PROJECT'S TIMIELINE AND PROPOSED HOURS OF OPERATION:
Timeline — Up to 30-days past the issue date.
Work Hours —The entire project area will be conducted from 7:00 AM to 7:00 PM or
as specified by -the Inspector.
Traffic Control Plans
1. The standards and guides of the latest version of the MUTCD or as set-up per
Code shall be followed at all times.
2. A copy of the Permit and Traffic Control Plan shall be on -site with all
contractors during the project.
3. All contractors will avoid parking on sidewalks and shoulders and will take the
lane and follow the proper traffic control set-up for the given situation.
4. Pedestrian access shall be maintained through or detoured around all work
sites.
5. Please find attached the traffic control plans for the various types of work
sites that will be encountered during our project.
6. Flaggers will be used only when all other methods of traffic control are
inadequate to wam and direct drivers. Only licensed flaggers will be used on
the project.
7. If situations occur when questions arise about propeirtraffic control set-up the
solution will be determined in the field with the Comcast Construction Rep.
and the Inspector.

Work Details -
Open trench in shoulder of ROW for approx 91 ft to extend and bury CATV service drop to 6912 176th SW.
Install cable at 36" depth.
All disturbed areas will be restored to existing or better conditions.
Backfill material will be mechanically compacted to 95% of maximum density as specified by the City of Edmonds. In tight.
corridors hand trenching will be utilized to ensure protection of other utilities. Contractor must locate all existing utilities
impacted by this project.
Please see attached plans for restoration, erosion control and traffic control. Erosion control will co * nsist of placing filter
fabric fence and/or sandbags along curbs and catch basins where necessary. Keep drainage system clean and functioning.

WHEREAS, Dalholt Construction is the Owner or authorized agent
of the Owners of real property in.the"City of Edmonds, Washington,
commonly known as 6912 - 176th St. S.W., the legal description of
which is Lot 2 of the City of Cdmonds Short Plat No. S-6-89, as
recorded under Auditor's File No. 8905100081.
WHEREAS, said building will have an impact on streets
and will specifically benefit from the construction of sidewalks,
and
WHEREAS, as a condition of building occupancy, Owners shall agree
to participate in a Local Improvement District as authorized by RCW
35.43.046 for construction of sidewalks when one is formed in the
future,
NOW, THEREFORE, it is hereby agreed as follows:
1. Owners acknowledge that State and City law provide that the
City may require certain real property improvements by made by Owners
as conditions of, and to mitigate effects of development, and further
acknowledge that the consideration for this agreement shall be approval
of this development without requiring Owners to make such improvements.

SUBJECT: DALHOLT SIDEWALK WAIVER REQUEST AT 6912 - 176TH ST. S.W.
I do not concur with this memo. As far as I can tell from Ordinance
No. 2477 (attached), a sidewalk is not an "aesthetic detraction" by
which a waiver can be granted. In my opinion, a sidewalk does not
present an aesthetic detraction anyway.
Sidewalks are present just west of the site on both 69th Pl. W., north
of 176th St. S.W., and 69th Pl. W., south of 176th St. S.W. The
comprehensive plan shows the desire to have sidewalks on 176th St.
S.W. I feel we should not recommend approval of the waiver for these
reasons.
Also, in the future, these memos should include signature blocks for
the Planning Manager and City Engineer.

SUBJECT: Dalholt Construction sidewalk waiver request
Dalholt Construction has requested a waiver from the requirement for
a sidewalk at their building site at 6912 176th St. S.W.
In order for a sidewalk waiver to be granted,. one of the following must
be shown: (1) a traffic or pedestrian hazard; (2) a physical
limitation due to slope, surfacing water or other physical
limitations; (3) a situation in which future street improvements would
make this'improvement unusable; (4) evidence that ' another solution is
preferable for the time being and will not interfere with future
installation of a sidewalk at this location.
In this case the requested sidewalk waiver meets the aforementioned
criteria (4) for approval, with conditions as follows:
1. Traffic or pedestrian hazard. The proposed sidewalk would not
interfere with, nor impede vehicular or pedestrian traffic.
2. Physical limitation. There is no physical limitation which would
interfere with installation of the sidewalk at this location.
3. Consistency with future street improvements. Future street
improvements would not make a sidewalk at this location unusable.
4. Evidence that another solution is preferable at this time. The
situation that the applicant has created by tying in the graveled
shoulder with the same improvement in front of his neighbor's
house appears to work well for the time being. It will not
interfere with future improvement at this location.
Conclusion:
The improvement as installed by the applicant is satisfactory for the
time being. In order to insure that this property joins in an L.I.D.
to install sidewalks when this method becomes available, the owner
must sign an L.I.D. waiver of protest, this document must be recorded
with the Snohomish County Auditor, and a copy of the recorded document
must be returned to the City Building Department.

to the point of having to install them. There are currently no
sidewalks on either side of my property. I was wondering if it
might be possible to waive the sidewalk requirement at this time.

following comments:

2. A Right -of -Way Construction Permit is required for any work on
City property.
3. Connection to City water system required. Fees paid.
4. Connection to City sanitary sewer system required; obtain separate
permit. Fees paid.
5. Water and sewer lines to be separated by 10 foot minimum.
6. Driveway must be paved a minimum of 20 feet back from City
right-of-way; separate permit required.
7. Driveway slope not to exceed 14%.
8. Back water valve required if downstairs plumbing is below

driveways, and sidewalks. A final engineering inspection is
required prior to the building division granting occupancy.
13. Repair or replace all defective existing curb, gutter, and
sidewalk. If intersection is involved, installation of wheelchair
access may be required.

AN ORDINANCE OF THE CITY OF EDMONDS, WASH-
INGTON AMENDING THE EDMONDS COMMUNITY
DEVELOPMENT CODE BY THE ADDITION OF A NEW
CHAPTER 15.45 RELATING TO THE COMPREHENSIVE
SIDEWALK PLAN AND AMENDING CHAPTER 18.90
RELATING TO SIDEWALKS AND FIXING A TIME
THE SAME SHALL BECOME EFFECTIVE.
WHEREAS, the Planning Board of the City of Edmonds has
reviewed and made its recommendation to the City Council with
regard to the adoption of a Comprehensive Sidewalk Plan,
WHEREAS, a public hearing was held with respect to said
Comprehensive Sidewalk Plan, and
WHEREAS, the City Council of the City of Edmonds desires to
adopt a Comprehensive Sidewalk Plan in order to encourage and
direct the construction of sidewalks as a part of development
standards within the City of Edmonds, Washington, as well as to
provide for the orderly construction of sidewalks as a part of
the City's public improvement program.
Now, therefor, the City Council of.the City of Edmonds do
ordain:
Section I. That the Edmonds Community Development Code is
hereby amended by the adoption of a new Chapter 15.45
Comprehensive Sidewalk Plan to read as follows:
Section 15.45.000 Comprehensive Sidewalk Plan. A
Comprehensive Sidewalk Plan, identified as a map on
file with the City Clerk and the City Engineer entitled
Comprehensive Sidewalk Plan - 1984, is hereby adopted
by this reference as fully as if herein set forth. Any
changes thereto shall be by ordinance, attested by the
Mayor and City Clerk and attached to or incorporated on
the face of said map.
Section 15.40.010 Effect. In addition to the use of
the Comprehensive Sidewalk Plan as a part of
Comprehensive Plan of the City of Edmonds, said Plan
through Chapter 18.90, will serve as a policy statement
of the City Council and shall be used as a tool in the
consideration of the construction of sidewalks as a
part of the Public Works programs of the City. It
shall also be used in order to determine the
construction and placement of sidewalks as a part of
the development review process. The development review
process for the purposes of this Chapter and for
Chapter 18.50 is hereby defined to be the review of any
subdivision request whether formal or short plat, any
application for a planned residential development and
any request for a building permit.
Section 2. Chapter 18.90 Sidewalks is hereby amended to
read as follows:

18.90.000 Purpose. The purpose of this chapter is to:
A. Implement the Comprehensive Sidewalk Plan.
B. Regulate the construction of improvements which
could prevent the implementation of the
Comprehensive Sidewalk Plan.
18.90.010 Sidewalk Map Adopted,. A map, which is on
file with the Office of the City Clerk and City
Engineer, entitled Comprehensive Sidewalk Plan - 1984,
is adopted by this reference as if set forth in full in
this chapter. Changes shall be by ordinance, attested
by the Mayor and City Clerk on the affected map.
18.90.020 Effect. The City Council shall use the map
to assist it in determining the priority of streets for
sidewalk construction. Development along those streets
designated for sidewalks shall be required to include
sidewalks designed to the specifications of this
chapter as a condition of development approval, as said
term is defined in §15.40.010.
18.90.030 Sidewalk Standards. Sidewalks to be
constructed as a condition of development approval
shall be constructed as shown in the Table of Sidewalk
Standards below. The City Engineer will prepare
drawings illustrating the sidewalk standards.

(1) Except as shown on Comprehensive Sidewalk Plan Map
or as required by the Planning Director and City
Engineer. Note: It is the City's policy to require
sidewalks on all streets over 3001 in length.
(2) Requirements are optional to encourage flexibility
of location, alignment, specifications, and materials
to insure compatibility with individual locations and
circumstances. The Planning Director and City Engineer
shall make the final decision on the requirements after
review of pertinent information supplied by the
affected neighborhood and/or the Architectural Design
Board.
(3) Corner parks will be required at all street
intersections, per City standard, within the downtown
business area and may be required in all other
commercial areas.

A. Location. Streets designated on the Comprehensive
Thoroughfare Map as an arterial street shall have
sidewalks constructed on both sides of the street.
Designated collector streets shall have sidewalks
constructed on at least one side of the street.
B. Regulation. The Planning Director and the City
Engineer will be responsible for determining the width
and materials to be used for sidewalks as set forth in
the table above.
With the approval of both the Planning Director and
City Engineer, the requirements of this chapter may be
waived, if it can be demonstrated by the applicant that
there are special circumstances related to topography
or other factors which make the construction of the
sidewalk economically unfeasable or practically
impossible.
18.90.040 Duty to Maintain. The owner of property
adjacent to a sidewalk shall maintain the sidewalk and
planting strip as follows:

A. Sidewalks. The owner shall maintain existing hard
surface sidewalks by keeping them free of litter,
debris, ice, and snow, and by repairing defect in
the surface with materials approved by the Director
of Public Works.
B. Planting Strip. The owner shall maintain any
portion of the City right-of-way between the edge
of the street or alley and the property line of the
owners property. Maintenance includes keeping the
planting strip free of litter and debris, watering
and trimming vegetation, repairing rockeries or
retaining walls, and other work necessary to
protect the public in its use of the sidewalk and
the public right-of-way.
C. City Responsibility. The City will pay one-half of
the costs necessary to rebuild a sidewalk less than
ten years old, and more than five years old. If
the sidewalk is less than five years old, the City
will perform the needed rebuilding. The City will
not pay to repair damage caused by the owner.
D. Notice. The Director of Public Works may order an
owner to conform to this section by sending notice
by certified mail. If the work is not done within
the period of time specified in the notice, the
Director may have the work done and charge the cost

to the owner pursuant to statutory authorization,
which charge shall be a lien on the property if not
paid.
Section 3. This ordinance shall be in full force and effect
five (5) days after passage and publication by posting as
provided by law.
