Subject: Water Leak Credit (#303578)
Dear Mr. Blake:
I have reviewed your account and will allow a credit for the billing period between
October 23, 1997 through June 26, 1998 in accordance with our City policy. The policy
states that the customer will be billed at the retail rate based upon the average water
consumption for the same period during the previous year. In addition, the excess water
lost from the leak will be billed to customer at the City's wholesale rate with a 15%
surcharge added for administrative cost. Only one leak credit will be granted in any three-
year period.
Should you have any additional questions after you receive your new billing, please

. A couple of months ago I received a letter from the water
department saying that I was using too much water and that I
should look for leaks. After checking out the house and determining
that a leak must be outside, and after turning off the water at the
garage and seeing the water meter at the street still running, I
determined that the leak was under the driveway between the house
and the street. A city worker came out to try to locate the leak, but
could not, because it is a plastic pipe with no metal locating wires
attached. About two weeks ago I started getting a water leak right
in the middle of my driveway.
After calling a few plumbers, I contracted with S. Snohomish
County Plumbing to fix the leak. They came out last week and cut
the water pipe leading to my house and reinstalled a hose that allows
us to have water without a leak. On the 20th of this month they will
come out and dig down new copper pipe under the driveway and
into our house.
This has been an expensive operation that is not covered by
insurance or home -owner's warranty. (The house is only 10 years
old.)
I understand that the city takes no responsibility for leaks
between the road and the house, but I am asking that you might
consider giving me a break on some of the excess water that has
gone under the driveway over the last 9 months. My water bills
show that consumption increased dramatically on my October 27,
1997 water bill. From then on it has just skyrocketed.
