A fence will be installed around the perimeter of the site at locations necessary to prevent silt ladden storm runoff from exiting the subject property. A temporary construction entrance, with quarry spalls will also be installed at the entrance to prevent dirt from entering onto the public right of way. No. The approximate distance to the nearest bus stop is 200 feet. c. How many parking spaces would the completed project have? How many would the project eliniinate? The completed project would have space for approximately 71 vehicles. The stalls will serve as overflow parking for vehicles being serviced and having completed service, as well as for the employees that work at the facility. There will be no parking required for the public, as they will not be visiting the project. All vehicles will be driven from the main dealership building. to the satellite facility. d. Will the proposal require any new roads or streets, or improvements to any existing roads or streets, not including driveways? If so, generally describe (indicate whether public or private). This report has been completed in accordance with our proposal PR9926 dated June 1, 1999. The purpose of our services was to provide geotechnical design recommendations for the proposed development based on existing subsurface conditions and our site reconnaissance. Asphalt paved parking and landscaping areas will occupy the remainder of the site. Grade modifications are not anticipated to exceed about 5 to 6 feet based on existing topography. Based on our experience with similar structures, structural loading is anticipated to be on the order of 2 kips per lineal foot for continuous footings, 30 to 60 kips for column footings and 200 pound per square foot for floor slabs. ISITE DESCRIPTION The site is located at 7029 212thAvenue Southwest in Edmonds, Washington (Vicinity Map, Figure 1). Located on the edge of residential and retail areas, the site is bounded primarily by various types of retail businesses to the north and east, by 212thAvenue Southwest to the south and by a light industrial parcel to the west. The site is currently developed with a single family residence in the northern portion of the site. The remainder of the site consists of a gravel drive and various types of brush. Site topography is dominated by a small mound in the northern portion, where the house is located. Drainage gradients for the site radiate from this mound in all directions. At the base of.the mound on the south side, there is a relatively flat and level gravel parking area., There is about 20 feet of elevational change from 2121hAvenue up to the location of the house. SUBSURFACE Our subsurface exploration was performed on November 10, 1999. Test pits were excavated with a rubber tired mounted backhoe. Six test pits were excavated to a maximum exploration depth of 10 feet beneath the existing ground surface. Following is a generalized description of the conditions encountered. For a more detailed description, refer to the attached test pit logs. In general, our test pits exposed a fills overlying poorly graded sand with varying amounts of silt. In the lower portion of the site, a 4 foot layer of peat was observed between the fill and the native sand. Fills typically consisted of silty sand with gravel and various types of debris. The fill was observed to be loose to medium dense and ranged in thickness up to about 4 feet. The underlying sand ranged in classification from poorly graded sand with silt (Unified Soil Classification SP-SM) to poorly graded sand (SP). The native sand was observed to be in a medium dense condition near the top of the layer becoming denser with depth. Peat was observed in TP-6 between 5 and 9 feet beneath the existing ground surface. Moisture contents within the soft peat ranged from 246 up to 324 percent. The native sand was observed beneath the peat. GROUNDWATER Groundwater was observed at a depth of about 5 feet in test pit TP-6 -within the peat. Groundwater levels are not static and vary with respect to surface runoff, precipitation, season and other factors. December 5,1999 Magic Toyota Satellite Service, Edmonds, WA Project G9316 DISCUSSION AND RECOM MENDATIONS General Based on the results of our en gineering* analyses, it is our opinion that the building may be constructed as planned pro vided our recommendations are incorporated into the final design and construction specifications for the project. Foundations may be supported by competent native soil or structural fill depending on site grades. Floor slabs may be similarly supported. More detailed information is contained in following sections of this report. The primary item of concern for construction is the depth of the utilities in the southern portion of the site. Should these utilities be deep enough to expose the peat, we recommend the peat be removed from beneath the utility alignment. Also there is the potential for consolidation of the peat after placement of fills in the southern portion of the site. More detailed information is provided in the Utility Trench Backfill section of this report. This report in its entirety, including subsurface exploration, should be included in the contract documents for the information of the contractor. Site Preparation Construction areas should be stripped and cleared of all vegetation, topsoil, and other deleterious material. Following stripping and clearing operations, earthwork operations may commence to provide design grades. Load bearing areas and areas to be filled should be observed by a GeoTest representative prior to placing fill. Proofrolling may be required in some areas. Loose or soft soils should be recompacted or replaced with structural fill. A geotextile, such as Mirafi 50OX or an equivalent, may be used to reduce the amount of overexcavation, if required. It should be noted that due to the high moisture content (246 to 324 percent) of the peat, there is a significant potential for settlement in the flat* southern portion of the site if fills are placed in this area. Settlement of this area can adversely effect utility grades for gravity system utilities (typically storm drains and sanitary sewers). If more than 12 inches of fill is placed in this area, we should be requested to provide appropriate recommendations if necessary. Soils observed during the subsurface exploration are moderately moisture sensitive due to their fines content. It appears the soil is currently near optimum moisture content and suitable for use as structural fill. Should the moisture content increase above optimum, existing soil may become difficult to work. Unless wet soil can be properly moisture conditioned, it should either be removed from the site, or used as landscaping material. Structural fill is defined as any material placed beneath slabs, foundations, pavement, sidewalks or other. load bearing areas. Structural fill may consist of any compactible, inorganic material during dry weather. During periods of wet weather, structural fill should consist of an inorganic, well graded material with less than 5 percent total silt and clay (material passing the #200 sieve). Material to be used as imported structural fill should be submitted to GeoTest prior to import for approval. Foundations Assuming compliance with the recommendations presented in the Site Preparation section, the buildings may be supported by conventional foundations bearing on undisturbed, competent native soil, or on structural fill. For foundations obtaining support as described, an allowable soil bearing capacity of 3,000 pounds per square foot (psf) may be used for design. Loading of this magnitude will have a theoretical factor of safety in excess of 3 against actual shear failure. As the building may be supported by both structural fill and undisturbed native soil, we recommend additional reinforcement be placed in the footings in the transition area. The additional reinforcement will reduce the effects of differential settlement between the two soil conditions. Perimeter footings should have minimum widths of 16 inches and interior column footings should have minimum Widths of 24 inches. Perimeter footing subgrade should be at least 18 , inches beneath the lowest adjacent finish grade and interior footing subgrade should be at least 12 inches beneath finish floor elevation. A one-third increase in the allowable soil bearing capacity may be used for short term dynamic loading conditions. Total settlement is anticipated to be less than 1 inch with less than one-half inch differential settlement. Most of the differential settlement should occur across the transition from undisturbed native soil to structural fill. Horizontal loads can be resisted by friction and passive soil pressure acting on the buried portions of the foundation. For passive pressure to develop, the foundation must either be poured 'neat' against undisturbed native soil,� or the excavation must be backfilled with structural fill. An equivalent fluid density.of 350 pounds per cubic foot (pcf) may be used for passive earth pressure. A friction coefficient of 0.35 may be used. These values are allowable and include a factor of safety of 1.5. Footing excavations should be observed by a GeoTest Services representative prior to placing forms or rebar in order to confirm conditions are as anticipated in this report; Slab -on -Grade Floors Floor slabs may be supported by competent native soil or by structural fill. Disturbed native soil must either be recompacted or replaced with structural fill. The slab should be provided with a minimum of four inches of free -draining sand or gravel. In areas where moisture is undesirable, a vapor barrier, such as 6-mil plastic, should be placed between the capillary break and the slab. Retaining walls should be designed to resist lateral earth pressures imposed by the retained soils. Walls designed to yield may be designed to resist an equivalent fluid weight of 35 pcf and walls not allowed to yield may be designed to resist an equivalent fluid weight of 45 pcf. These values assume that no surcharges due to sloping backfill, vehicle traffic, build,ing surcharges, hydrostatic pressure, or other surcharges will act on the wall. If other surcharges are to act on the wall, they should be added to the above design values. The passive earth pressure and friction value provided in the Foundations section of this report may be used to design the retaining walls. Retaining walls should be backfilled with at least an 18 inch width of drain rock in order to reduce the potential for hydrostatic. pressure buildup. The remainder of the backfill may consist of structural fill. A drain pipe should be placed at the base of the wall. The pipe should consist of rigid perforated, 4 inch diameter PVC pipe. The drain pipe should be bedded in at least one cubic foot per lineal foot of 3/8 inch pea gravel. Seismic Design Considerations The Puget Sound Basin is classified as Seismic Zone 3 by the Uniform Building Code (UBC). The largest earthquakes in the Puget Sound region have been subcrustal events, ranging in depth from 30 to 55 miles. Such deep events have exhibited no surface faulting. The UBC earthquake regulations contain a static force procedure and a dynamic force procedure for design base shear calculations. For design in accordance with the 1997* UBC, soil typeSD, Stiff Soil Profile, should be used for seismic design based on Table 16-J. Liquefaction is a phenomenon in which soils lose all shear strength for short periods of time during an earthquake. The effects of liquefaction may be large total and/or differential settlement for structures with foundations founded in the liquefying soils. For liquefaction to occur, soils must be fine grained, loose to medium dense, cohesionless and beneath the water table. Normally, soils susceptible to liquefaction are water bearing fine sands and silts. In our opinion, the potential for liquefaction at this site is minimal due to the relative density of the soils encountered. Site Drainage Groundwater was observed at a depth of about 5 feet in test pit TP-6 within the peat. Should seepage be encountered in excavations, the water should be removed from the base of the excavation. Depending on the amount of seepage, the base of the excavation may be sloped to sump pits in order to collect the water for removal. During construction, the site should be graded such that surface water is directed off 'site. Water should not be allowed to stand in building or pavement areas. Exposed soils should be sealed at night to reduce the potential for infiltration by compacting the surface. Final grades should allow for drainage away from the building foundations. Footing drains should be installed around the perimeter of the building. Footing drains should consist of 4 inch diameter, rigid, perforated PVC pipe bedded in one cubic foot of drain rock per lineal foot. The pipe should be located at, or below, the footing subgrade. There should be enough gradient to initiate flow to the discharge point. A typical detail is provided on Figure 3. Roof downspouts should be separately tightlined to a discharge facility and should not be connected to the footing drain. We suggest cleanouts be installed at strategic locations for the footing drain to allow for periodic maintenance of the footing drain and downspout tightline systems. Excavations and Sloms The following information is provided as a service to our client. Under no circumstances should this information be interpreted to mean that GTS is assuming the responsibility for construction site safety. Such responsibility is not being implied and should not be inferred. In no case should excavation slopes exceed the limits specified in local, state or federal safety regulations. Based on the information obtained from our subsurface exploration, the existing native soils would classify as a Type B in accordance with OSHAA/VISHA regulations. Therefore, temporary cuts greater than four feet in height should be sloped no steeper than 1H:1V in the native soil. Existing fill classifies as a Type C soil in accordance with OSHAfWISHA regulations. Therefore, temporary cuts greater than four feet in height should be sloped no steeper than 1.5H:1V in the fill. If slopes of this inclination, or flatter, cannot be constructed, temporary shoring may be necessary. If temporary shoring is required, we will be available to provide shoring design criteria upon request. Permanent slopes should be inclined no steeper than 2H: 1 V. All slopes should be observed by a GTS representative during construction to confirm conditions are as anticipated. In any case, water should not be allowed to flow over the top of slopes. All permanent slopes should be seeded with an appropriate vegetative species to reduce erosion and improve the stability of the surficial soil layer. Utility Trench Backfill Soils anticipated to be exposed in the bottom of utility trenches should provide adequate support for utility pipes. However, there is the potential for the deeper utilities in the southern portion of the site to expose a layer of peat in the base of the trench. Should the peat be exposed, it should be removed from the utility alignment and replaced with a structural fill. Additionally it should be noted that due to the high moisture content (246 to 324 percent) of the peat, there is a significant potential for settlement in the flat southern portion of the site if fills are placed in this area. Settlement of this area can adversely effect utility grades for gravity system utilities (typically storm, drains and sanitary sewers). If more than 12 inches of fill is placed in this area, we should be requested to provide appropriate recommendations if necessary. December 5, 1999 Magic Toyota Satellite Service, Edmonds, WA Project G9316 I Trench backfill is a major concern in reducing the potential for settlement along utility alignments, particularly in pavement areas. It is important that each section of utility line be adequately supported in the bedding material. Bedding material should be hand tamped to ensure support is provided around the pipe haunches. Fill should be carefully placed and hand tamped to about twelve inches above the pipe crown before heavy compaction equipment is Used. The remainder of the trench backfill should be placed in lifts with a loose thickness of twelve inches. A typical trench section and compaction recommendations for load supporting and non -load supporting areas is attached as Figure 4. Pavements The adequacy of site pavements is related in part to the condition of the subgrade. In order to properly prepare the site for pavements, the pavement subgrade should be treated and compacted as described in the Site Preparation section of this report. This means that the upper 24 inches of structural fill should be compacted to a minimum of 95 percent of maximum dry density based on ASTM D-1557 or should be in a 'firm and unyielding' condition prior to placement of the crushed, rock base. Soft or unstable areas should be overexcavated and backfilled with either structural fill or crushed rock. The following pavement section is recommended for lightly -loaded areas: * 2 inches of asphalt concrete (AC) over 4 inches of crushed rock base (CRB), or 0 2 inches of AC over 3 inches of asphalt treated base (ATB). For. heavy traffic areas, the following sections may be used: * 3 inches of AC over 6 inches of CRB, or 0 3 inches of AC over 4.5 inches of ATB. Asphalt concrete, asphalt treated base and crushed rock base should conform to current WSDOT standards. Crushed rock base should be compacted to at least 95 percent of maximum dry density as determined in accordance with ASTM D-1 557. Limitations The analyses, conclusions, and recommendations provided in this report are based on conditions encountered at the time of the subsurface exploration performed by GeoTest Services, Inc. and our experience and judgment. Our work has been performed in a manner consistent with that level of care and skill ordinarily exercised by members of the profession currently practicing under similar conditions in this area for the exclusive use of Magic Toyota and their representatives. The City of Edmonds indicated that the recommendations for a few inches of sand on top of the vapor barrier should actually be for 4 inches of trimmable, compactible fill in accordance with ACI 302.1. In our opinion, this change is noted and should provide the same function as the sand for aid in curing of the concrete slab. We also understand that a rockery is proposed for the project. The maximum height of the rockery is to be about 8 feet and it will be facing a cut slope on the east side of the project. Rockeries are not intended to be used as retaining walls in the sense that a cast -in -place concrete wall is a retaining wall. The primary purpose of a ro * ckery is to protect exposed soil surfaces from erosion. Rockeries are intended to be constructed against soils that would stand near vertical without protection. Rockeries should be constructed in general accordance with Association of Rockery Contractors' (ARC) Guidelines. A typical detail is provided on Figure 1.
