The property is developed with a single-family residence, a detached building, and a dock. The City of Edmonds identifies this a Class 1 wetland within the Critical Areas Inventory. Based on the above findings, a Critical Areas Study is required for further development of the site to determine and delineate the boundaries of the critical area, its buffers and setbacks. The Federal Manual for Identifying and Delineating Jurisdictional Wetlands (1987) shall be used for conducting the wetland delineation; the wetland boundary and its buffers shall then be delineated by a licensed land surveyor. The buffer for a Class 1 wetland is 100 feet, with an additional 15 foot building setback. Any development proposal within or adjacent to the wetland requires SEPA review by the State, in addition to review by the City, for permit applications. If the property owner wishes to apply for a specific development on the site, they may submit their proposal to the Planning Division for review. If staff finds that the proposed development permit will not adversely impact a Critical Area or its buffers, a conditional waiver may be issued on a project by proj�ct basis.
