According to the report prepared by Ms. Towers, the trees are i within 10 feet of a stream located in the rear of your property. Streams are considered a critical area pursuant to the Edmonds Community Development Code (ECDC) Chapters 23.40 and 23.90. While the. type of stream has not been determined, the minimum buffer for streams is 25' feet. Generally the removal of trees, or any vegetation, within a critical area or critical area buffer is not an allowed activity, unless; pursuant to ECDC'23.40.220.C.7,'it involves the . removal of invasive species or hazard trees. Ms. Towers, a certified arborist, submitted a letterdocumenting the hazardous condition of two western red cedars (Thuja plicata). Some other smaller trees at the site are also dead, but Ms. Towers has indicated these trees are not hazardous.. Ms. Towers has proposed removing the two larger cedar trees and replacing them with four new western red cedar trees consistent with ECDC 23.40.220.C.7.b.iv. Since the smaller trees are not considered hazardous, they must remain. If you desire, the branches of these smaller trees may be trimmed off creating snags for, wildlife. An exemption from the requirements of a tree cutting permit pursuant to ECDC 18.45 is granted with the following conditions: 1. Only the 10 inch dbh and 18 inch dbh dead western red cedars (Thuja plicata) may be removed. 2. Cut trees must be replace at a ratio of 2:1 consistent with ECDC 23.40.220.C.7.b.iv as described in the attached letter. from Shelly Towers within one year of the tree cutting activity. 3. Replacement trees should be planted in the generally, vicinity of the trees which are cut and within 25 feet of the stream. r. I I 4. Pursuant to.ECDC 23.40.220.C.7.b, replacement trees shall be a minimum of one inch diameter at breast height for deciduous trees and a minimum of six feet in height for evergreen trees as measured from the top of the root ball. 5. The, following erosion control measures shall be implemented: a.: All planting must be done by hand using hand shovels; use of machinery is not allowed. b. I was asked to assess some trees at the above site. Below are my findings. I inspected the site on 11-8-11 Observations I saw two dead Thuja plicata, 10" DBH, and 18" DBH. All of the foliage on both of these trees is bright red/ brown and crisp and crumbling. There are also 2,6" DBH dead Thuja plicata, and 1,6"DBH dead and leaning Prunus americanus. All of these trees are dead. I don't believe that the smaller 3 dead trees pose a threat to the home or property. The two largest dead Thuja plicata are within 20' of the decks and 25' from the structure itself. It is my opinion that these two largest dead trees pose a threat to the home and property. All of the trees mentioned above are within 10' of a small seasonal creek. or drainage ditch. Recommendations I recommend that the two largest trees be taken down, the stumps left in situ, and 'all debris left on site, in accordance with City of Edmonds requirements. . I recommend that 4, 6' or taller Thuja plicata be planted at or near the existing stumps., This represents the ratio 2:1 for the replanting of hazard trees in critical area sites.
