The purpose of the Checklist is to enable City staff to determine whether any potential Critical Areas are or may be present on the subject property. The information needed to complete the Checklist should be easily available from observations of the site or data available at City Hall (Critical Areas inventories, maps, or soil surveys). An applicant, or his/her representative, must fill out the checklist, sign and date it, and submit it to the City. The City will review the checklist, make a precursory site visit, and make a determination of the subsequent steps necessary to complete a development permit application. Before any permit application may be applied for, submit to the Planning Department a topographic survey prepared by a Licensed Land Surveyor delineating Steep Slope Hazard Areas. Any slope over 30% with more than 10 feet of rise will be classified as a Steep Slope Hazard Area. A 50 foot buffer is required from both the top and toe of the slope. A 15 foot building setback is required from the 50 foot buffer. 2. If the results of the above survey determine the lot unbuildable, any development which is not identified as an exception per ECDC Chapter 20.15B must receive a Reasonable Use Exception or a Variance pursuant to ECDC 20.15B.180A and 20.15B.040C). 3. In reviewing our records, we found that a critical areas determination has already been made for that address under critical area . s file CA-94-98. That determination was that a steep slope hazard area was on the site, and required that a topographic survey prepared by a licensed land surveyor delineate the steep slope hazard areas (see attached). Since the determination was made, the definition of steep slopes has been changed. Under our current regulations, you are required to do the following. To detern-iine if a Steep Slope Hazard Area does exist, a topographic survey prepared by a Licensed Land Surveyor delineating Steep Slope Hazard Areas must be completed. Any slope of 40% or more with at least 20 feet of rise will be classified as a Steep Slope Hazard Area. A 50-foot buffer is required from both the top and toe of the slope. A 15- foot building setback is required from the 50-foot buff�r. For development of any kind which is proposed within the critical area, 50-foot buffer or 15-foot buffer setback, it must be shown that the development will not adversely impact the Critical Area or its buffer, by doing one or possibly both of the following depending on the outcome of the study: For development proposals which will occur within the 50-foot buffer, but no closer than 25 feet from the top or toe of the slope, the 50-foot buffer requirement may be reduced to 10 feet if a study is completed by a licensed geologist or geotechnical engineer which clearly demonstrates that the proposed buffer alteration will have no adverse impact upon the site, the public or any private party. If development must occur within the critical area, buffer, and/or buffer setback, and is not identified as an exception per ECDC Chapter 20.15B, a Reasonable Use Exception and Variance must be obtained pursuant to ECDC 20.15B. 170A and 20.15B.040C. All proposed development of the subject lot must meet the requirements of Chapter 19.05 (Building Permits - Earth Subsidence and Landslide) of the Edmonds Community Development Code. If a property owner wishes to apply for a specific development permit which they feel would not impact the Critical Areas located on the site, they may submit their proposal to the Planning Department for review. The following information is in regards to the existing residence and the addition noted above. The project is an addition to an existing residence located on flat ground, the addition -will also be located on flat ground. The issue is the proximity of the addition to the top of the existing slope. Per the City of Edmonds Critical Areas Site review conducted for this site a Geotechnical Report and Topographic Survey, each prepared by a Licensed Washington State Engineer, where required. These items have been provided and based on this information the Geotechnical Engineer has recommended Construction of the addition would have no adverse impacts on the existing slope provided the footing bearing point is taken to depth of at least 6'-0" and into the dense to very dense drift line of soil. Also in the report recommendations for slope protection and grading have been included. The addition shall be constructed per these recommendations. The Soils Engineer has identified the on site natural slope average as 33% and it descends a vertical distance of +t- 33'-0", this determination was- reached through on site investigation. See attached soils report dated October 1, 1998. The City of Edmonds Code by definition requires both the slope to be greater than 40% and the vertical, distance to be over 20'-0" to qualify as a Steep Slope Hazard Area. Also, per City of Edmonds Staff interpretation the slope shall be based on the original grades of the property, therefore the onsite conditions would not qualify the site as a Steep Slope Hazard Area. It is not until farther North, off the Stolzenburg's property, that both these conditions occur. The natural slope, per the Geotechnical Report prepared by Nelson-Couvrette Engineering, does not exceed 33% until approximately 240'-0" from the proposed Northerly Addition. This area is beyond the. Stolzenburg's northerly property line and is not in their control, it is a county park. The proposed construction, as located, has no potential for adverse impact on adjacent property owners, public improvements, or the public in general and meets the requirements stated in City of Edmonds Community Development Code Section 19.05.000 Preamble - Statement of Purpose. The proposed addition does not restrict neighboring views or other existing structures. The property to the North and East of the existing residence is greenbelt/park land and heavily vegetated. Specifically, your letter is in response to a determination that was made concerning setbacks and an addition that you are proposing for the residence. Earlier this year you and I had discussed a Critical Areas Checklist Determination of a "Study Required" for 7003 — 156 Ih St. SW in Edmonds. This determination required that a topographic survey be submitted as well as a top of slope identified for setback purposes. While this information appears to have been provided I now understand that there is some confusion as to the definition of top of slope. I hope that I am able to clarify exactly the required setbacks and how the city must interpret a top of slope determination. From the letter you submitted I understand that you have three concerns. First, you are concerned that we are considering the entire slope and not just the slope within your client's property lines. Second, I Page: 2 North or East due to the park area. Per the Soils Report and the Survey the site has been established to be within acceptable limits and design criteria for stable construction has been established. The Soils Report recommendations for construction methods shall be incorporated into the construction documents, the structure shall be designed and stamped by a Structural Engineer licensed in the State of Washington, and reviewed by the Soils Engineer for compliance with the Soils Report. Due to slope setback, BSBL, and the existing residences's location the lot area for expansion is limited. The location of the proposed addition is based on the overlay of all required setbacks onto the site and the existing residence's exterior and interior configuration. A 10' side, rear and front yard setback apply to the entire perimeter of the property due to the flag lot status of the site. The 25' slope set back greatly restricts the site use and eliminates +/- 65% of the total lot area. The addition as proposed meets the BSBL and the 25'-0" slope setback per 1997 UBC Chapter 18. The 1997 UBC Section 1806.5.3 and Figure 18.1.1 indicate the footing setback requirement from the slope be measured 90 degrees to the footing at the footing bearing elevation. The footing depth and angle of bearing influence when measured at 90 degrees to the slope are greater than 26-0". Also section 1806.5.3 states that for descending slopes over 1 to 1 slope use the maximum measure of 45 degrees. Measured in an imaginary plane 45 degrees to horizontal projected upward from the toe of the slope. By following these UBC requirements the line of the recommended footing depth and the 45 degree slope intersect approximately 225'from the proposed addition, thus also satisfying the UBC setback requirement. Based on the Geotechnical Report, the Survey, the above information, and site plan the proposed addition should not be subject to Steep Slopes Hazard Area requirements. The proposed residential addition is a distance of 25'-O'from the slope when the setback distance to the addition is measured at the footing depth per, 1997 UBC, Section 1806.5.3 and Figure 18-1-1 and the footing depth is increased as directed by Nelson - Couvrette's Geotechnical Engineering Report. Therefore it is requested that the addition be designated incompliance to the Steep Slope Hazard Area setback based on the slope setback measurements as determined per 1997 UBC requirements and subject to the permit submittal requirements as identified in The City of Edmonds Development Code, Section 19.05. You have requested. that we evaluate the existing site conditions, and provide recommendations for future development and construction within the area. For our use in preparing this study, you have provided us with a copy of the City of Edmonds Critical Areas requirements, a copy of the City of Edmonds letter, dated March 20, 1998, an undated copy of a drawing titled "Slope Exhibit — Dr. D. Sto lzenburg", a copy of a cross section titled "Stolzenburg", dated June 10, 1998, a copy of an undated, untitled site plan, and a copy of a legal description and- information from a previous plat submittal. The project consists of an addition to an existing one-story, single-family residence located near the top of a steep slope. The addition will extend approximately 13 feet off the north side of the existing structure, as shown on the Site Plan in Figure 2. The north end of the addition will be approximately 10 to 20 feet from the top of the steep slope. Review existing soils and geologic maps, and related data. 2. Perform backhoe-excavated test pits and slope mapping at the site, to document the subsurface. soils and ground water conditions. 3. Reduce field data through use of your provided site plan. 4. Present an evaluation of geologic hazards of existing site conditions and future site development. 5. Provide an engineering geologic report discussing our findings, opinions and any recommendations related to our analysis and findings. SITE CONDITIONS Surface The project site consists of a rectangular- shaped parcel and is shown on the Site Plan in Figure 2. The proposed addition is located above a steep, northerly slope overlooking Lunds Gulch. The southern portion of the site is flat lying, landscaped, and is occupied by a single-family residence. The top of the steep slope is located approximately 20 to 33 feet north of the residence. Approximately 10. feet below the top of slope, a pathway has been benched into the hillside. This portion of the slope has also been landscaped. Below the pathway, the ground slopes down steeply to Lunds Gulch. This portion of the slope is vegetated with brush, ferns, deciduous trees, and scattered evergreen trees and old growth stumps. We measured one cross-section (A -A') through the slope, as shown on Figure 3. The cross section was measured using a hand-held clinometer and a 100-foot measuring tape. Below -the top of slope, the ground surface slopes down at about 42 percent to the pathway. Below the pathway, the ground surface slopes down at about 33 to 49 percent. About mid -way down the slope, the inclination steepens to approximately 68 to 78 percent, and continues with this inclination to the toe of the slope. We measured a total change in elevation on the order of 270 feet, with an average inclination of about 58 percent. Geology Most of the Puget Sound Region was affected by past intrusion of continental glaciation. The last period of glaciation, the Vashon Stade of the Fraser Glaciation, ended approximately 10,000 to 11,000 years ago. NELSON-COUVRETTE & ASSOCIATES, INC Engineering Geologic Report Stolzenburg Addition October 1, 1998 NCA File No. 241498 Page 3 Many of the topographic features seen today are a result of scouring and overriding by glacial ice. During the Vashon Stade, the Puget Sound region was overridden by over 3,000 feet of ice. Soil layers overridden by the ice sheet were compacted to a much greater extent than those that were not. A typical glacial sequence includes recessional outwash sand overlying glacial till. The geologic units mapped for this area are shown on the Preliminary Surficial Geologic Map of the Edmonds East and Edmonds West Quadrangle, Snohomish and King Counties, Washington, by Mackey Smith (U.S.G.S., 1975). The site vicinity is mapped as glacial till (Qvt), with Whidbey Formation (Qw), and Double Bluff Drift (Qdb) mapped on the slope. Glacial till is a dense, unsorted mixture of sand, silt and gravel deposited at the base of the continental glaciers. The Whidbey Formation is massive to bedded silts, clayey silts and fine sands that were deposited in an interglacial lacustrine environment then over- ridden and consolidated by the continental glaciers. Double Bluff Drift may consist of dense cemented gravel in a silty sand matrix, pebbly glaciolacustrine silts, or massive silts with occasional small beds of sand and gravel. Our explorations encountered fill and glacial drift. Glacial drift is similar to till, but typically has some sorting, such as sand seams, and is less dense than till. We would expect that the Whidbey Formation and Double Bluff Drift are located at depth underlying the drift. Subsurface Conditions The s ubsurface conditions at the site were explored on August 27, 1998. Two test pits were excavated with a rubber -tired, tractor -mounted backhoe. The depths of the backhoe test pits ranged from 8 to 9 feet below the existing ground surface. The approximate locations of the test pits are shown on the Site Plan in Figure 2. A geologist from our firm was present during the explorations, examined the soils and geologic conditions encountered, and maintained logs of the test pits. The soils were visually classified in general accordance with the Unified Soil Classification System, a copy of which is shown on Figure 4. The logs of the test pits, edited to reflect examination of soil samples in our laboratory, are shown on Figure 5. Our explorations encountered a surficial layer of sod approximately 0.3 feet in thickness. We encountered approximately 2.5 to 3.0 feet of fill underlying the sod. The fill consisted of loose, fine to coarse sand with silt, gravel, cobbles, a clay drain pipe, and roots. Underlying the fill, we encountered a 0.5-foot-thick layer of buried topsoil. The topsoil consisted of loose, silty fine sand with organics and roots. NELSON-COUVRETTE &ASSOCIATES, INC - Engineering Geologic Report Stolzenburg Addition October 1, 1998 NCA File No. 241498 Pag e 4 We encountered a 3-foot-thick layer of dense, fine to coarse sand with gravel and cobbles underlying the buried topsoil in Test Pit 2. Underlying the buried topsoil in Test Pit I and the fine to coarse sand with silt in Test Pit 2, we encountered dense, rust -stained silty fine to coarse sand with gravel and occasional sand seams to the depths explored. We have interpreted these soils as glacial drift. Hydrologic Conditions Ground water seepage was not encountered in our test pit explorations or observed.along the slope face during our site reconnaissance. We expect perched ground water conditions could develop during the wetter months of the year. Perched water is a condition where water infiltrates through more permeable soils, such as the fill and fine to coarse sand layer, then moves laterally along the surface of a less penneable soil, such as the silty sand encountered in the drift. Perched water conditions are common for upland areas underlain by till or drift, and tend to be seasonal. This type of, seepage condition tends to decline markedly during the summer months. GEOLOGIC HAZARDS General The area contains slopes between 33 to 78 percent that are underlain by glacial drift, and. inferred to be underlain at depth by Whidbey Formation and Double Bluff Drift. We reviewed the Landslide Hazard map from "Final Report, Landslide Hazards Investigation, Meadowdale Area, Edmonds, Washington", by Roger Lowe Associates, Inc., dated October 16, 1979, to determine the landslide hazards that have been mapped for the site. The Landslide Hazard map indicates that no hazards were identified in the southern, flat -lying portion's of the site where the planned residential addition is located. The portion of the slope that inclines down with 33 to 49 percent slopes was mapped as 3AO5. This means that the mapped area has a 5 percent probability in the next 25 years to have a slump type failure in, material that has not *previously failed. The upper portion of the slope that inclines down with 68 to 78 percent slopes was mapped as 31302. This means that the mapped area has a 2 percent probability in the next 25 years to have a debris slide type failure from encroaching landslide materials. The lower portion of the 68 to 78 percent slope was mapped as 2CO2. This means that the mapped area has a 2 percent probability in the next 25 years to have a debris avalanche type failure from encroaching landslide materials. NELsoN-COUVRETT E & AssocIA TEs, INC Engineering Geologic Report Stolzenburg Addition October 1, 1998 NCA File No. 241498 Page 5 Landslide Hazard The core of the slope is inferred to be compromised of dense glacial drift, Whidbey Formation, and Double Bluff Drift. These materials typically have high strength. We noted some soil creep at the site, evidenced by some minor bowing in tree trunks. Deep-seated landsliding was not noted, and we expect the site to be stable with respect to deep-seated slope failures. We expect the degree of soil creep is largely controlled by the perched water flow through the more weathered soils. The potential of landsliding affecting the structure on the site should not be significant. Erosion Hazard The erosion hazard criteria used for determination of affected areas include soil type, slope gradient, vegetation cover, and ground water conditions. The erosion sensitivity is related to vegetative cover and the specific surface soil types (group classification), which are related to the underlying geologic soil units. The Soil Sury ey of Snohomish County Area Washington by the Soil Conservation Service (SCS) was reviewed to determine the erosion hazard of the on -site soils. The surface soils were mapped by SCS and classified as Alderwood-Everett (25 to 70 percent slopes) and Alderwood-Urban land complex (2 to 8 percent slopes) soils. We encountered glacial drift consistent with Alderwood soils during our investigation. The erosion hazard for these soils is listed as being high for 25 to 70 percent slopes and slight for 2 to 8 percent slopes. Seismic Hazard The seismic hazard is based on potential for liquefaction of the underlying soils. The site is underlain by medium dense to very dense glacial drift/till. We expect the potential for liquefaction to be minimal for structures founded on medium dense or better soils. CONCLUSIONS AND. RECOMMENDATIONS The City of Edmonds has designated the site as a critical area. , In our opinion, the subject site and the moderate to steep slopes underlain by glacial drift, Whidbey Fori-nation, and Double Bluff Drift are considered stable with respect to deep-seated slope failures. We did not observe any signs of significant slope instability on the site. Seepage was not observed along the slope face at the time of our visit. In our opinion, the 50-foot buffer requirement may be reduced by achieving an effective setback from the face of the slope. These recommendations are outlined in the Structure Setback and Foundation Embedments subsection of this report. NELSON-COUVRETTE &ASSOCIATES, INC Engineering Geologic Report Stolzenburg Addition October 1, 1998 NCA File No. 241498 Page 6 Erosion potential for the site may be reduced if temporary erosion controls are implemented during construction, and any areas disturbed during construction are recompacted and revegetated. Where vegetation is not disturbed during construction, the erosion potential should not be significant. Care should be taken during construction to keep concentrated runoff off the slopes. Following construction, roof and footing drains should be tightlined to the bottom of the slope and dispersed to minimize erosion, I or directed to an appropriate stonn water system. The soils likely to be exposed during construction are highly moisture sensitive and will disturb easily when wet. We recommend that construction take place during the drier summer months. However, if construction takes place during the wet season, additional expenses and delays should be expected due to the wet conditions. Additional expenses could include the export of on -site soil and the import of clean granular soil for fill. Slope Protection Protection of the setback and steep slope areas should be performed as required by the City of Edmonds. It should be understood that the closer the site disturbance and development of the structure are to the slope, the more risk there is of affecting slope stability. Care should be taken to minimize disturbance to the slope face and to the native undisturbed soils between the house and the top of slope. Fill should not be placed between the house and the top of slope, or over the s.lope. From an engineering geologic standpoint, selective pruning and thinning of vegetation should. be acceptable. Cutting and pruning of trees located on the slope can be performed, if allowed by the City, but certain precautions should be taken. We recommend that the root bundle/stump of felled trees be left in place. Pruned materials and debris should be removed from the area, and not allowed to remain on the slope. Any disturbed areas should be immediately restabilized through vegetation planting or other approved means. Placement of soil, sod, clippings or other matter on the slope is not recommended. Of great importance to the long-term stability of the slope is the control of surface and near -surface water, and erosion protection. We recommend that all drains, including foundation, roof and yard drains, be directed away from the top of slope, and.outfall at an approved area. Drainage over the slope should not be permitted without specific- recommendations. NELSON-COUVRETTE & ASSOCIATES, INC. Engineering Geologic Report Stolzenburg Addition October 1, 1998 NCA File No. 241498 Page 7 Site Preparation and Grading The first step of site preparation should be to strip the surficial sod, fill and buried topsoil to medium dense to very dense native soils in building areas. This material should be removed from the site, or stockpiled for later use as landscaping fill. The underlying soils are considered highly moisture sensitive and will disturb easily and become difficult to work with when wet. At the exploration locations, the depth to medium dense to very dense drift was approximately 3.0 to 3.5 feet. Site grading should not significantly increase the risk of erosion or slope failure if normal erosion control procedures.are followed and water is kept off exposed slopes. Structure Setbacks and Foundation Embedments Uncertainties related to building along the top of steep slopes and, in particular, unstable or actively backwasting slopes are typically addressed by the use of building setbacks. The purpose of the setback is to establish a "buffer zone" between the structure areas and the top of the slope, so that ample room is allowed for normal slope recession during a reasonable life span of the structure (usually taken to be 50 to 100 years by Snohomish County). In a general sense, the greater the setback, the lower the risk. From a geological standpoint, the setback dimension is based on the slope's physical characteristics, such as slope height, surface angle, material composition, and hydrology. Other factors such as historical slope activity, rate of regression, and the type and desired life span of the development, are important considerations as well. Based upon the conditions described above, it is our opinion that the slope is relatively stable, and the 50- foot buffer requirement may be reduced, provided foundations are placed sufficiently deep into the dense to very dense drift. This can be done by deepenin g the foundation on the steep slope side of the house to below the natural inclination of the slope. We have interpreted the natural inclination of the slope to be the 33 percent slope line as shown on the cross section in Figure 3. Footings should extend through the fill and buried topsoil, and bear into the underlying dense to very dense drift below this line. This would require a footing embedment of about 6 feet below the existing ground surface. The foundation can step away from the slope, such that the effective setback is achieved. The reduced setback will need review and concurrence by the City of Edmonds. NELSON-COUVRETTE & ASSOCIATES, INC Engineering Geologic Report Stolzenburg Addition October 1, 1998 NCA File No. 241498 Page 8 Foundations Conventional shallow spread footings are expected to be suitable for the structure founded into medium dense to very dense native soils or structural fill extending to these soils. Design pressures, as stipulated by the Uniform Building Code (UBC), should. be expected. Specific design procedures for foundations and slab -on -grade may be dependant on final design. Specific geotechnical issues could be delineated when final design is complete. Structural Fill All fill placed beneath buildings, pavements or other settlement sensitive features should be placed as structural fill as required by the City of Edmonds codes. For the purpose of this report, structural fill is defined as material that is placed in accordance with prescribed methods and standard and is monitored by an experienced geotechnical professional or soils technician. Field monitoring procedures would include th e performance of a representative number of in -place density tests to document the attainment of the desired degree of relative compaction. The area to receive fill should be prepared as outlined in the Site Preparation and Grading subsection of this report. USE OF THIS REPORT We have prepared this report of findings and preliminary recommendations for Mr. Dennis Stolzenburg, and his agents, for use in this project. The scope of our work does not include services related to specific construction activities, and final plans may dictate earthwork parameters. Since our work is considered preliminary in nature, it should be understood that there are possible variations in subsurface conditions.
