I find no record of hazardous material spills onsite from 1994 to present, nor record of the presence or decommissioning of
heating oil or other tanks.
12/8/1996 explosion incident with unknown type firework -contact EPID 425 771-0200 for more information.
I find no record of hazardous processes/products in businesses from 1977 to present. The occupancy has been a bank
since that date of construction.
Hope this saves you a trip. I'll remind Brian to keep your office informed of his activities.

E6 WAS CALLED TO THE SCENE OF AN EXPLOSION AT THE WELLS FARGO BANK 7009 212 ST
SW.� POLICE WERE ON THE SCENE. POLICE REQUESTED A LADDER TO INVESTIGATE
SEVERAL PIECES OF SHRAPNEL EMBEDDED IN THE CEILING OF THE DRIVE THROUGH AREA.
E61S CREW ASSISTED WITH RAISING A LADDER FOR THE POLICE. E61S OFFICER HAD
SNOCOM NOTIFY EDMONDS 3 OF THE SITUATION. E6 RETURNED TO QUARTERS AND
RETRIEVED TH 24 FT EXTENSION LADDER FROM THE SIDE OF THE SHED AND LEFT IT AT
THE SCENE FOR THE POLICE TO USE DURING THEIR INVESTIGATION.

On March 12, 1980, you contacted our office in regards' tp,�a:-,..
portable Halon fire extinguisher for protection of your computer.
Our recommendation is that you obtain a 2:A, 40B:C rated Halon
1211 type extinguisher. This unit carries the same rating as the
dry chemical required for commercial occupancies and is available
from AAA Fire Extinguisher Co., Fire Chief Equipment Co., and All
City*Extinguisher Co. at a cost ranging from $95.00 to $125.00,
depending on the company. The initial cost is higher than for a
comparable dry chemical, but the annual service cost will be less
(approximat6ly'$2.00 a year).
If we may be of further assistance to you, please contact this

Special Fire Extinguishing Systems
Not every extinguishing agent is effective against
every type of fire. In many cases, Halon 1211 or AFFF
can do the job where other extinguishants can't.
SOMETIMES, FIRES of singular cir-
cumstance call for special systems.
Two such systems, both of recent
development, are Halon 1211 and
Aqueous Film Forming Solution
(AFFF).
Halon 1211
Although Halon 1211 was used in
Europe in the last decade, significant
use in this country did not start until
1973.
It was then that the first tested,
portable extinguishers became avail-
able and the Air Force began using
it to replace Halon 1011 on ramp
patrol trucks.
The technical name for Halon
1211 is Bromochlorodifluoro-
methane, BrCCIF,. It is one of the
halogenated extinguishing agents;
i.e., a hydrocarbon agent, in which
one or more hydrogen atoms has
been replaced by halogen atonis�
The substitution not only removes
the flammable characteristics of
hydrocarbon, but adds flame extin-
guishing characteristics.
NFPA recommends Halon 1211
for the following singular circum-
stances:
- Gaseous and liquid flammable
materials:
Electrical hazards' such as . trans-
forniers, oil switches and circuit
breakers, and rotating equipment:
- Engines using gasoline and oth-
er flarnmable fuels;
- Paper, wood, textiles, and other
ordinary, combustibles;
- Hazardous solids.
In addition, a manufacturer of
Halon 1211 suggests these applica-
tions:
- General office fire protection —
particularly around copying ma-
chines, telephone switch gear, etc;

Transportation— trucks, trains,
busses, airplanes, etc;
* Protection of power generating
stations, turbines, and pole top
fires;
- Laboratories;
- Libraries, particularly rare doc-
ument storage areas.
In brief, according to the same
manufacturer, Halon 1211 is rated
and approved for Classes A, B, and
C fires
How It Works
Exactly how halogenated agents
work is not understood completely —
but it is known that they work effi-
ciently and cleanly.
Because the agents, including
1211, are so effective it is believed
that they neither remove heat nor
smother flame alone. Rather, it is
thought that a chemical reaction is
produced, which interferes with the
combustion process or "breaks the
chain."
' Halon 1211 features a liquid -
vapor discharge and when the liquid
changes to vapor, it removes some
heat from the fire. Straight water is.
of course, the fastest fire coolant, but
it cools the blaze so quickly that it
can crack or damage delicate instru-
ments and equipment, Such as that
use(] in a computer room.
lialon 1211 cools the fire, but not
so quickly that equipment is
cracked. In addition, the halogen-
ated agent is non -corrosive and will
not cause rust.
This cooling effect, the manUfaC-
turer says, accounts for the Class A
rating given to Halon 12 11.
For Class B fires, the manUNCtUr-
er reports that a UL test indicated
that one pound (.45 kilograms) of
Halon 1211 was found to be capable
of extinguishing five square feet (.45
square meters) of fire, which was
fueled with a little more than five
gallons (19 liters) of gasoline.
Referring to the Class B rating of
the halogenated agent, NFPA says
their performance was found to be
superior to that of carbon tetrachlo-
ride.' But, NFPA continues, such
comparisons should not be made too
rigorously because halons are more
affected by pressure variations with
temperature than are dry chemicals.
NFPA adds that the halons are
more effective in penetrating hard -
to -reach hazards.
Halon 1211 is also effective
against electrical fires because it
does not conduct electricity.
In addition, Halon 1211 is effec-

tive against the Class A aspects of
electrical fires (burning insulation)
and inerting the atmosphere.
Use In Extinguishers
Halon 1211 does have some toxic,
or at least irritant, effects.
However, the toxicity level is
considered low enough to makethe
agent safe for use in portable
systems (extinguishers) in occupied
spaces and for use in flooding
systems with some limitations.
Tests with humans indicate that
high level exposures to lialon vapors
and decomposition products can
result in:
- Dizziness;
• Impaired coordination;
• Reduced mental sharpness
In addition, use of Halon 1211 can
reduce visibility.
The agent can be used in extin-
guishers from the light -weight porta-
ble to large capacity wheeled units.
The lighter weight units allow the
operator to stand from 15 to 20 feet
(4.5 to 6 meters) away from the
blaze. At this range, the agent is
effective and provides the operator a
degree of protection from flanie and
heat while allowing hirn to see the
prouress of' his ell'orts.
This feature can be important
when it is considered that most small
fires are extinguished by untrained
personnel.
The same manufacturer quoted
previously says that a light -weight
unit (10 pounds or 4.5 kilograms),
which had passed all the UL tests,
extinguished a 25-square-foo't (2.25-
square-meter) fire that %%,as fueled
with 31 gallons (117.8 liters) of gaso-
line.
Wheeled units, used extensively to
fight fires of jet aircraft, can deliver
extinguishant at a rate of three to
five pounds per second (1.35 to 2.25
kilograms per second) from 30 to 40
feet (9 to 12 meters) away from the
fire.
In addition, the manufacturer
says, Halon 1211's ability to reach
obscured areas allows it to pass
through the jet engine fans and
extinguish the fire at its source. The
small amount of residue and its
general "clean" qualities reduce tear
down time in repairing the jet, the
company adds.
NFPA says that when using a
Halon 1211 extinguisher on Class B
fires, a slow, side -to -side sweeping
technique is best. Hitting the burn-
ing surface directly at close range
could spread the fire.
On Class C fires, the Halon
should be aimed at the source of the
flames and any electrical equipment
should be de -energized to prevent
reignition.
Breathing of vapors, NFPA cau-
tions, should be avoided, particular-
ly in unventilated areas.
Use In Flooding Systems
Detailed specifications for using
Halon 1211 in flooding systems can
be found in the National Fire Code
(N FQ.�
However, some of the code's
general statements about Halon
1211 total flooding systems can be
summarized here.
The code suggests the use of such
systems in a fixed enclosure where
an adequate concentration of the
agent can be built up and main-
tained. Ambient temperature in the
enclosure should be 30 F (—I Q.
It says that such systems provide
fire protection within rooms, vaults,
enclosed machines, ovens, contain-
ers, storage tanks, and bins.
Total flooding systerns "shall not
be used" in normally occupied areas
and only in those normally unoccu-
pied areas that can be evacuated
within 30 seconds.
There are three types of fires that
can be extinguished by total flood-
ing methods:
- Fires involving flammable liq-
uids or gases;
o Surface fires involving flamma-
ble solids;
- Deep-seated fires that can occur
in sonic Class A materials are subject
to spontaneous heating, smoldering,
and high heat retention.
Although, like anything else, Ha -
Ion 12 11 has its limitations, its gener-
al effectiveness In a variety of fire
situations makes it a welcome addi-
tional to the fire fighters' arsenal.
