The boxes are located at: On the right side of the building by the gate to the work yard at mid marina; On the right side gate post by C dock accessing the dry stack storage and our access to A,B, and C/D docks. On the right side gate post to the dry stack storage by the entrance to Marina Beach. Next time you are down there check them out. And the key in each key box is a padlock master and will fit all padlocks at the Port. 3) The Ballinger Court Apts 227th and 76th Ave W now has an LFP Supra box on the West side courtyard entry gate. Inside the box are keys for the building and a magnetic gate key card. 4) The Warren Building 21727 76th Ave W now has an active monitored fire alarm which covers the following: Auto sprinkler (garage only) with water flow, tamper, high low air Pull stations on all floors Smoke protecting the panel Inside/outside audio/visual notification. The FD LkBx is on order and I will advise when it is installed. He did not approve the work yet and has to return tomorrow because of incomplete work leading to fire alarm acceptance testing. There were non -construction trades "future tenants" walking through the building without escort. Mike asked the general contractor that was with him to have them leave during his inspection. IFC 901.5.1 provides "it shall be unlawful to occupy any portion of a building or structure until the required fire detection, alarm and suppression systems have been tested and approved." One may debate the definition of "occupy", however, in my mind the intent of the Fire Code well includes incidental and visiting public that are not tenants. I'm not sure why they are so concerned with a temporary CO when the public freely comes and go throughout the project. Ross is interested in letting people (potential buyers) drive up to the top of the hill and see the view. Our concern is safety, since the contractor is expected to still have a lot of construction activity on Pine Street during construction of buildings 3 and 4. We also suggested to Ross that it would probably save him some money for flaggers, traffic control, etc. if Pine Street is kept closed. Repeated complaints may result in revocation of the temporary occupancy approval. 5. All required permits have been obtained, all outstanding permit fees, review fees, inspection fees, etc. have been paid in full. 6. Granting of the temporary occupancy does not waive Building Official or Fire Marshal authority to revoke occupancy at any time for cause and immediate enforcement action may be taken. 7. If the building is not complete within 60 days a new request for temporary occupancy must be requested and all new inspection fees shall be collected. A couple of things popped out at me. 1) The storage rooms in buildings 1 and 2 have insufficient sprinkler coverage with its present design. This is due to the wall configuration. I am asking for as builts showing pendant heads instead of sidewalls. 2) The FDC's for the dry standpipe for Buildings 1 and 2 did not get installed when they should have. I am asking for as builts with approved locations. 3) The Amenities building needs the underground fire line replaced from the vault to the building with an approved pipe. The galvanized 2 inch won't work. The UG contractor has been given a list of approved pipe. The buildings needs sprinkler coverage on the 2nd floor SW deck area. All these items were written on a correction notice and given to the appropriate parties. On side note I noticed several cracks in the PT slab/ceiling of the underground garage between buildings 1 and 2. This is probably attributed to the concrete look out that settled on top of the garage and cracked. The exterior exit stairways shown on the site plan refer to the landscape plans for details, but no details were provided. Provide through -penetration fire -stop details, including listing numbers (e.g. from UL, Hilti, etc.) 14. Fire doors (general coordination needs to be made between the door schedule and reference numbers on the floor plans, and also need to be changed relative to the IBC — the following are examples): a. Door C123 must be 60 minute rated (IBC Table 715.3) b. Door C105 and C116 must be 60 minute rated (IBC 3006.4) c. Doors to trash enclosure access rooms must be 60 minute rated (e.g. C111, C303 and C308) (IBC 715.3) d. Unit entry doors on the plans are noted as U01 and UO3, however they are noted as U101 and U103 on the door schedule. Please coordinate. e. Provide the door specifications for the fire rated doors that are pairs (e.g. C107, C122, C307, C301, UO3, etc.). The information must include the requirements where the two doors come together to maintain the listing of the door. For example, if a center post is required for the doors to the trash enclosure, it may inhibit the removal of the trash receptacles from the room. 16. Provide individual protection of structural members in accordance with IBC 714.2. Clearly note which structural members need individual protection and provide listed and tested assemblies for structural members within wall/floor-ceiling assemblies as well as for exposed interior and exterior structural members. 17. IBC 302.2 22. If the Electrical Rooms contain transformers, the type should be described so that it can be determined if it requires a fire -resistive "vault" by the National Electrical Code. 23. The fires rinkler astern - - (not 13R as shown on Sheet A0.0) to allow the foll wing (clearly note on Sheet A0.0 all items where the sprinkler system allows reduction for each building, since they are different types of construction): a. Allowable area increase per IBC 506.3 b. Barrier Free areas of evacuation assistance per WAC 51-40 Chapter 11 c. Allowable unprotected openings per IBC 704.8 (see comment # ). d. All accessory uses must be noted on the floor plans (IBC 302.2) such as storage areas, sprinkler rooms, electrical room, etc. 25. Clearly show on the site plan, floor plans and section views that there will be no surcharge imposed on the foundation walls from the road. 26. The intersection of local vertical and horizontal fire barrier or incidental barrier separations should be detailed on the plans so that special aspects are incorporated. Section 706.4 27. Show the garage ventilation will be provided, including location, size of exhaust fan, shaft construction, and location of exhaust outlet. IBC 406.4.2 28. Note on the plans and applicable garage sections that the minimum ceiling height in the garage must be 7'0" from finished floor to any obstructions such as fire sprinkler heads/lines, plumbing, ducts, beams, etc. IBC 406.2.2 29. Detail the size and extent of the actual opening from all casement windows such as LL so that we can determine that they provide enough opening for ventilation and for emergency escape and rescue. Sections 1203.4 and 1025.2 ,�,30. All the smoke detectors in any one unit should be detailed to be interconnected. IBC Section 907.2.10.3 31. Performance Specification for the level of heating to be provided should be on the plans. Section 1204. The State Energy Code has requirements too in Sections 302, 502 and 503. All performance specifications should be specific, however, rather than a reference to these sections. 32. There are a number of notes on all the A6.- Sheets that need to be revised: a. Note 7 should refer to the IBC. b. Note 10 should refer to Edmonds instead of DCLU 33. Reprinted concrete notes in 1 & 2/A8.2 should reference IBC Tables 720.1(2) and 720.1(3) respectively. 34. However, for concrete, instead of giving the 4 choices, the walls should be keyed to siliceous aggregate concrete since the other aggregate types are not available in the Puget Sound. [Although not relevant on this project, for future information, the architect should note that for masonry here in the Puget Sound, they use so-called 50-50 block that is halfway between expanded clay and limestone, cinders and so forth. However, if block is not grouted solid, then deeper block may be necessary to achieve the minimums shown.] 35. The protection to one -hour construction of the R-Control Structural Insulated Panels should be included with this set. The Structural Notes referred to a NER report # 551 which I downloaded from this URL: htip://www.bocai.org/boca-es/pdf/551.pdf. The Architect should reproduce pages 7 and 8 to justify the construction type from this link. I am Page 4 of 11 assuming that the deferred submittal will provide more details. 36. Fire resistive construction material details need to include through penetration fire stops including for wall and floor penetrations. Sections 712.3, et seq., 712.4.1, et seq., 712.4.2 Please be aware that insulation is not approved for fire blocking around through penetrations as stated in some of the details on Sheet A8.0 Note that if these are part of a deferred submittal, the performance standards need to be given on this sheet. 37. Note, however, if metallic pipes and conduits are going to penetrate the wooden floors or concrete slabs, then they need to be rated for both temperature and fire rating, unless they continue in walls after they pierce the floors. Section 712.4.1.2. Practically, and from first hand knowledge, I can attest that it is virtually impossible to find one in U.L. directories or ICC or ICBO Evaluation Reports. This should be solved now. If the penetrations are metallic and only pass through one floor, then grout around the pipe is allowed by Exception 2, for 712.4.1. 38. Fire blocking should be shown in details such as 7, 7A, 9, 11 and 12/A8.0 to limit the gap space through which fire could spread in the cavity between the framing to 10 feet measured horizontally and vertically at floors and ceiling levels. Section 717.2.2 39. Also the gap between the floor joists such as on Sheet 56.2 should be filled in with fire blocking. 40. The trash chute enclosure should be detailed so compliance can be verified with Section 707.13. Show continuity of wall type W 11 through floor cavities, suspended ceilings and so forth. Section 707.4 41. The doors into the trash chute enclosure need to be changed to 3/4-hour from the 20-minutes called out on Sheet A8.5. Section 707.13.3 42. All of the doors into the Trash Chute room, the openings to the chute itself and the doors into the Trash Rooms (C107 and C122) need to be listed as self -closing, or automatic - closing upon the actuation of smoke detectors connected to the fire alarm control panel. Sections 707.13.3 and 907.10. Note that heat -activated closing devices are permitted at the bottom of shafts where they terminate in the Trash Rooms. 43. Drainage is needed from the Light Courts in both buildings. Section 1205.3.3 44. The walls opposite each other in the light court are required to be protected to one -hour construction. Table 602 45. These Light Court walls have windows L or LR on the second and third floor, which are about 25 s.f. in area each. The wall area in which these windows are is approximately 99 s.f. each. This means the window is one quarter of the wall area. Since this building is sprinklered, Section 704.8.1 allows one to use the "protected" openings classification column in table 704.8 to determine if protection is required. The openings are limited to 15% of the wall area on the second floor where the imaginary line is 5' from each window wall and 25% of the third floor wall area where the imaginary line is 10' from the one window wall. Since the second story condition is not acceptable, the windows have to be protected to 3/4-hours and be so designated on the plans. This will complicate the natural ventilation requirements of Section 1203.4.3. I believe that mechanical ventilation could be used. IMC Sec. 403 There are two smaller 11 s.f. windows (DD, by my reckoning) on the Kitchen side of the court and a 21 s.f. door on the corridor side on the second floor in these Light Courts. But since the distance between these walls is 11' rather than the 10' for the other two walls, Page 5 of 11 they can be 25% of the wall area without protection. The bottom line is, if the light court were made I square up to the sky, then all openings could be unprotected. 46. The method of protecting penetrations by laundry exhaust ducts or toilet room and kitchen hood ducts should be explained in detail since the floor and roof space seems too small to use fire or radiation dampers. Flexible ducts are not allowed to penetrate any fire -resistive assembly either. Sections 716.5 and 716.7 47. The doorways into the Elevator Rooms should be shown as one -hour fire assemblies instead of the 20 minute assemblies shown. Section 3006.4 48. If elevator control equipment is within the Elevator Rooms, then a means of automatic disconnect is required for the mainline elevator power supply prior to application of the water. Section 3006.4 49. General Note A on Sheet A8.3 should specify "recognized test agency" instead of . "assembly." Section 1703.L Note G should be removed since hardware schedule is required. 50. Glazing in all doors including the sliding door and side panel should be shown with impact glazing. Section 2406.4, Item Nos. 1 and 2 51. All glazing in doors and within 24" of either side of doors, and within 18" of the floor without guardrail protection on both sides should be specified as safety glazing. Section 2406.3 52. The roofing should be specified as being a minimum of Class B fire resistance rating and that the listing has to include the insulation, including foam plastics. Table 1505.1 and Section 2603.4.1.5 53. The insulation shown on the bottom of the concrete slab, Designs f2 and f4/A8.1, have to be specified for a flame spread of 75 or less and smoke developed index of less than 450, and have to be provided with a specifically identified thermal barriers for the foam plastic material. Section 2603.4.1. The method of connecting the plastic so that it doesn't fail for 15 minutes minimum in a fire test should be given. 54. Where minimum light for habitable spaces is provided with artificial light, on the enlarged floor plans note the requirements for these areas and which rooms it applies to. IBC 1205.1 & 1205.3 55. The hardware schedule should be included and cut sheets should be provided in order to prove that they are openable from the inside with only one turn of the knob or lever. Section 1008.1.8 56. Pairs of corridor doors into Units K and L need to be self closing with coordinator and contain latches and automatic flush bolts in the inactive leaf. Section 715.3.7 57. Barrier gates shown on the second level in Stairway 2 in Building 1 and Stairway 4 in Building 2 cannot encroach more than 7" into the landing. A redesign is required. Section 1008.1.5. 58. But, those doors facing into the corridor and regular corridor smoke assemblies need to be identified as having passed the U.L 1784 leakage rating test outlined in Sections 715.3.3 & 715.3.5.1 59. Corridor doors also need to be labeled with the letter "S" on the door label along with a note that gasketing is required around the door and frame in order to be in compliance. Section 715.3.5.3. I read this to require gasketing along the rabbet between the active and inactive leaf in Units L. Page 6 of 11 60. The winding steps in Units B2 Alt and also shown on 3/A7.0, cannot come to a point and need to be redesigned. There has to be a minimum 6" tread depth provided. Section 1009.3, Exception 5. 61. The width of the smaller tread at the intersection of the middle handrail of the winding steps on Sheet A6.3 should be dimensioned as 6" too. 62. It is not clear to where the exit discharge out of the exit passageway extensions to the parking garage lid goes or how one gets off the lid itself. A pathway has to be established so that it is clear how one gets to the public way (or 50' away from the building). Sections 1023.1, 1023.5 and 1023.6. I am not able to see how the grading plan on A1.2 works since it seems that only the third level goes on the bridge — see Sheets A3.1 and A4.0. 63. Complete the reference detail and sheet number on the section located near grid 3 on Sheet A2.2 64. Provide guardrail construction detail for the pedestrian bridges. If the bridges slope more than 1:20 handrails are also required. 65. On the site plan provide the following statement. Since height calculations are based on a datum point of mean low low water, until street monuments/bench marks are installed so that the building inspection staff can conduct height checks for the buildings, height calculations must be verified and stamped by a State licensed land surveyor and documentation provided to the City Building Division prior to framing approval for each building. 66. Although Plumbing and Mechanical are to be deferred submittals, the following plumbing and mechanical code issues must be addressed on the plans since they affect fire and life - safety issues, or affect possible future issuance of a foundation -only permit. a. A minimum 30"00" access area is required for mechanical equipment. Some of the dwelling units are configured so that a mechanical unit (HWT or Furnace) must be removed in order to service other mechanical equipment. b. What type of heating system will be used and what will the fuel type be? Also, some of the dwelling units show a furnace and some do not. Please clarify. c. Underground plumbing plans showing all under slab utilities, size of floor drains, and elevations of waste lines to verification of utility depth. The location of most laundry dryers in the units will require special detailing for duct diameter and extension to the exterior. Construction details for dryer ducts should also be given. IMC Section 504.6. This should be solved now so that the ducts are installed within the building construction will be correct for the length of their run including bends and for distance to building openings from the exhaust openings. IMC Section 504.6.2 f. No vents or chimneys are shown for the fireplaces. Since some pass through two levels, they also need to be shown enclosed in shafts. g. During the installation of ductwork and prior to concealment for the purposes of leakage testing and recording device location, and ii. Prior to occupancy and after sufficient completion for the purposes of pressure difference testing, flow measurements, and detection and control verification. f. Who will the special inspector be? Prior to issuance of the mechanical permit, complete a special inspection agreement and return for approval. g. Provide a testing scenario that includes the typical smoke control mode as well as what happens when various components of the smoke control system fail. Provide a list of compliance reports that will be part of the special inspection. Also provide a maintenance schedule for tI A meeting will be required with the City Fire and Building Departments to discus the smoke control system, testing, special inspection and maintenance with the 68. As stated in the Alternate Design approval, the 2000 edition of the State Barrier Free Code (effective 7/1/01) is the accessibility code used for these two buildings (remove references to other codes from the plans). a. Reference barrier free parking details on Sheet A10.1 on the floor plans at the parking stalls. b. Provide a barrier free crosswalk (44" min. width) from the access aisle of the barrier free parking spaces to the lobby entrance door that leads to the elevator (both buildings). c. The Exemption to Area of Refuge note on Sheet A0.0 needs to be revised to reflect WAC 51-40-1104.1 for Areas of Evacuation Assistance. An NFPA-13 Sprinkler system and approved fire and life -safety plan is required. 69. Provide Prescriptive Energy Forms showing compliance to one of the options applicable to R1 occupancies (see enclosed). All energy forms can be obtained from the following websites http://www.neec.net/documents.htm and http://www.energy.wsu.edu/code/code_ support _2003.cfin. Coordinate minimum insulation and glazing U-values on the plans and schedules. 70. Note and show on the plans how whole -house -ventilation systems will be provided in each dwelling unit. Page 8 of 11 STRUCTURAL Quality Control and General Comments 1. A list of proposed Special Inspectors and/or Testing Agencies to do this work should be provided for your review before permit issuance. Section 106.3.5. The architect could provide this with the recheck so that you may investigate their credentials and approve of them. They should be those listed with the Washington Association of Building Officials, where applicable. 2. The second paragraph under "Contractors" on Sheet S1.1 should identify this requirement as being a "deferred submittal" having to meet the requirements of Section 106.3.4.2. 3. Under "Design Loads", "Wind Design" is mentioned twice which isn't a big problem, but the notes should also give the wind speed-up effects coefficients. This is so the design suction pressures on deferred roofing, glazing, siding and their connections and so forth are multiplied by the applicable factors. Section 1609.1.1 4. The larger units on the second and third stories of these buildings have decks that are larger than 100 s.f. in area and the note on Sheet S1.1 should reflect that they have to be designed for 100 psf. Table 1607.1, Item No. 5. 5. Under the category of "Submittals", the deferred subcategory notes should make it clearer that the SER will make a notation on the submittals that they have been reviewed and found to be in general conformance with the design of the building. Section 106.3.4.2 6. Under the category of "Special Inspections"(SI) for Steel, the reference to Chapter 17 would be better done by giving the specific reference to Table 1704.3. 7. Also, there should be a reference to High Strength Bolts too. Section 1704.33. 8. There is a reference to some Wood Special Inspections. I doubt that WABO has such a category, so you will have to do the review of candidates to ensure they are qualified. Section 1704.1 9. The "Special Cases" portion of the SI List should refer to ICBO or ICC Evaluation Reports. ICBO ES Evaluation reports for mechanical and possibly adhesive types of anchors need to be obtained in order to have specific SI details that are more extensive than what is written on the plans. If the engineer has a particular product in mind, the engineer should search one ICC web site which URL is https://www.icbo.org/ICBO ES/es-search.html and attach at least the first 2 pages to the plans. For instance, Hild Anchors have ER # 5193. 10. For Structural Observation, the note on Sheet S1.1 or a separate document submitted before permit issuance, should outline at what stages of construction will the Observer go out. Section 106.3.4.4.1 11. A new Quality Assurance Plan for Seismic Resistance has to be prepared by the Structural Engineer of Record using the outline in Section 1705.2. Note that the contractor has to acknowledge their responsibilities in writing also. It should be submitted before permit Page 9 of 11 issuance for approval or before any construction is started. Vertical Load and Foundation Comments 1. The prestressed slab has to be studied for combined loading plus seismic uplift, Em, counteracting the slab dead load which may require the prestressed wires to be located differently than from other load combinations. Sections 1605.4 and 1617.1.1.2 2. There are many patio cantilevers on this project (but I wasn't able to find the cut section on the prestressed concrete plans) and they should be checked for a net uplift force of 0.2 times the dead load. Section 1620.42 3. Additionally, most patios have to be redesigned for the 100 psf live load mentioned in Structural General Comment 4. 4. How are the corners of the prestressed slab at the openings for the stairways reinforced? 5. The exterior and interior bearing wood -wall studs should be redesigned to take into account that Footnote 18 reduces their capacity to 78% of a "fictitious" long stud with a slenderness ratio, 1/d, of 33. This may be critical for second story interior ones with compression alone or it could also be 2nd story wall studs with maximum dead and live load, and '/z snow load plus outward cladding pressures associated with areas of discontinuities at corners and the interior zones. Sections1605.3.2, Equation (16-16) and ASCE 7 Section 6.5.12..4. [Note that the AF & PA have a slightly different way of calculating this reduced pressure, which could be used as an alternative. If the slab shown on Section 6/S5.3 is thicker than 4", then all the vertical load framing will have to be changed to noncombustible materials. Section 2304.12 7. The Terra Associates, Inc. geotechnical Report and supplements complies with the minimum requirements of Section 1804.2 and 1804.3. They are made a part of this plan and a number of critical details have to be approved by special inspectors. Lateral Load Comments 1. Wind forces still control exterior wall and roof cladding connection and roofing even if seismic controls most of the lateral design. Section 1614.5 Both roofing and wall siding connection and studs should be justified for maximum outward pressures represented by ASCE 7 Section 1612.5.4 (or use of the SEAW Wind Handbook tables). At the very least the pressures at discontinuities along the roof and wall and pressures between these areas should be stated on the plans as a control of the deferred submittals. As stated above the wind speed- up multipliers should be included. 2. How are lateral loads dragged around the stairway openings in the second story floor diaphragm in both principal directions Chord extensions seem to be required. Sections 2315.1 and 1633.2.6 Page 10 of 11 3. There are a number of reentrant corners in the prestressed slab at lines 2, 8, 10 and 11 in the neighborhood of Grids BA and B.6 that need to be addressed in a similar manner in both directions. Section 1620.2 2 and ASCE 7 Table 9.5.2.3.2 4. These discontinuities exist on the second and third floors of the wood construction too to a lesser extent, but drag struts should be developed into the shear walls in the East-West direction at these corners. Boundary nailing should be called out over the walls and drags there. 5. There is also a Non -Parallel Diaphragm System discontinuity beginning at Grid line 5.4 in Building 2 that needs to be addressed. Table 9.5.2.3.2. IBC Section 1620.1.3 modifies SDC C, which also applies to SDC D. Section 1620.4. The bottom line is that ASCE 7 Section 9.5.2.5.2.2 applies. In general there is an unbalanced tension and/or compression component when looking at the wood framing in the general areas of lines A.5 and D.5 and that has to be mitigated. 6. The Structural Insulated Panel horizontal diaphragm values have to be justified by an ICC or ICBO Evaluation Report. Details have to be on the plans or on a deferred submittal.
