A. Site
1. Nature of Site -- The site is vacant and relatively flat.
It slopes down from north to south*'about 4 or 5 feet. The
site measures approximately 104.,ft. x 110 ft. or 11,452 sq.
ft.
2. Surrounding Property and Zoning
There is vacant property to the north and south of the
subject property. There is a duplex and business to the
west and commercial development to the east.
Zoning to the west, east and sotith of the subject property
is General Commercial (CG). Property to the north across
210th Street is outside the City limits.
3. Access to Site - Vehicular arid pedestrian access to the
site will be from 210th Str�et S.W.
4. Official Street Map and Existing Street Right -of -Way
The Official Street Map calls for a 60 ft. right-of-way on
210th Street S.W. and the existing right-of-way is 60 ft.
5. Off -Street Parking - 11 off-street parking spaces are
provided. This is based on the warehouse having 8 employees.
Site Development Information - The proposal meets the
setback requirements of the Community Development Code.
B. Building
1. Size - Proposed office and warehouse to measure 40 ft. x
T-5774". The warehouse on the lower floor will have 3,013
sq. ft. The office on -the upper floor will have 1,200 sq.
ft.
2. Height - about 22-1/2 ft. to top of parapet.
3. Exterior Details
a. 8" x 8" x 16" concrete masonry unit walls on south, -
west and east sides and 4" x 8" x 16" concrete masonry
unit walls on north side - to be painted beige.
b. 4" vertical cedar fascia to be painted beige.
C. Trim to be painted chocolate color.
d. Safety glass and bronze anodized aluminum store front.
e. Built-up roof.
C. Lighting, Trash, Miscellaneous
1. Exterior Lighting - No exterior lighting is indicated on
the plans.
2. Trash - A trash dumpster will be located in the small area
next to parking stall #11.
3. Electric Meter - The electric meter location is not
indicated on the plans.

D. Landscaping and Fencing
1. The proposed landscaping is shown on the accompanying
Landscape Plan.
2. A new 6 ft. high cedar fence will be located along the west
and east property lines.

1. The parking layout appears acceptable.
2. A utility development plan is required.
3. Underground wiring is required.
4. The owner is required to sign the standard "College Place
Support of LID Form".
5. Bonding is to provided per City standards.

Staff Findings
The staff finds the following:
I. Comprehensive Plan
The subject proposal is consistent with the Comprehensive Plan
and other adopted City policies.
2. Zoning Ordinance
The subject proposal meets the requirements of the Zoning
Ordinance.
3. Criteria
The subject proposal satisfies the criteria and purposes of
Chapter 20.10 of the City of Edmonds Community Development Code.
Mr. Finke noted a revision to the fencing. He said because the building is located
along the property line, that section of the fence will be deleted from the plans.
DISCUSSION
David Hursh, 3229 - 240th St., Lynnwood, and Jamie Johnson, 3810 East Hubble Court,
Clinton, representatives, were present.
Mr. Hursh noted that a portion of the warehouse will be ]eased.
Board member Birch inquired about the site location. Mr. Hursh said Miller's
Automotive is located on the corner, and the subject property is behind that
building.
Mr. Hursh submitted a color sample of the proposed exterior color to the Board.
Mr. Hursh said the dumpster will probably be located' in the small area adjacent to
parking stall #11. Board member Parsons inquired if that area will be paved. Mr.
Hursh replied affirmatively. Board member Parsons' inquired if access to the subject
property will be allowed through the automotive business. Mr. Hursh replied
affirmatively. Board member Parsons inquired if ingress. would be easily accessible
via that route. Mr. Hursh replied affirmatively.

Board member Koenig inquired about Ile purpose of Ile Ion,, lanlica,,el Irivewa y
Mr. Hursh said that driveway was designed in accordance with Code requirements and
will allow easy ingress and egress.
Board member Parsons expressed concern that the proposed cedar fence may be damaged
by cars. He recommended that bumper stops be installed.
Board member Parsons recommended that the Architectural Design Board landscape
standards be referenced in terms of the size of plant materials. He recommended
that Baltic Ivy be planted under deciduous trees and rhododendrons; compact Pfitzer,
5 gallon container; Kwanzan Cherry, 1-1/2" caliper.
Board member Parsons inquired about the utilization of the compact gravel for the
pedestrian walkway. Mr. Johnson said pea gravel is proposed because it is easier to
walk on than 3/4" to 3/8" gravel and off -site improvements are designed to be
minimized. Board member Parsons recommended that 5/8" minus crushed rock be
utilized. Board Kehle recommended that the walkway be bordered with wood to keep
the gravel in place.
Board member Waymire recommended that the proposed 4" vertical cedar fascia be
deleted from the plans and horizontal lap siding be used instead. Mr. Johnson said
the applicant prefers to utilize vertical siding because of its superior aesthetic
quality. Board member Waymire said he only wished to avoid the appearance of T-111
siding.
Board member Waymire recommended that the southern window located on the east
elevation be relocated 24 inches to the south to give the building symmetry in
relation to the garage door below.
ACTION
BOARD MEMBER WAYMIRE MOVED, SECONDED BY BOARD MEMBER PARSONS, TO APPROVE ADB-24-87
WITH THE FOLLOWING CONDITIONS: 1) 5/8" MINUS CRUSHED ROCK BE UTILIZED FOR THE
PEDESTRIAN WALKWAY AND THAT THE WALKWAY IS BORDERED BY 2x4 PRESSURE TREATED WOOD; 2)
CONCRETE BUMPER STOPS BE INSTALLED TO PROTECT THE FENCE ON THE EAST PROPERTY LINE;
3) INCLUDE THE LANDSCAPE RECOMMENDATIONS AS STATED (SEE ABOVE DISCUSSION); 4)
RELOCATE THE SOUTHERN WINDOW ON THE UPPER EAST ELEVATION 24 INCHES TO THE SOUTH.
