I have reviewed your account and will allow a credit for the billing period of August
through September 1995 in accordance with our City policy. The policy states that the
customer will be billed at the retail rate based upon the average water consumption for the
same period during the previous year. In addition, the excess water lost from the leak will
be billed to customer at the City's wholesale rate with a 15% surcharge added for
administrative cost. Only one leak credit will be granted in any three year period.

This is a letter to request the ad3ustment of our latest water
bill to reflect our usual average!usage, (about 1200 Cubic Feet
per billing period). This averag�� 'is derived from over the
five years that we have resided at 700 8th Ave. South in Edmonds.
The unusual high consumption figure was a result of a break
in our outside water line. We di�covered the break Monday
morning, September 11, 1995. We immediately called the Edmonds
Public Works Department, (about 10:45 AM), and reported the
break as an emergency condition. In less than 15 minutes, you
had sent someone to shut off the 'at6r at the meter. Your
employee was very helpful and ple;asant, and tried to trace the
location of the leak. In the excitement of the moment, we did
not find out his name, but he should be commended as an example
of a helpful and efficient City worker. We appreciated his
kindness.
We called a friend for further assistance and advice. It was
agreed that my wife and I would dig.near the leak deep enough
to expose the pipe, and then my friend and I would attempt to
repair it. It was believed that the pipe would be between 11
to 2 feet under the surface. It turned out that the pipe was
nearly 31 feet deep, but we were able to locate both the pipe

and the break causing the leak. We called out friend who picked
up a fitting from Home Depot and we repaired the pipe, (see
enclosed photographs). We made sure that the repair held and
turned on the water at the meter and in the house. I have
informally monitored use since then and find it consistent with
our previous use.

Again, I wish to thank all the City employees who helped us .
cope with the experience. And, finally, I request an adjusted
water bill that reflects our normal usage. This request is
consistent with the advice given to us by Debbie at City Hall.

About two weeks ago I phoned you about the Seawood Homes property
at 8th Ave S. and Spruce St. in Edmonds. I have since visited the
property and looked at the drainage problems related to it.
Briefly, the property receives flows from a city -owned piped storm
drainage' system. The on -site conveyance is a shallow concrete
lined decorative channel, with two in -line concrete ponding areas.
During periods of higher than normal flows or when the channel is
being cleaned, all flows are diverted into a pipe that underlies
the channel.
Other flows are diverted into the system from on -site, including
a continuous flow from under the existing house foundation and
flows from the interceptor drain system along the uphill property
boundary. Once the water leaves the site, it continues through
yards and pipe culverts to eventually join Shellabarger Creek.!
The owner of the property wishes to construct two additional
houses, which will require the relocation of the existing drainage
system. The proposed lot development plans utilize most of the
building envelope of each lot, which is defined by the 25 foot
front setback from the property line along Spruce Street and the
5 foot side yard setbacks from the side property lines.
You have requested that portions of the open channel lost due to
the construction be replaced with an equivalent length of open
ditch. Considering the developer's overriding interest to maintain
the buildable area 'in each lot, and the City's setback
requirements, the following constraints were identified:
1. Both of the new houses require a driveway access. This will
require a total of 60 feet of pipe to cross the watercourse.
2. The ditch and its setback will need to be entirely outside the
building envelope, as defined above.
3. It is desireable to retain the mature vegetation on the lot
containing the existing house.
4. Satisfy the engineering requirements of the City.
The City of Edmonds will accept as little as a 15 foot setback
distance from top of bank to building foundation, if that is
acceptable to the Department of Wildlife. They perceive your
requirement to be 25 feet. They are reserving judgement on whether
they will allow use of the right-of-way, until after they see what
is proposed. It may turn out that use of the right-of-way is not
allowed. It is also not known what potential conflicts may arise
with existing utilities, and these may dictate one alternative over
another.
I have . attached some sketches of alternative conceptual
arrangements for your review. The city will be reviewing the same
sketches. Please call me when you have had opportunity to review
them. I hope to determine what plan is the most agreeable for all
parties. Thanks for your help.
