CRITICAL AREAS RECONNAISSANCE REPORT: STUDY REQUIRED (CA-05-181)
During review and inspection of the subject site, it was found that the site is adjacent to
the Puget Sound, which is considered a Frequently Flooded Area and a Fish and
Wildlife Habitat Conservation Area pursuant to Chapter 23.40 through 23.90 of the
Edmonds Community Development Code (ECDC). .
FREQUENTLY FLOODED AREAS
On the Flood Insurance Rate Map, Panel 1305, this site is in an area determined to be
outside the 500-year floodplain, but it is across the Burlington Northern Railroad right-
of-way from a special flood hazard area inundated by 1 00-year floods, with a base flood
elevation determined as elevation. 10 (see map for elevation datum). I checked with
Don Fiene, Assistant City Engineer, and former Stormwater Engineer, and he is not
aware of any flooding complaints at the end of Driftwood Lane. However, it would be
prudent to consider the'base flood elevation and groundwater levels (including tidally
influenced water levels) in the design of any new structures or additions.
FISH AND WILDLIFE HABITAT CONSERVATION AREAS
The site is across the railroad right-of-way from Puget Sound, which is a mapped Fish
and Wildlife Habitat Conservation Area, considered a water of the state, and is, home to
fish that. have been federally designated as endangered or threatened. No specific
buffer is required along Puget Sound by our Critical Areas regulations. This site
appears to drain to the southwest, through a drainage swale that is approximately 100-
feet long before being conveyed in a storm sewer line along and across the Burlington
Northern right-of-way. The swale appear s to reduce the impact development on this
site would have on Puget Sound water quality . Also it is noted that the yard of this site
at its western end is lower than th ' e grade of the railroad tracks, which are on a built-up
rock berm through this area. Further it is noted that currently there does not appear to
be any native vegetation on the site, which is landscaped with grass, shrubs and fruit
trees. The City would like to have native vegetation along. Puget Sound to improve the
Fish and Wildlife Habitat Conservation Areas. With any development proposal, if there
is a concern regarding the impact of*the proposal on the Fish and Wildlife Habitat
Conservation Area, the City reserves the right to require recommendations from the
Washington Depart ' ment of Fish and Wildlife, require erosion control measures, require
planting of native plant species to mitigate for los's of vegetation and take other.

In our conversation on November 13, 1990, you asked me to submit in
writing our findings on the sewer line easements that lies west of your
property line.
In our findings, we found that according to given landmarks designated
on the L.I.D. print, when the line was installed we are 4' east of the
easterly edge of the granted 10' easement. I have had our engineers
start the proceedings to redrawing the easement for this utility and to
be submitted to you for final approval.
We wish to keep this as simple as possible in order to obtain
continuous access to the given manhole that lies on your property for
maintenance purposes. Again, as I explained on the phone, we are
willing to paint this manhole or allow a small planter box or perhaps a
wooden wishing well over this manhole to hide this from site.
Please consider these suggestions and let me know as soon as possible.

Enclosed please find a Complaint Record from Mr. HJDudley
and Mr. R. B. Cornish, both of Driftwood Lane, which has be6h--fi-led
due. to a recent civil disagreement between residents of Driftwood
Lane. As you will note, the objections are numerous.
In the process of investigating this matter, we have managed
to res'olve.items 1 and 3, and partially resolve item 2. Our involve- ,
ment in this situation has presented us with a unique opportunity to
obtain a much needed utility access to a city sewer main line which
currently runs along westerly property lines of 703 and 704 Driftwood
Lane. The City's Engineering and Sewer Divisions feel that this ac-
cess will be invaluable in case of main line failures. Each party
involved in the dispute will comply with our request for the.easement.
. Since the new sewer access easement will involve superimposing
the new easement over an existing ten foot private sewer and walkway
easement, we feel that your office should prepare the easement. Please
note that we have provide'd you with copies of several existing easements
provided by Dudley and Wilson.

UTILITY EASEMENT
IN CONSIDERATION of benefits to accrue to the grantors herein, the
undersigned, Ralph B. Jr. and Gloria M. Wilson, hereby grant to the
CITY OF EDMONDS, a Municipal Corporation, a permanent easement for the
installation, operation and maintenance of a sanitary sewer over,

of the centerline of the existing sanitary sewer that is located
fourteen (14.00) feet Easterly of the Northwesterly line of the
