Please regard this letter a formal request to waive the detention requirement for the
subject site. The basis for this request is as follows:
1. Using the rational formula for the impervious area, the increase in runoff will be
about 0.4cfs. Since we are draining to an existing 60-inch diameter storm drain
pipe, which has a capacity of about 110 cfs, the added flow will be insignificant.
2. The peak flow from the Sokpo site will precede the peak flow that will cause the:
60-inch pipe to reach capacity. A cursory review of the basin draining to the 60-
inch pipe indicates that it is at . least 500 to 600 acres. This size basin Would have
a time of concentration that would cause the peak flow to occur significantly later
that the peak flow from the Sokpo site if it were undetained.
3. No permit or other permission is required from the railroad, as we are connecting
to an existing pipe and will not significantly affect its performance. There will be
no need to enter the railroad right-of-way.
In conclusion, the subject project will not have any significant affect on the capacity of
the downstrearn system. To provide detention will only exacerbate the peak volumes in
the 60-inch pipe. Therefore, we respectfully request that the requirement for detention be
waived. Thank you for your consideration.

PROJECT DESCRIPTION
This project consists of a single family residence constructed adjacent to a wetlands. The
lot is accessed via a long driveway off of Melody Lane. Due to the extent of the wetlands,
all of the development area is confined to the easterly 60 feet, more or less. This
document consists of the design of the detention system.
In accordance with City requirements, detention is required, but treatment is not. The
detention system discharges to an existing 48-inch pipe that runs along the east and north
property fines. Because of the depth of the detention system a gravity discharge to the
wetlands was not possible. The pipe to which the system discharges daylights on the west
side of the railroad tracks. Since no streams exist in the downstream path, detention was
provided for the 10 and 100-year storms. The detention pipe diameter was made as small
as possible, so the discharge could be as close as possible to the top of the 48-inch pipe.
However, the area available for the pipe was restricted due to the location of the easement
for the 48-inch storm drain and the proposed house and the driveway. (The pipe could
not continue farther south under the driveway due to depth limitations.) The design as
presented places the pipe in a manner that respects all of these constraints.
In checking the downstream system, it was discovered that the outfall of the 48-inch storm
drain is about 90% constricted with sand. This should be corrected. No other problems
are known to exist in the downstream system.

Rob, A SFR is planned on this site near a wetland & Shell Creek. We also have a'5' Diameter
Storm line, a storm diversion for Shell Creek on the site. There is apparently a 35difference in
the survey according to their surveyor & where the City project shows the line. The house i's
being built up against the storm easement, so it amounts to 3.5'IeSS of a separation than we
thought we had.
On the bright side, the owner (Strictland/ Sopko) and the Architect are willing to move the house
4' (to the south away from the pipe). The architect (Stansby) seems to think that this would be
within the approved variance they have for the development. Can you look at this and make sure
there won't be any problems on your end? Thanks.

Pursuant to your instruction please find a site plan for removal of dead and dying trees located on the
Strickland property at 719 Melody Lane. These trees are in the immediate vicinity of the barns and shed
posing a threat to these structures and my horses.
Clearing limits are set forth in the site plan and will remain a minimum of 70 feet from the creek edge. I
have flagged the trees to be removed and would like to do this in the next couple of weeks.

Pursuant to your Correction Notice of April 29th , 2003., there was a meeting at the site on May
13 1h , 2003 with Mr. Don Fiene, City of Edmonds, Mr. Dave Dougherty, Civil Engineer and
myself to discuss the proposed easement. Mr. Fiene and Mr.'Dougherty agreed that it
appeared that rainwater could sheet flow off the proposed driveway. Mr. Fiene requested that
we contact Mr. Bullock at the City of Edmonds to determine if there would be any additional,
special requirements �due to the location of'the wetlands to the west. We have attempted to
contact Mr. Bullock several times during the last week, but have.had no success.
With respect to those items listed in your Correction Sheet of April 29", 2003.:
Item #1.: . Mr. Dougherty has sent us a Rockery Detail, which we are enclosing for your
review.
Item #2.: With respect to the meeting at the site, we would like to revise our 4/21/03
Access Easement Plan-Sokpo Residence by doing the following:
a. Delete the note on the left side of the plan, which reads " AC thickened edge at
driveway, typical" and substitute "Sheet flow off Driveway to the west".
b. In the note directly below which reads "New 12 foot, A/C paved driveway --- with
City of Edmonds Standards" delete the word "crowned"
.Item #3.: Mr. Fiene and Mr. Dougherty concluded in the, site meeting of May 13 1h that the
storm water did not require collection.
Item #4.: Mr. Sokpo agrees to pay the review fee of $50.00/ hour.

General
Description
The Series LFII (TY2596) Residential
Concealed Pendent Sprinklers are
decorative, fast response, fusible sol-
der sprinklers designed for use in resi-
dential occupancies such as homes',
apartments, dormitories, and hotels.
The cover plate assembly conceals the
sprinkler operating components above
the ceiling. The flat profile of the cover
plate provides the optimum aestheti-
cally appealing sprinkler design i In ad-
dition, the concealed design of the Se-
ries LFII (TY2596) provides 1/4 inch
(6,4 mm) vertical adjustment. This ad-
justment reduces the accuracy to
which the fixed pipe drops to the sprin-
klers must be cut to help assure a
perfect fit installation.
The Series LFII are to be used in wet
pipe residential sprinkler systems for
one- and two-family dwellings and mo-
bile homes per NFPA 13D; wet pipe
residential sprinkler systems for resi-
dential occupancies up to and includ-
ing four stories in height per NFPA
13R; or, wet pipe sprinkler systems for
the residential portions of any occu-
pancy per NFPA 13.
The Series LFIl (TY2596) has a 4.2
(60,5) K-factor that provides the re-
quired residential flow rates at reduced
pressures, enabling smaller pipe sizes
and water supply requirements.
The Series LFII (TY2596) has been
designed with heat sensitivity and
water distribution characteristics
proven to help in the control of residen-
tial fires and to improve the chance for
occupants to escape or be evacuated.
The Series LFII (TY2596) Residential
Concealed Pendent Sprinklers are
shipped with a Disposable Protective
Cap. The Protective Cap is temporarily
removed for installation, and then it
can be replaced to help protect the
sprinkler while the ceiling is being in-
stalled or finished. The tip of the Pro-
tective -Cap can also be used to mark
the center of the ceiling hole into plas-
ter board, ceiling tiles, etc. by gently
pushing the ceiling product against the
Protective Cap. When the ceiling in-
stallation is complete the Protective
Cap is removed and the Cover Plate
Assembly installed.

The Series LF11 (TY2596) Residential
Concealed Pendent Sprinklers de-
scribed herein must be installed and
mal . ntained in compliance with this
document, as well as with'the applica-
ble standards of the National Fire Pro-
tection Association, in addition to the
standards of any other authorities hav-
i . ng jurisdiction. Failure to do so may
i . mpair the integrity of these devices.
The owner is responsible for maintai I n-

Operation
When exposed to heat from a fire, the
Cover Plate, which is normally sol-
dered to the Support Cup at three
points, falls away to expose the Sprin-
kler Assembly. At this point the Deflec-
tor supported by the Arms drops down
to its operated position. The fusible link
of the Sprinkler Assembly is com-
prised of two link halves that are sol-
dered together with a thin layer of sol-
der. When the rated temperature is
reached, the solder melts and the two
link halves separate allowing the sprin-
kler to activate and flow water.
Design
Criteria
The Series LF11 (TY2596) Residential
Concealed Pendent Sprinklers are UL
and C-LIL Listed for installation in ac-
cordance with the following criteria. '-
NOTE
When conditions exist that are outside
the scope of the provided criteria, refer
to the Residential Sprinkler Design
Guide TFP490 for the manufacturer's
recommendations that may be accept-
able to the Authority Having Jurisdic-
tion.
System Type. Only wet pipe systems
may be utilized.
Hydraulic Design. The minimum re-
quired sprinkler flow rate for systems
designed to NFPA 13D or NFPA 13R
are given in Table A as a function of
temperature rating and the maximum
allowable coverage areas. The sprin-
kler flow rate is the minimum required
discharge from each of the total
number of "design sprinklers" as speci-
fied in NFPA 13D or NFPA 13R.
For systems designed to NFPA 13, the
number of design sprinklers is to be
the the four most hydraulically de-
manding sprinklers. The minimum re-
quired discharge from each of the four
sprinklers is to be the greater of the
following:
• The flow rates given in Table A for
NFPA 13D and 13R as a function of
temperature rating and the maxi-
mum allowable coverage area.
• A minimum discharge of 0.1 gpm/sq.
ft. over the "design area" comprised
of the four most hydraulically de-
manding sprinklers for the actual
coverage areas being protected by
the four sprinklers.

Operational Sensitivity. The s'prin-
klers are to be installed relative to the
ceiling mounting surface as shown in
Figure.3.
Sprinkler Spacing. The minimum
spacing between sprinklers is 8 feet
(2,4 m). The maximum spacing be-
tween sprinklers cannot exceed the
length of the coverage area (Ref. Table
A) being hydraulically calculated (e.g.,
maximum 12 feet for a 12 ft. x 12 ft.
coverage area, or 20 feet for a 20 ft. x
20 ft. coverage area).
Installation
The Series LFII (TY2596) must be in-
stalled in accordance with the follow-
ing instructions:
NOTES
Damage to the fusible Link Assembly
during installation can be avoided by
handling the sprinkler by the frame
arms only (i.e., do not apply pressure
to the fusible link Assembly).
A leak tight 112 inch NPTsprinklerjoi . nt
should be obtained with a torque of 7
to 14 ft.lbs. (9,5 to 19,0 Nm). A maxi-
mum of 21 ft.lbs. (28,5 Nm) of torque
is to be used to install sprinklers.
Higher levels of torque may distort the
sprl . nkler inlet with consequent leak-
age or impairment of the sprinkler.
Do not attempt to compensate for in-
sufficient adjustment in an Escutcheon
Plate by under- or over -tightening the
Sprinkler. Readjust the position of the
spn . nkler fitting to suit,
Step 1. The sprinkler must only be
installed in the pendent position and
with the centerline of the sprinkler per-
pendicular to the mounting surface.
Step 2. Remove the Protective Cap.
Step 3. With pipe thread sealant ap-
plied to the pipe threads, and using
the W-Type 18 Wrench shown infigure
2, install and tighten the Sprinkle'r/Sup-
port Cup Assembly into the fitting, The
W-Type 18 Wrench will accept a 1/2
inch ratchet drive.
Step 4. Replace the Protective Cap by
pushing it upwards until it bottoms out
against the Support Cup. The Protec-
tive Cap helps prevent damage to the
Deflector and Arms during ceiling in-
stallation and/or during application of
Model S176

General
Description
The Central Model S176, 5.6 K-Fac-
tor (1/2 inch orifice), Standard or
Quick Response, Standard Cover-
age, Dry Horizontal Sidewall Sprin-
klers are decorative glass bulb auto-
matic sprinklers designed for use in
applications where the sprinklers
and/or a portion of the connecting
piping may be exposed to freezing
temperatures (e.g., horizontal piping
extensions from a wet pipe sprinkler
system through a wall to protect a
freezer or unheated area of a build-
ing).
The Model S176 Dry Horizontal Side -
wall Sprinklers are available in
standard response (5 mm bulb) or
quick response (3 mm bulb) and in a
wide range of operating tempera-
tures and order lengths. The Model
S176 Sprinklers are intended for use
in fire sprinkler systems designed in
accordance with the standard instal-
lation rules recognized by the appli-
cable Listing or Approval agency
(e.g., UL Listing is based on NFPA
13 requirements).
They are designed for installation
along a wall and just beneath a
smooth ceiling. Installed with their
centerline of waterway horizontal,
these sprinklers produce a quarter -
spherical water distribution pattern
that is predominately directed down-
ward and outward from the sprinkler
with a portion of the spray being di-
rected towards the backwall.
The Standard Escutcheon for the
Model S176 is a separable two-piece
design which allow installation of the
sprinklers and pressure testing of
the fire protection system prior to
wail construction and/or application
of a finish coat to the wall. It also per-
mits refinishing of a wall surface with-
out having to first shut down the fire
protection system and remove the
sprinklers.
Operation: When the Model S176 is
in service, water is prevented from
entering the assembly by the Plug &
O-ring (Ref. Figure 2) in the Inlet of
the Sprinkler. The glass Bulb con-
tains a fluid which expands when ex-
posed to heat. When the rated tem-
perature is reached, the fluid
expands sufficiently to shatter the
glass Bulb, and the Bulb Seat is re-
leased. The compressed Spring is
then able to expand and push the
Water Tube as well as the Guide
Tube outward. This action simultane-
ously pulls inward on the Yoke, with-
drawing the Plug & O-ring from the
Inlet, which then allows the sprinkler
to activate and flow water.

Central Sprinkler BlazeMaster CPVC sprinkler piping systems are Tested & Listed for use in CANADA by Underwriters Laboratories in accordance with
Canadian National Standards and Listed by Underwriters Laboratories for use in:
* Residential occupancies as defined in NFPA 13D, the standard for Sprinkler Systems in One and Two Family Dwellings and Mobile Homes.
* Residential occupancies as defined in NFPA 13R, the Standard for Installation of Sprinkler Systems in Residential Occupancies to Four Stories in Height.
* Light Hazard occupancies as defined in NFPA 13, the Standard for Installation of Sprinkler Systems.
9 Return air plenums - CPVC pipe and fittings have been investigated by UL and found to comply with the combustibility requirements for thermoplastic
sprinkler pipe as described in NFPA 90A, the Standard for Installation and Ventilating Systems.

Central Sprinkler BlazeMaster CPVC sprinkler pipe and fittings are Listed by ME&A in Residential buildings as defined by NFPA 13D and 13R. The ME&A
listing number is 434-88-M. Central Sprinkler BlazeMaster CPVC sprinkler pipe and fittings are tested by NSF for chemical extraction to Standard 61 and
carry the NSF-pw S.E. Listing.
FM Approved for use in light hazard occupancies as defined in NFPA 13, the Standard for Installation of Sprinkler Systems.
Where and how to use a Central BlazeMaster System
I . Central BlazeMaster pipe and fittings shall be employed in "wet" systems only. (A wet pipe system contains water and is connected to a water supply
so that the water will discharge immediately when the sprinkler is opened.) Central BlazeMaster must never be used in a system using compressed
air or other gases.
2. National Fire Protection Association Standards 13, 13R and 13D shall be referenced for design and installation requirements in conjunction with tnese
instructions.
3. Central BlazeMaster pipe and other Listed BlazeMaster fittings can be used in concealed or exposed sprinkler systems as follows:
For a concealed installation, the concealed requirement shall be X" plywood, %" gypsum drywall or acoustical ceiling panels weighing a minimurn
of 0.35 pounds per square foot when installed with metallic support grids. For residential occupancies defined in NFPA 13D and 13R, the minimum
protection may consist of one layer of �` plywood. In these cases, any standard sprinkler head rated at 1707 or less may be used. (1)
For an exposed installation, the system shall only be installed beneath a smooth -flat horizontal ceiling. In this case, Listed Quick Response
sprinklers having deflectors installed within 8" from the ceiling or Listed Residential sprinklers installed in accordance with their Listing and a
maximum distance between sprinklers not to exceed 15 feet shall be used. (2)
For an exposed installation, Listed Quick -Response horizontal sidewall sprinklers having deflectors installed within 6 inches from the ceiling and
within 4 inches from the sidewall or Listed Residential horizontal sidewall sprinklers located in accordance with their Listing and a maximum
distance between sprinklers not to exceed 14 feet shall be used. (2)
4. Central BlazeMaster sprinkler pipe and fittings can be installed in areas where the ambient temperature does not exceed 150'F. (3)
S. Central BlazeMaster sprinkler pipe and fittings are not approved for installation in combustible concealed spaces requiring sprinklers, as referenced
in NFPA 13. However, NFPA 13R and 13D permit the omission of sprinklers from combustible concealed spaces and Central BlazeMaster can be installed
in these areas when sprinklering residential occupancies according to these standards.
6. In installations where sprinkler pipe runs through an attic space that requires sprinklers, CPVC piping must be protected in order to meet the
requirements of its UL Listing. The Authority Having Jurisdiction should be consulted prior to any installation of CPVC in attic spaces. Where insulation
is required, insulation weighing a minimum of .35 pounds per square foot shall be used.
7. Central BlazeMaster sprinkler pipe and fittings, when installed in an air plenum, shall be a minimum horizontal distance of 24 inches from an opening
in the ceiling such as ventilation grills. (4)
8. Before penetrating fire rated walls and partitions, consult building codes and Authorities Having Jurisdiction in your area. Central BlazeMaster
systems must be laid out so that the piping is not exposed to excessive temperatures from specific heat producing sources, such as light fixtures,
ballasts and steam lines. Pipe shall not be positioned directly over specific ventilation grills.
(1) For a concealed installation, FM required BlazeMaster CPVC pipe and fittings to be completely separated by non -removable fire resistant barriers
except for minimal exposure at a sprinkler connection. For cUL installations, protection must be provided when used with standard response
sprinklers by ceilings, walls or soffits consisting of 9mm gypsum board, l3mm thick plywood, or a suspended membrane ceiling with Icy -in ' Done! I SoT
tiles, classified with respect to surface burning characteristics having a mass not less than 1,7 kgIM2 and installed in steel suspension grids. The
effectiveness of this protection can be impaired if penetrated by openings, such as ventilation grills, non rated recessed lighting fixtures and public
address speakers. Where such penetration is present, individual openings shall not exceed 0.7 m2 in area and must be located so that the distance
from the edge of the opening to the nearest Sprinkler does not exceed 300mm.
(2) FM Approval of Central Sprinkler BlazeMoster CPVC does not allow for installation in exposed conditions.
(3) FM Approvals require that Central Sprinkler BlazeMoster pipe and fittings be installed in areas where ambient temperature does not exceed 120�F
(4) FM Approval restricts the use of Central Sprinkler BlazeMoster in return air plenums as referenced in NFPA 90A. Revised 7/95

The Model VS-SP is a vane type waterflow switch for use
on wet sprinkler systems. These units may be used as
sectional flow indicators on large sprinkler systems. The
VS-SP can also be used on small sprirkler systems in
mobile homes and residential dwellings.
INSTALLATION: These devices may be mounted in a
horizontal or vertical pipe. On horizontal pipe they should
be installed on the top side of the pipe where they will be
accessible. The units should not be installed within 6" of a
valve, drain or fitting which changes the direction of the
waterflow.

CAUTION: There are 8 paddles furnished with each
unit. These paddles have raised lettering that shows
the pipe size and type of "TEE" that they are to be used
with. The proper paddle must be used. The screw that
holds the paddle must be securely tightened.
The vane must not rub the inside of the "TEE" or bind in an
way. The stem should move freely when operated by hany

"Inspection Test Valve" at the end of the sprinkler line, or
the drain and test connection if an "Inspectors Test Valve"

environments by the Washington State Department of Ecology (Ecology) will be
used (if at all). If use�, herblicides will be applied only according to manufacturer
specifications by a licensed applicator and with proper approvals from all
applicable agencies, including Ecology. If mechanical weed -removal methods
such as gas -powered weed eaters are used to control weeds, the contractor and
his/her employees will be trained and able to identify native plants to ensure
these are not inadvertently removed during weeding.
Weeding will also occur at least once during the second and third years after
installation. More frequent weeding may be required depending on the growth
rate of native plants and the rate of regrowth or reintroduction of invasive
species. If the planting occurs in the fall.of 2001 or spring of 2002, this schedule
will be followed through 2004.
The City of Edmonds will not r . equire a monitoring plan or report but will inspect
the plantings following installation and after approximately 2 years (Steve
Bullock, personal communicatlon).'After 2 years the city will be looking to see
that the plantings are healthy and thatialants provide approximately 75 percent
cover in the wetland buffer.
