Permit Application for the City of Edmonds prior to
his/her submittal of the application to the City.
The purpose of the Checklist is to- enable City staff to
determine whether any potential Critical Areas are, or
may be, present on the subject property. The information
needed to complete the Checklist should be easily
available from observations of the site or data available at
City Hall (Critical areas inventories, maps, or soil
surveys).

to the City. The City will review the checklist, make a
precursory site visit, and make a determination of the
subsequent steps necessary to complete a development

of this form to assist City staff in finding and locating the
specific piece of property described on this form. In
addition, the applicant shall include other pertinent
information (e.g. site plan, topography map, etc.) or
studies in conjunction with this Checklist to assistant staff
in completing their preliminary assessment of the site.

temperature. The reader board is proposed to be located on a new
pole sign for Banner Bank.

The applicant is proposing to replace an existing pole sign at the proposal site with a
new pole sign. The site is located on the comer of 212 1h Street SW and 701h Ave. W.
(Attachment 1) in the General Commercial 2 (CG2) zone and the Medical -Highway
99 Activity Center area, where pole signs are pen-nitted outright provided that they
meet the general regulations for pen-nanent signs. Staff has reviewed these standards
and feels that the pole sign application does meet these standards. The sign
elevations are included as Attachment 4, and the photos of the building with its
existing sign are included as Attachment 3.
This application is being brought to the Board because the proposed pole sign
contains a reader board which displays the time and temperature (commonly referred
to as 'T&T' signs). Reader boards are conditionally permitted pursuant to: 1) the
general regulations for pen-nanent signs (ECDC 20.60.020 E), and 2) if they are
consistent with the standards for conditionally permitted signs.provided in ECDC
20.60.020.M (1-9). These have been included as Attachment 2.
Particularly applicable to this sign is the standard that states that, "reader boards are
only permitted for public uses or places of public assembly." (ECDC
20.60.020.M.7) In the recent past this has been interpreted to mean that reader board

signs are limited to schools or perhaps churches. The proposal here is for the
placement of a time and temperature sign at a bank. Under ECDC 20.60.020.E,
"temperature and/or time signs that conform in all other respects to this chapter are
allowed." This statement is provided in reference to the requirement that "no sign
shall have blinking, flashing, fluttering or moving lights..." It also comes before the
provisions for electronic reader boards, including the requirement for message
changes at not less than 20 seconds. Therefore, time and temperature sighs are seen
by staff as being treated differently than typical reader boards or electronic reader
boards.
Another standard limits reader board messages to alphanumeric messages only.
Since this would be allowed as a time and temperature sign, a condition requiring
that this reader board be limited to these types of messages would be appropriate.
Conditionally permitted signs may be reviewed by Staff, but Staff thought the ADB
would want an opportunity to review the reader board component of this sign.
D. Staff Analysis:
1. Material: Attachment 4 is a color elevation of the proposed sign. The T&T
sign will be constructed of aluminum painted black in color. The remainder of
sign will include extruded aluminum cabinet painted semi -gloss blue and acrylic
faces with "Drive Thru — ATM" in red letters with white opaque background,
"Banner Bank" in white letters with blue opaque background, and the red and
mango colored Banner Bank logo design.
2. Lighting: The time and temperature will be displayed using internal amber
colored LED lights. The rest of the sign will be internally illuminated with
fluorescent lights.
3. Colors: . The T&T sign will be black with amber illumination of the time
and temperature. The rest of the sign is primarily semi -gloss blue, red, mango
and white (refer to Attachment 4). The bank building is sided with large flat
stones of natural stone colors. The windows are trimmed with the same semi-
gloss blue of the sign (refer to Attachment 3).
4. Landscaping: Landscaping twice the size of the face of the sign is
required and is provided by existing landscaping along the property lines facing
212 th Street SW and 701h Ave. West (see Landscape Plan, Attachment 5). No
additional landscaping is required as a result of this permit.
5. Sign Location: The pole sign is proposed to be locatedin the southeast
comer of the site near the intersection of 212 1h Street SW and 70th Ave. W. See
Site Plan, Attachment 6.
An existing pole sign is sited at this area and will be removed. The proposed
pole sign will be in the same vicinity but must be moved slightly to meet current
street setback regulations because the sign is regulated as a structure. The

minimum street setback for the General Commercial 2 (CG2) zone is 15-feet and
the new sign location will meet -this setback as required from the east and south
property lines.

E. Summary:
The T&T component is rather large, and does not seem to conform to the overall
design scheme in color or letter size. It certainly is possible that with the technology
used for these signs, they are offered in few colors, and because of the need for the
light to shine through, they cannot be painted over. Though the large size of the time
and temperature sign will help those with bad eyesight, it would be helpful to staff to
know if the ADB wants to require the time and temperature signs to be an integral
part of the sign design, or whether adding a separate element for time and
temperature (with the size based on the local speed limit) is acceptable.
Recommended Conditions:
Should the Board approve this application, it may be prudent to reiterate to the
applicant the following restrictions on the installation and use of T&T reader board
signs:
1) The display of the reader board portion of the sign is limited to
alphanumeric messages only, and only to providing the time and
temperature.
2) Individual elements of this project are required to meet all applicable
city codes or obtain a variance. It is the responsibility of the applicant
to apply for all necessary permits.

permanent signs.
A. When located on a wal I or mansard roof,
no sign may extend above the highest point of
the wall or roof, or above the eave or dnip line
of a pitched roof on which it is lo�_ated. A sign
may not be attached above the eave or dfip line
on a pitched roof.
B. No sign or any part. of a sign may be
designed or constructed to be moving by any
means and shall not contain items such as ban-
ners, ribbons, streamers and spinners. Signs
with type that is movable to change the mes-
sage (reader boards) are allowed.

C. No signs shall extend into or over a pub-
lic right-of-way unless an encroachment per-
mit has been approved (see Chapter 18.70
ECDC).
D_ Exposed braces and angle irons are pro-
hibited. Guywires are prohibited unless there
are no other practical means of supporting the
sign.
E. No sign shall have blinking, flashing,
fluttering or moving lights or other illuminat-
ing device which has a changing light density
or color; provided, however, temperature
and/or time signs that conform in all other
respects to this chapter are allowed. Electronic
reader boards may have messages that change,
however, moving messages are not allowed.
Messages that change at intervals less than 20
seconds will be considered blinking or flash-
ing and not allowed.
F. No light source which exceeds 20 watts
shall be directly exposed to any public street or
adjacent property.
G. No illu"nation source of fluorescent
light shall exceed 425 ritilliamps or be spaced
closer than eight inches on center.
H. No commercial sign shall be illunuinated
after 11:00 p.m. unless the commercial enter-
prise is open for business and then may remain
on only as long as the enterprise is open.
1. No window signs above the first flbor
shall be illurru'nated.
J. Sign height shall be determined as fol-
lows:
1. For attached signs, sign height is the
vertical distance from the highest point on the
sign to the finished grade.
2. For freestanding signs, sign height Is
the vertical distance from the highest point of
the sign area or its support to the average ele-
vation of undisturbed soil at the base of the
supports.
K. Portable signs may not be used as per-
manent signage; only fixed signs are permit-
ted.
L. The following matrix summarizes the
types of signs perrmitted in each neighbor-
hood/district within the.city:

M. The following standards clarify how
some signs identified as "conditionally permit -
led" must ' be installed to be permitted in the
city of Edmonds.
1. Monument signs over six feet in
height must be reviewed to ensure that the
materials, colors, design and proportions pro-
posed are consistent with those used through-
out the site.
2. Internally illuminated signs in the
downtown area and neighborhood commercial
areas may only light the letters. The back-
ground of a sign face may not be illuminated.
3. Internally illurminated signs in the
downtown area and the neighborhood com-
mercial areas must be mounted on the wall of
the building. They may not be mounted on or
tinder an attached awning.
4. Internally illuminated signs that use
exposed neon may only be located in the inte-
rior of buildings in the downtown area and the
neighborhood commercial areas.
5. Internally illuminated signs in the
downtown area shall not be permitted to be
. higher than 14 feet in height. -�ted to

sion Leaaman, of February 6, 1_978,kyou indicated that the back -
flow preventor for the Olympic Ba located at 7009 212th Street
SW, Edmonds, Washington, would be installed. As of this date
there has been no connection made.
The Municipal Code of Edmonds Section 6.16.250 (2) states
that installation of backflow preventors will be made within
a.thirty (30) day period. This time period has passed since
our initial communication with your office. It would be appre-
ciated if you would expedite this matter. If the connection
is not made within fifteen (15) days, we will terminate water
service to the building as required in Section 6.16.250 (3)
of the Edmonds Municipal Code.

On 14av 2, 1977, a Building Permit Application was sub-
mitted.to this office for the proposed construction of the
Olympic Bank located at 7009 212th S.W., Edmonds, Washington.
A preliminary inspection on December 19, 1977, revealed that
one of the requirements for the water system has not yet
been installed.
As noted on the Building Permit Application under the
section for water, and on page M-2 of your plans, a 3/4" reduced
pressure backflow preventor was required on the coldwater make-
up feed line to the heating and air conditioning system. If
you could take appropriate steps to have this device installed
and to contact this office for testing of the device, it would
be greatly appreciated.

(1) Coordination of the location of any structure with respect to
utilities, streets, property lines and driveway grades is the
responsibility of the contractor.
(2) The contractor is required to keep the abutting streets clean-
ed of dirt and debris caused by the construction.
(3) A "Right -of -Way Construction Permit" is required, from the
Engineering Division of Public Works, for any work within
the Public Right -of -Way or public easement-.
