He C'nt' indicated he heard that Council President Earling was paid by the RTA and that he would be resigning Re: RTA from the Council if the RTA plan passed. Councilmember Petruzzi urged Mr. Rutledge to have the facts before making inaccurate statements. He noted Council President Earling has served as the Chair of the RTA and has consistently been a regional leader in the RTA. Mr. Earling has reported the facts to the Edmonds City Council and has represented the City of Edmonds in an exemplary manner. He noted the citizens of Edmonds have been so well informed that Edmonds was one of only a few areas to pass the RTA plan previously. Mayor Fahey explained it is not unusual for a Councilmember to serve on a committee outside the Council and to be given a stipend in the form of a salary to cover travel expenses, etc., as is done with the RTA Board. An individual paid for a committee is not paid by the City for the same service. She stressed it is common knowledge Mr. Earling has worked on the RTA plan; the plan reflects the views of Edmonds which the Everett plan does not. IStudent 4. Student Representative Moore said he was excited to be at the Council meeting and thrilled to have been selected to represent the youth of Edmonds. He looked forward to learning from the Council and perhaps the Council learning from him. Mayor Fahey invited Student Representative Moore to attend next weeles Council Committee meetings. At that time is was noted that the currently, Edmonds City Code Section 10.40.020(C)(2) assigns responsibility for review of parking issues to the Planning Board. However, over the past year and a half, an ad -hoc committee has been in place to address on -street parking issues in the downtown area. In order to clarify the role of the Planning Board related to parking issues, this amendment was proposed to clearly segregate responsibilities. The proposed ordinance was presented to the Council Community Services Committee on May 14th for review and discussion (see Exhibit 2). At the conclusion of the discussion, the committee approved bring the proposed ordinance to the Council for adoption, subject to final consultation with the Planning Board chair. On May 22nd, the Planning Board discussed the proposed ordinance and offered their support of the change in responsibilities (see Exhibit 3). The draft ordinance Is designed to clarify the respective roles of the Planning Board and the Downtown Parking Advisory Committee on parking Issues. Actions: 1. The Committee approved bringing the proposed.ordinance clarifying the planning Board's role on parking Issues as a consent Item to the full Council, sublect to Onal consultation with the Planning Board chair. I Mr. Chave indicated that staff would like to schedule this item on the Board's agenda for discussion in the near future. After the Board's diseon, they can determine whether or not they need to invite Ms. Stoloff back to the Board for Anther questions and clarification. ba. He said there are two issues the Board must 0 — a != consider. First the City received correspondence from a citizen regarding a request to allow outdoor summer activities in LU L5 the downtown area. hir. Chave said staff would like the Board to consider if this use should be allowed. If so, they should direct staff to prepare the appropriate amendments. ff the Board feels this use is appropriate, they mus consider whether parking standards should be different for temporary seasonal uses than for permanent uses. Another issue to consider is Z that currently in the downtown area it is illegal to have outdoor activities (including outdoor dining.) However, these uses W U1 have been allowed to occur The Board should consider the opportunity to clear up this inconsistency. 0 1 Z Mr. Wilson inquired if the Board would like staff to address the parking requirements differently for seasonal uses verses permanent uses. He suggested that if this use is something the Board would like to consider, they should also consider putting certain limitations on the size and location, etc. Ms Tereski recommended staff create a draft ordinance to address this change for the Board to consider. They should try to pin down the parameters to decide what bTes of uses will be allowed. She felt that parking is an issue. She also felt that if this use is allowed for any type of sales, iiiere could be a problem in the future. The Board should consider the effect this ordinance could have on the festival type shopping atmosphere that is envisioned in the Waterfront Plan. MS. From: Rob Chave, Planning Manager Mayor: Comments: During the Council's meeting with the Planning Board on March 25th, the roles of the Planning Board and Downtown Parking Committee were briefly reviewed (see minutes, Attachment 1). The conclusion was that the Planning Board and Downtown Parking Committee should continue in their appropriate roles, with the board focusing on its traditional policy, planning and land use issues (e.g. standards for number of required parking spaces or policies regarding on -site vs. off - site parking) while the parking committee deals with specific parking issues downtown (e.g. time limits for parking and employee parking permits). This conclusion is at odds with the current language in the city code which assigns broad responsibilitv for downtown parking issues to the Planning Board: 0 The board shall serve as an ongoing downtown parking committee and a*ise the mayor and city council on all matters relating to parking in the downtown Edmonds area, including in-lietifees andparkingficifity plans To allow the Planning Board and Downtown Parking Committee to pursue their respective roles, a draft ordinance has been prepared by the City Attorney's office and is included as Attachment 2. With adoption of the ordinance, the Downtown Parking Committee will be able to pursue its work program while the Planning Board retains its jurisdiction over planning issues. Councilmember Myers explained that at the Public Safety Committee Meeting they were given assurances from the police that the street in its new width would be a very safe streeL Ile concern was for traffic turning onto 80th from 196th so if there was mom street on that comer it would be easier for everybody to make the turn. Paul Mar stated that as per the diagram on the last page of the packet presented this evening, the City takes an additional 182 square feet of the comer in order to make that possible. This is property that is owned by Mr. Johnson and the City would take Oat in trade for the right -of -vacation he came forward with. Councilmember Petruzzi suggested that this be put on the Consent Agenda for next week. 6. JOINT DISCUSSLON MM TIM PLAMMG BOARD AND RECOMMNDA32ON ON 1141 ADOMON OF INTERIM VJ=U= UkIPLEDVWMG REGULATORY REFORM The Planning Board members in attendance were: Gary Grayson, Rob Morrison, Melody Tereski, Chris Keuss, Bruce Witenberg, Lynn Lacy, and Phyllis Becker. Chris Keuss, Chair, opened the discussion by reviewing the questions asked by the Council at the previous meeting on February 27. Mr. Keuss then read the Board's recommendations as follows: 1) Parks and Recreation should remain under the review of the Planning Board. Mr. Keuss had spoken with Arvilla Ohlde, Parks and Recreation Manager, and she agreed with this in principle. The Planning Board should continue to review development and master planning issues on at least a quarterly basis as well as policy issues, as well as changes in the codes that have an impact on the community. 2) The Ad -hoc Downtown Parking Committee should continue to report to the Council. Changes in policy, administrative procedures and code that effect the community should be reviewed by the Planning Board with recommendations sent to the Council prior to formal review. The Planning Board feels that the current setup is working well, but would like the Ad -hoe Downtown Parking Committee to come to the Planning Board on possibly a quarterly basis. The Board would also like the option of having a representative on the Ad -hoe Committee. Mr. Keuss moved recommendation #3 to the bottom of the list and continued on with the list of recommendations. 4) Quasi-judicial matters under the Planning Board's review should be maintaine& Comprehensive plan and Elements adopted by reference and any other plans associated by reference should remain under the Planning Board's review. 5) The Board shall report its recommendations directly to the Council as succinctly and thoroughly as possible. 6) The number of Planning Board members would remain the same.
