated by the setback adjustment proposal 4) Open space and scenic views will not be adversely impacted by this proposal.. As you know, a previous builder has made application for a permit for construction of a single family residence and it is my intention to require the same requirements for construction of your project as follows: 1. A topographic map prepared by a licensed land surveyor that accurately reflects cut and fill volumes with final grades firmly established. Provisions for fill placement (keying and benching, minimum fill thickness, temporary and permanent cut and fill slopes) shall also be shown. The map should include the proposed location of retaining walls (walls greater than four feet must be designed and stamped by a licensed engineer). 2. The soils re- port on file does not show test pit locations which need to be called out on a site plan with copies of the exploration logs. This information will demonstrate if fill or landslide activity has taken place on the site as well as providing an accurate documentation of site conditions and providing a basis for comparing design information to actual site conditions. 3. The foundation plan must be designed and stamped by a licensed professional engineer, recommendations from the soils report and subsequent topographical or geotechnical information shall be incorporated into the design. This plan shall be reviewed by the City's consultant and plan check fees shall be equally divided between the City and applicant. 4. Calculation of the impervious areas for the single family residence result in between 3,000 and 3,500 square feet. This impervious area runoff must be collected, controlled, detained, and released using a detention pipe and controlled orifice release. An infiltration system cannot be utilized due to site slopes and soil types present. The City of Edmonds Drainage Design Standards (March 1990) are applicable to this development. A required storage volume of 87 cubic feet could be stored using one of the following: 70 lineal feet of 15-inch diameter pipe, 49 feet of 18-inch pipe, or 28 feet of 24-inch pipe. A 3/4-inch orifice in the outlet control catch basin is required. it is understood that an e;.doting storm water sewer runs through this lot (as shown). This storm sewer must be located and verified in terms of viability prior to connection. SITE GRADING . This development requires controlled soil cutting and filling. Every effort will be made to balance the amount of soil cut and that required for fill. obviously, unsuitable organic soil will be hauled offsite, and import gravel is required for geotechnical purposes. This assessment was necessitated by developer concerns as well as City of Edmonds requirements regarding geotechnical viability. The lot has never been developed. The on -site portions of this'investigation were performed by this engineer on August 2, 1991 (visual and hand -tool testing) and September 19, 1991 using a Bobcat backhoe for four soil test pits. REFERENCE: Proposed residence plans (nine sheets) by Design Consultants, Mukilteo, Washington, dated June 4, 1991. Survey Plot Plan with contours (attached) Site Plan (attached) Site photographs (attached) ASSESSMENT: The undeveloped rectangular lot along 174th Street S.W. contains significant sloping topography. The western portion of thi ' s approximate 125 foot wide by 65 foot deep lot is relatively flat and level with 174th Street S.W. (photos #1 and #4). The south central and south eastern portions of the lot contain slopes at approximately 3(H):2(V) dropping off below the street. These slopes lessen in steepness to the central and northern portions of -the lot (Photos 2 and 3). Thelot is heavily vegetated with grasses, vines and. bushes. A deciduous tree exists adlacent 17-4th Street S.W. near the eastern portion of the lot. Sev�ral mature fir trees occupy the north eastern area 'of the lot (Photo #1). The soil stratigraphy encountered in all four test pits was relatively similar. CONCLUSIONS AND RECOMMENDATIONS: The site is geotechnically viable for the proposed single family residence subject to the following constraints. Excavation cuts nearest 174th Street S.W. be monitored by this engineer with regard to soil cut performance. Contractor must be prepared to provide shoring, if required, and follow geotechnical recommendations regarding slope cut angle, phasing of cuts and concrete retaining wall placement, weather timing and slope protection. At this time, a "dry -season" temporary slope angle cut of 1:1 is approved, pending observation. A steeper cut angle of 2(H):3(V) has been successfully used on similar soils and may be authorized, depending on conditions and excavator's expertise. Road protection - the excavation cuts adjacent 174th Street S.W. pose potential hazards to road traffic. Compliance with City of Edmonds/Meadowdale safety requirements is essential. The furnished site and residence plans are generally approved provided the following occur: �1- Mr. David Rohr - Constantly Building Page Three Prior to excavation, specific cut locations are staked with depth of cuts indicated for this engineer's assessment. The Foundation Wall detail (Drawing F-1, sheet 5 of 9) be changed to the revised design (attached). This revised design requires a larger footing dimension, additional reinforcing steel, backfill specifications, and drainage provisions. The findings of this investigation result in the following conservative soil parameters: Bearing pressure = 2,000 p.s.f. Equivalent Fluid Pressure = 35 p.c.f. Drainage - overall residence drainage comply with municipal requirements for Storm Water Detention and Controlled Release. Fill Material - the use of on -site material may be acceptable for fill if kept free of debris, and placed in compacted structural lifts as directed by this engineer. It is understood that this lot appears to lie within a mapped area of environmental sensitivity and/or potential landslide/ hazard zone. The relevant aspects of these categories were evaluated in conjunction with this study. It was concluded, however, that this lot "speaks for itself" regarding geotechnical hazards, namely no regional hazards were evident precluding development. Adjacent properties have been successfully developed with no negative effects. The prime areas of concern for this lot are the slope excavations and retaining wall construction, as already detailed. Additionally, this contractor - Constantly Building - has demonstrated success in constructing sloped -lot residences with more severe topography (Richmond Highlands area - two "ravine" houses). Thus, this site is approved for the proposed single family residence subject to tile constraints herein: CLOSURE: The findings and recommendations of this report were prepared in accordance with generally accepted professional engineering principles and practice. No other warranty, either express or implied.
