Dear Mr. Trudeau:
I have reviewed your account and will allow a credit for the billing period between
August 12, 1998 through December 14, 1998 in accordance with our City policy. The
policy states that the customer will be billed at the retail rate based upon the average water
consumption for the same period during the previous year. In addition, the excess water
lost from the leak will be billed to customer at the City's wholesale rate with a 15%
surcharge added for administrative cost. Only one leak credit will be granted in any three-
year period.

Jim:
I called the phone number listed for the City of Edmonds Combined Utility and they
informed me that I needed to write to you for resolution of this problem. We
experienced -a break in our water line outside the house during -this last period -and,
do not know how long it had been leaking. We called the city for help and they told
us that it was our responsibility to fix it. I dug up the yard, found the leak right
where the pipe entered the foundation wall and cut out the pipe and put ina new
section to correct the problem. I was told that you were the person to* address for 'an
adjustment to our water bill. We have lived in this house for over seven years and
I'm sure that your records w ' ill show that this bill is grossly over what our normal
usage would be for. this time of year. I have included a copy of our bill for your
