Here's the information we discussed: 1) 1 have a 14 y.o. letter from you with the occupant load (OL) calculations-941 total (771 overhead span calc'd @ 3 s.f./person + 170 for building calc'd @ 15 s.f.). As discussed, that doesn't play into any reduction in fire alarm requirements as 1000 OL and greater requires only additional voice evacuation. We discussed that and you already have the non -fire public address system and attendants on duty anyway. 2) The 2010 Fire Alarm Code makes no allowance for 1:20 slope along ceilings in spacing detectors: 17.7.3.1.2 The design shall account for the contribution of the following factors in predicting detector response to the anticipated fires to which the system is intended to respond: (1)Ceiling shape and surface (2)Ceiling height (3)Configurotion of contents in the protected area (4)Combustion characteristics and probable equivalence ratio of the anticipated fires involving the fuel loads within the protected area (5)Comportment ventilation (6)Ambient temperature, pressure, altitude, humidity, and atmosphere 3) Sloped ceilings are addressed vertically from floor to peak/beam, with no secondary consideration to a slope along the design -spacing axis. 17.6.3.4* Sloping Ceilings (Peaked and Shed). 17.6.3.4.1 Spacing. 17.6.3.4.1.1 Ceiling Slope Less Than 30 Degrees. For a ceiling slope of less than 30 degrees, all detectors shall be spaced using the height at the peak. 4) Performance -based design for smoke detection can be found at NFPA 72 - 17.3 and Annex B. Permit will be required for redesign of existing system. 5) Given the roof/ceiling construction, only a single branch of smoke detectors are required because the beam is not flush against the ceiling so the ceiling forms a single void across the beam. Original design and review did not take this feature into account. 6) Any independent heat initiating devices (electrical room) may be removed in lieu of existing automatic fire sprinkler system. Heat devices with any control functions must remain. 7) 2010 Fire Alarm Code makes allowances for other transmitting mediums including broadband, cable, radio/AES, cellular and other monitoring. Currently you have two dedicated copper telephone lines that is a cost to you in addition to the monitoring service. I suggest that the monitoring feature be evaluated that can save you money. 8) VrmitVill be required when a. Fire Alarm Control Panel is replaced, b. FACP is relocated, or c. monitoring transmission medium is changed. I'll need reflected ceiling plans showing the detector changes proposed and text description of proposed work. Participating agencies in addition to the Edmonds Fire Department and WSF were the Emergency Services Coordinating Agency (ESCA), Puget Sound Marine Firefighting Commission, the Edmonds Police Department (EPD), and SNOCOM Dispatch. The Lynnwood Fire Department and Fire District 1/Mountlake Terrace Fire Department participated as automatic aid units in support of EFD. Exercise Obiectives 4. Edmonds Fire Department and WSF vessel personnel will demonstrate marine firefighting response tactics and procedures. • Demonstrate familiarization with vessel fire safety plans. Ferry plans are carried on the duty Battalion Chief's vehicle, and were available to tactical crews that attacked the fire. Plans. for the Puyallup -class vessel were used by both the Incident Commander and the tactical crews. • Demonstrate the capacity to isolate electrical power to the affected ship space. Tactical crews worked with ship Engineering personnel to ensure isolation of electrical power. OFFICE OF THE FIRE CHIEF • Demonstrate the capacity to feed water from shore to the ship's fire main. Tactical crews made the connection from the landside hydrant to a pumping engine and from the engine to the ship's fire main. The presence of a second hydrant west of the BNSF railroad tracks was identified. • Demonstrate ability to initiate sprinkler system on one auto deck fire zone. Demonstrate radio communications with MV Puyallup using Ferry Terminal Agent -provided 800 MHz radio. EFD personnel were able to contact the Master of the Puyallup on VHF mobile and portable radios on Marine 22 (EFD 16). • Coordinate fire apparatus/command post staging with WSF terminal staff. The Incident Command Post, Staging, Base and apparatus parking was coordinated with the WSF terminal staff. • Demonstrate track closure procedure. Contact with BNSF to establish track closure procedures was simulated through SNOCOM. • Demonstrate Unified Command operations with Police and WSF participants. Unified Command was established and included the EFD on -duty Battalion Chief, EPD Watch Commander, and WSF Terminal Agent. • Demonstrate pre -entry fire suppression planning with engine crew in response to upper decks simulated fire. Tactical crews consulted with WSF crews prior to attacking the upper deck fire. Rapid Intervention Teams (RIT Teams) were established. • Demonstrate fire team entry and fire suppression in a below decks space. Tactical crews, in coordination with WSF crews, made entry and initiated fire suppression in below deck spaces. Rapid Intervention Teams (RIT Teams) were established. • Demonstrate fire team entry and fire suppression in an upper decks space. Tactical crews, in coordination with WSF crews, made entry and initiated fire suppression in upper deck spaces. EDMONDS FIRE DEPARTMENT - LESSONS LEARNED AND VALUABLE REMINDERS The Lessons Learned and Valuable Reminders below are hi -lights from the September 14, 2003 WSF fire drill aboard the MV Puyallup, and are not intended to examine every aspect of marine firefighting, and/or the Incident Command System. 1. Make face-to-face contact with the Terminal Agent. 2. Establish Unified Command — EFD, EPD, and WSF Terminal Agent. Include appropriate Liaisons as they appear at the Command Post per the Incident Command System. All Divisons and functions were grouped west of the tracks for convenience purposes; that would not be done in a real situation. 3. Establish communications with the Master on Marine 22 ASAP to determine the extent of the emergency, and what actions are being taken on the inbound vessel to neutralize same. 4. Make face-to-face contact with the Engineer and Mate as soon as the ferry docks. Consult with them prior to beginning search, rescue, containment, and suppression operations. 5. Be prepared for up to 250 vehicles of all types and sizes occupying deck spaces, and up to 1,200 people (2,500 on MK II Ferries) attempting to exit from a frightening, potentially smoke -choked environment. Vehicles may be lined up in the holding lanes on the dock making the North side of the pier unavailable for Fire apparatus and severely complicate access. 6. We seldom have the personnel or an incident of sufficient size to designate an Operations Commander; however, this is a call type of sufficient magnitude to designate an Operations Commander, and provide aide(s) to support the strategic objectives: evacuation, search and rescue, containment and suppression, property conservation, and protection of the environment. 7. Call for resources immediately upon a confirmed incident. Request a Third Alarm and consider a Zone Response if not for action on the incident itself then to backfill Southwest Snohomish County Fire Stations. Backfill companies require "bird dogs." 8. Call for ESCA response to the scene. They are a valuable resource for contacts, coordination, resources, and ordering numbers if the incident moves beyond a Zone Response. 9. Designate Staging and Base. Every Fire crew that walks in does so with SCBAs, spare bottles, Apartment Packs, hand lights, irons, PPV fans, and RIT Bags. 10. Designate Aides, not one but as many as required. Tape off the area and keep extraneous personnel from wandering into the Command area. 11. Pull the ferry plans from the BC rig; pull the pre -plan. Attack from the uninvolved to the involved; use PPV to best advantage. 12. Initial attack crews carry on the Thermal Imaging Camera. 13. Ensure the Master has notified the Coast Guard. 14. Request dispatch of the Seattle Fire Department and Kitsap County fire boats. 15. Request Coast Guard and Snohomish County Sheriff's Office helicopters - eye in the sky, rescue for jumpers, etc. as required. 16. Staff the Port Boat - rescue, 360 degree perspective. 17. Communications with SNOCOM (until 800 MHz) can be expected to be erratic whether from mobile or portable radios. Use an open cell phone if required. 18. Establish two Medical Group functions: one for the off-loading passengers, one for the incident. Advise Stevens Hospital and Harborview Medical Center as required. 19. Establish as many Safety Officers as required, to include one for each Division/Deck. 20. Establish individual RIT Teams for each Division/Deck as required. 21. Call for the Technical Rescue Team for confined space rescue standby as required. 22. Call for the Hazmat Team as required. 23. Ensure BNSF understands the gravity of the situation. During the early morning hours of this drill when there are no scheduled ferry runs, two trains passed through the City. During daylight hours train traffic is more frequent and will increase in the years ahead. 24. By the time EFD units arrive on scene, WSF personnel conducting fire suppression operations will have likely exhausted their air bottles. Be prepared for that eventuality. WSF personnel use Scott air bottles. 25. Call for Air Supply. SCBA bottles will be rapidly drained. 26. Consider a request to establish a FAA 91-91, and a Maritime Exclusionary Zone. The former is a request to the FAA to establish an aircraft -free zone over the incident. This will keep unauthorized aircraft over flying or hovering over the scene. Be sure to specify a zone, for example, `one mile by one mile." A Maritime Exclusionary Zone request directed to the Coast Guard will prevent well -intended volunteers in private vessels from approaching the scene. 27. Treat the scene as a crime scene. 28. Police and WSF personnel will conduct evacuation, containment of passengers, and coordinate their transport and interrogation. 29. Open the City EOC. Trained City personnel can coordinate PIO duties with WSF; ensure the Senior Center and/or Francis Anderson Center are open to accept passengers; and post incident information on the City phone line and website. 30. Be alert for secondary devices, regardless of the type of dispatched call. WSF personnel should sweep for secondaries — they will recognize things out of place better than we will. 31. There are two hydrants west of the tracks; establish a secondary Water source. Do not pump more than 150 psi into the on -board ship fire main. Since the hydrant may deliver up to 180 psi, the pump operator will have to gate the pressure down. Do not manifold from the hydrant; maintain pressure to adjust psi in case pumping becomes a necessity. E17 on scene first, B20 set up Main Street Command. Ferry employees were already cleaning up diesel spill from truck that had broken a valve while going down the ramp boarding the ferry. B20 coordinated plans between ferry captain and police with dispostion of truck. Ferry diesel mechanics were able to stop leak. The truck was able to back off the ferry and a staging area was set up on SR104 Ferry Lanes for the truck to stay until a mechanic could fix the valve. B20 terminated command, returned in service. Bob Schmitt, BC EF1539 03/06/2003 E17 E-17 responded with E16 and B20 to the Edmonds Ferry Terminal for a reported diesel spill. E-17 found a tractor-traler combination with a damaged fitting on a 125 gallon tank. Ferry personnel had contained the leak, and were in the later stages of cleanup. Crews wereequipped with adequate amounts of absorbant material, and had fire extinguishers available. After verifying that the leak was stopped, E-17 escorted the truck to the feyy holding lanes, where the driver was to await service. E-17 verified that there was no additional fluid leaking and returned to service. No equipment from E-17 was used. The structure was built following Fire Department review and State Building Code review, and meets applicable standards for fire- and life- safety for the Public and ferry workers alike. Life Safety Codes are established to provide a reasonable accommodation to public safety balancing risks, hazards and expense. Due to the proprietary, not -for -public use, and limited area for worker access no second exit is required from that booth. Booth workers are assumed to remain awake, aware and alert to their surroundings. An automatic sprinkler system is provided up to a point near the end of the structure. Water flowing in this system (created by a fire incident anywhere in the passageway) should provide a visual and audible alarm that a safety situation is occurring requiring self -rescue or rescue by Fire Department or others. I cannot recall if there is an alarm device in the booth. You might take a look for that and add a device as needed. We should be providing your employees every minute of oppurtunity for them to help themselves out of a problem. A two-way means to contact the dock or 9-1-1 such as a phone or intercom would be a recommendation also to any workers that may feel too far away from rescue. A vehicular suicide plunge off the Edmonds Ferry Dock is a rare occurrence, and although not necessarily a problem, it caused different agencies to work together toward a common end in a somewhat unfamiliar setting. Train traffic at the head of the dock. ON -SCENE ACTIONS (Fire) 12. Describe in brief strategy, tactics, and:action plan of the Incident Commander, Division Command- ers and other operating divisions, sectors, task forces, groups and/or individual resources Engine 17 arrived on scene and established Ferry Command. Initial goals were to secure the scene, ensure personnel safety and effect a surface rescue if possible. Staging was established at the entrance to the dock. An Edmonds Police Officer and Ferry worker reported a dark pick-up truck with an unknown number of occupants had sped past the ferry line of waiting vehicles, broken through the barrier and plunged off the ramp into the water. Both reported seeing what might be a head bobbing in the water for approxi- mately 30 seconds after the vehicle entered the water. The inbound ferry stopped approximately 500 yards from shore and deployed their rescue boat. Command diverted incoming Aid 16 to the Port of Edmonds where they deployed Marine 16 for a surface search of the area. SNOCOM contacted Bur- lington Northern and requested train traffic through the City be halted. BNRR was later allowed to re- sume normal operations. The inbound ferry was subsequently. diverted to Seattle, and the outbound passengers in the queue were directed to make other arrangements. Before departure, several waiting passengers provided statements to law enforcement. It turned out the pick-up had a single occupant whose comments to a relative had 40 minutes before the fatal plunge prompted a report to law en- forcement agencies who were looking for the vehicle and occupant. Engine 17 Captain Lucas joined with Edmonds Police Sergeant Jeff Jones early in a unified command effort. The scene was lit, PFDs were distributed, various responders scanned the water from the ramp and above while the ferry rescue boat and Marine 16 searched the area between and around the dol- phins and south of the dock. Law enforcement personnel walked the beach, pier, jetty and rocks south of the dock. Engine 23 was assigned Safety; Chief Tomberg. assisted Command and was later as- signed as the Public Information Officer. Medic 17 remained in Staging at the scene for approximately one hour. When the incident transitioned from rescue to recovery, primary Command passed to Ser- geant Jones. Fire units stood by on the ramp and in Marine 16 to support the Police Dive Team. Ma- rine 16 received the recovered body from the Dive Team and transported it to Medical Examiner at the Port of Edmonds. LESSONS LEARNED, OBSERVATIONS AND IMPROVEMENTS 13. The professional organizations worked well together. The Fire and Police Incident Commanders functioned as a team. Fire supported the Police Dive Team throughout the effort. Port of Edmonds personnel assisted with the fueling boat and in other support activities. SNOCOM did a good job coordinating with Burlington Northern Railroad and the Washington Ferry System. F.D. 2000-070 Cooperation among responders from different agencies is critical to an effective procedural outcome. The ferry draft is approximately 13'; the body was recovered in 30' of water about 10' from the vehicle. The Marine 16 key is kept in the lock box near the main Port office. The water and weather were cooperative. Under harsher conditions, the work would have been more difficult. Having completed a successful procedural: operation will make it easier when the weather is less cooperative. The surface search from the water (ferry rescue boat, Marine 16), ferry dock (Edmonds Police and ferry workers), and south along the shore, jetty, pier and rocks (Edmonds Police) was rapid; the Dive Team located the body 42 minutes after entering the water. : Night scanning for a body in the water is best accomplished by rapid visual sweeps. During daylight, concentrating a fixed gaze works better. Divers require a thorough briefing before entering the water. The general dive operating procedure is to (1) plan the search, (2) conduct the search and locate the body, and (3) plan the retrieval. Marking the last known position with a drop bag is helpful for searchers. The ferry ramp was hydraulically lowered to water level allowing divers easy access to the water. The generally accepted time at which a rescue effort becomes a recovery effort is 60 minutes. Recovery of the body and vehicle under water is identical in its investigative procedures as an incident occurring on dry land. It is part of the crime scene. If an operation goes much beyond three hours, consideration should be given to requesting Support 7 to respond. The night vision scope (PD) and Thermal Imaging Camera (FD) may be useful in a similar situation in the future. Station 17A (Captain Lucas) will coordinate a night viewing drill with Edmonds Police to determine the applicability of these two devices in a night marine environment. Communications have to be improved between the divers and the support vessel. Police and Fire will schedule a training event to review communications procedures between divers and the support boat when the latter are in the water. AC Taylor is the contact. Police and Fire will schedule a Dive gear donning exercise using a checklist. AC Taylor is the contact. The Engine 17 crew anticipated Captain Lucas's. needs as the Fire -side Command Officer. Due to the unified Command structure, resources were effectively and efficiently deployed. The Marine 16 fuel tank was low on deployment and had to be filled, a task rapidly accomplished by Port personnel. {' 0'. , F.D. 2000-070 Marine 16: No lights, restricted work area, hard to maneuver, no anchor, no extra line to tie off al- though each of these problems were overcome. Had the water or weather been hostile, boat opera- tions would have to have been suspended. Common terminology for Ferry Dock structures such as dolphins, apron, ramp and wing walls assist in the communications between Fire, Police, Port and Ferry personnel. There are an insufficient number of personal flotation devices (PFDs) for responders who at any time may be required to be in the operational area. Heavily attired public safety responders should carry PFDs in their vehicles and don them when operating in a marine environment.. It would be convenient if the Port could identify a location to store Dive Team equipment for rapid access. The Fire Incident Commander recorded significant times; they should also be announced to SNOCOM for recording purposes. Ferry officials oppose the tow truck and cable operation for vehicle recovery. The Washington Ferry System paid for the barge brought in the following morning to recover the vehicle. A ferry will not berth until the vehicle is removed. Placing the body into a body bag underwater and the sensitivity with which the body was recovered, packaged and transported to the Medical Examiner at the Port was dignified and professional. As shown in Figure Q. the realignment of SR-104 from its current intersection with Pine Street would provide access to the site. The realigned SR-104 would carry two westbound general-purpose lanes and one westbound HOV lane until it crosses the Burlington Northern Railroad tracks. After crossing the tracks, the roadway would descend to ground level, run parallel to the tracks, and lead to the ferry ticket booths. A left -turn lane would be provided for secondary access to the watedtont. Beyond the ticket booths, six general-purpose lanes and one HOV lane would be used for staging of up to 450 vehicles. The three -slip ferry pier would extend roughly 700 feet from what is now Sunset Park into Now Sound immediately jacent to the Port of Edmonds' northern breakwater. Two eastbound lanes along the realigned SR- 104 would carry off-loading vehicles. The Multimodal Transportation Center in this alternative would be located adjacent to the Burlington Northern Railroad tracks north of Dayton Street, west of Edmonds Way, and south of lames Street. The train station would have two loading platforms. Commuter parking would be provided in a two -level, 490-space garage at the facility's southeast corner. The terminal building would be directly linked to the Nferry slips by an overhead pedestrian walkway. The full 1995 dollars exceeds $130 million, which in today's ''Throwaway" costs associated with the phasing. This approach will satisfy the immediate goal of moving the ferry operations from downtown Edmonds while providing a foundation for the future. For the first phase in the relocation of the ferry terminal, a reasonable facility that satisfies the operational requirements of Washington State Ferries will be needed. The minimum UNOCAL site cleanup to minimize costs, avoid dalays, facility requirements are listed below: and ensure user safety. Once operations have been transferred to the new Edmonds Crossing facilities at Point Edwards, improvements can be scheduled as travel demands increase and additional funding becomes available. The following sections define alternative ways to begin the project through an initial set of improvements. • Grade separation with railroad • Two new landing slips protected with a breakwater and oriented to provide all-weather service • Bus facility for at least two buses • Rail passenger platform • Parking for commuters and overnight vehicles • A pier structure with at least six lanes, composed of The following, - 2 boarding lanes - I HOV/bypass lane - 1 shuttle lane - 2 exit lanes • Area for ferry ticketing and restrooms presented on the following pages. In both cases, implementation should begin with acquisition of the property for the facility from UNOCAL. A budget of SS million should be sufficient to fund the necessary appraisals, negotiations, and property purchase. Property acquisition will take as much as a year to accomplish, given the complex issues involved with the contamination at this site, coordination of cleanup, and the difficulty of establishing a market value. During 1996, additional funding for construction needs to be sought from a number of sources. Potential sources of funds include a variety of Federal transportation grants, Washington State funding programs, and revenue -supported bonds. IVith the completion of the initial startup facilities, additional stages will need to be defined based upon travel demands and the availability of funds. From the toll plaza down to the end of the ferry dock, the roadway structure will be reduced in width from the final design, consisting of three storage hires plus an HOV bypass' lane. The three lames will provide enough space for ticketed vehicles to fill a Jumbo class ferry while the HOVlbypass lane will ensure preferential loading for HOVs. The total vehicle holding capacity will be 255 vehicles; queuing lanes prior to the toll plaza will provide off -highway storage space for an additional 190 vehicles. Only two slips will be constructed initially (Slips 2 and 3), with ultimate plans for a third slip (Slip 1). The Overhead loading bridge will be relocated from Main Street to serve Slip 2. Landings at Slip 3 %rill be infrequent enough that overhead loading will not be essential in the first phase. The layout of Slip 3 will allow overhead loading to be added as funds become available. in the first phase. In its place, a two=ended shuttle bus (like those used in airports) will be deployed in a separate lane on the roadway structure. The shuttle will cost $900,000 and will carry up to 120 passengers per trip, it will be accessed on the shore side of the facility by stairs and by an elevator from the bus and parking area to the north of the holding lanes. Another set of stairs with an elevator will be built at the end of the ferry dock for access to the overhead waiting area. in order for a facility to function at Point Edwards, it is considered essential that a mechanized form of pedestrian transport be available. Because the proposed people - mover will cost over $18 million, it has not been included A mul6modal terminal facility for this plan will be minimal because adequate funds might not be initially available. In the first phase, the existing lower yard at the UNOCAL site may simply be restriped for a transit Stop and parking. A simple, covered shelter will be available for transit riders. A.smail terminal building will be constructed at the top of the stairs adjacent to the holding area to serve walk-on passengers as well as riders waiting in the holding area. It will have restrooms, ticket booths, and a small waiting area. Walk-on passengers will board the shuttle at the terminal building for a quick trip down to the overhead waiting area at the end of the dock. Because of the iarroe area already prepared for traffic, the expensive cut, fill, and retaining wall sections required in Plan A could be deferred until funds are available. In Plan B, the vehicle holding area will consist of 12 lanes that can hold more than 40 vehicles each, for a total holding capacity of 500 vehicles. In addition, the roadway structure will be constructed with two holding lanes and an HOVIbypass lane. The two holding lanes on the structure. will store another 100 vehicles, bringing the total holding capacity to 600 vehicles. The queuing lanes will provide additional off -highway storage of 100 vehicles. Access to the structure will be via the temporary ramp. This ramp will have two reversible lanes to accommodate both unloading and loading_ traffic, along with a separate lane for the double -ended shuttle bus. As with Plan A, only two slips will be constructed during Phase l of Plan B, which would be Slips'—) and 3, as shown in Figure 25. A multimodal terminal facility for this plan will be a minimal structure, probably open with separate restrooms and ticket booths for ferries, buses, and trains under a single canopy or series of covered walkways. Pedestrian access to ferries will be via the shuttle bus located at the foot of the temporary ramp. Passengers aboard the shuttle bus will ride out to the end of the ferry dock in a designated lane on the temporary ramp and roadway structure. At the end of the dock, passengers will board the ferry via due overhead loading walkways, as described for Plan A above. Access to the bus and train will be by foot under the covered walkways. Bellevue, WA 98009-2050 Ref: Proposed Ferry Terminals and Fire Department Emergency Response Dear Ms. Walters: Assistant Chief Whitman passed to me your questions regarding the Edmonds Fire Department "handling emergencies" and fires on the seaward end of proposed ferry terminal. I was originally reluctant to comment without more definitive information regarding the project, i.e. pier construction features, fire protection systems, water supply, type of emergency, wind direction, ... An aversion to "What if...?" gave in to my intrigue for the question and speculation of an answer. Allow me first to make some reasonable assumptions regarding the features of the terminal itself. - As your proposal becomes a plan, I hope you will keep in mind fire protection requirements for the pier. Standards for life and property safety in construction call for 1) a second, separate means to travel to shore for piers over 150', or that 2) combustible substructure and superstructure would be fully sprinklered. Fire protection systems and features for all structures aid the fire department in minimizing life, property and environmental casualties by enabling early warning, providing automatic suppression of fires, or both. Without construction plans, I cannot today determine how the terminal would be protected. A standpipe system would be provided. This is essentially a rigid firehose installed the entire length of the pier, with outlets spaced along its length. Firefighters carry flexible hose to an outlet, hook-up, then fight fire. This is very effective for fighting boat or car fires and would be employed upon the entire pier waiting lanes, or to assist ferry brigades in ferry fires. The Port moorage docks are currently so equipped. This has enabled the Fire Department to minimize potentially devastating incidents in the last few years, by providing direct access to the moored craft. The Fire Department is only equipped at this time for land -based fire -fighting operations. Our small rigid -hull "rescue boat" is strictly that. Boat fires afloat are deferred to the Coast Guard for fire suppression. Although you are not proposing a dedicated "emergency lane" for firefighting vehicles, an assumption may be made that an "offload" lane(s) will be clear the entire length of the pier for the ferry to unload prior to accepting Kingston -bound traffic. The reality is, as exists currently at Main Street, that the pier shall be so provided to accept fire- fighting apparatus its entire length the majority of the time. The State ferries employ fire brigades for initial fire response while underway. I am not sure if their procedures would include docking for land -based assistance while on fire. Our greatest concern would be in moving ferry customers to safety. Sincerely, John J. Date: April 9, 1996 From: Bill Shisler/Mark $Cott Phone: 705-7367 /N subject: Edmonds Interim Overhead Loading Edmonds Ferry Terminal Project No OL. 2160 To: Ted Bell - MS: TB-32 After a review of the schematic plans for the above referenced project, the Architecture Office has the following conclusions. The spans over the water for this project should be classified as a waiting area (A2.1 concentrated use) because this is actually the waiting room for the terminal. The occupancy loading for this portion of the terminal should be 3 square feet per person(reference table 10-A). If only 6' (or 1 /2) of the overhead system were to be used as waiting area with the other half being used for exiting, then the occupancy would be calculated from 2320 sf./3 sf/person = 771 persons. The entry of the terminal should be calculated at 2540 sf / 15 sf/person = 170 persons as indicated with interpretation #1 of the March 25, 1996 memorandum from Hewitt -Islet' to CH2MHill. This would make the total occupant load 941 persons. As documented in Hewitt-Isley code review, this would make the Occupancy an A-2.1 because the occupancy is greater than 300 persons. The Uniform Building Code would also require a building Type II-1-hour, where steel structures must have fire protective coverings, roof and ceiling assemblies must be of 1-hour construction, and exterior walls would be 2-hour construction with no openings. Fire sprinklers would also be required. It is unreasonable to require the fire protective coating and the 2-hour construction since the likelihood of .adjacent construction to this structure is almost non-existent due to the fact that the property to the north and south is owned by the Edmonds Park Department. This overhead loading structure will be located primarily in the public way and is by jurisdiction, exempt from the code requirements. Also since the type of construction is visually open to both sides and lineal in configuration, the occupants of the structure would have adequate visibility of any life safety incidence adjacent to either side of the structure. i Additionally, it would be our comment that since the spans will actually be used in a waiting area occupancy, you might consider the possibility of including benches along certain portions. We would also recommend that this code interpretation be reviewed by the Fire Marshall for the. City of Edmonds to obtain the approval of his - department, since they will ultimately be providing the protection.
