A couple months ago Preston agreed to repair broken side sewer. Repair still has not been repaired. Lake is high due to storm water. Water is approx. 60 feet from broken sewer line. Approx. 12' area has sewer flowing from brake in pipe and has solids filtered throughout the grass. 9:OOAM Jim talked with Steve Rice from Snohomish Health District and informed him of the above info. Steve said he would send somebody out with a correction notice tomorrow or the next day. 9:30AM Jim talked to Mr. Preston and asked when was he planning on repairing the broken side sewer. Preston said he wanted us to send a camera down the lineand prove it was out problem. He has no exposed clean -outs. 10:OOAM City crews dug up sewer line by hand. Approx. 2.5' deep. Preston replaced from his house with PVC pipe in 1972. The contractor connected to some existing 4" AC sewer pipe. The AC pipe was in 4' sections and butted together then a blue thin plastic sleeve was wrapped around the joint with no apparent hose clamp. The joints were allowing ground water to come into the joint, and sewage to leak out. The majority of leakage was coming from a joint that had settled. There was a lot- of grit and solids packed into the pipe so flow was minimal. The AC pipe was lifted out of the ditch and replaced with 4" PVC with Femco fittings. The ditch was left open so Preston could see the work. A wye was left exposed where Prestons PVC pipe connected to the AC so the cap could be removed and a snake run down the line to remove the blockage. Chlorine granules were spread on the grass to disinfect the area. 1:30PM Jim called Steve at SHD to inform him on the above. 2:OOPM Jim called Preston and left msg. with wife and informed her of the above. Told her to get line cleaned by a plumber and get line replaced after soil dries up a little. 2-2-06 2:OOPM Jim talked to Mr. Preston and explained the above. Preston said he would call Tom Belt at B&M Construction and ask Tom to call me for details, and then get Tom to replace the pipe. He exposed the sewer line and dug a new ditch intercepting his existing line and taking a new path to the Northwest to connect new pipe to the existing 6" concrete pipe. Preston is going to abandon the pipe going from West to East. The existing pipe goes from 4" AC running from West to East and connects to 6" conc. Which turns South for approx. 10 feet. Then 90's down but should 90 again and ran North to the trunk. Preston will call us when he has replaced his line. 3-17-06 2:30PM Tim went to see what progress was made on Mr. Prestons replacement. Tim found the trench to be backfilled and never got a call from Preston. No measurements can be taken and no permit was taken as far as we know.
