Our review indicates that there is no requirement of the adjoining property owner to acquire a street use permit from the city. Because the present use of the right-of-way is to provide pedestrian access and a view of Puget Sound, the adjoining property owner at 7222 of the 156th Street SW right-of-way will be notified that the city will not allow any additional plantings to be placed in the right-of-way. Engr. for Field & Office SUBJECT: Septic Tank Inspections On April 1, 1976, I made field inspections of the following permits: Job.Address Permit No. 15631 - 70th Ave. W. 372 15621 - 70th Ave. W. 374 15601 - 70th Ave. W. 373 The general contractor is Prideaux Construction, Inc. and the septic system was installed by Les Wier. The drainfield on all permits were extended beyond the 10 ft. setback from.the property lines which is a violation of code. Also, footing drains were directed to flow in the area of the drainfields, which is also a violation of code. I did not sign the field copy of the permits because I knew it would take many more ; :,• inspections to correct the system. .. T`- Next,. I called the general contractor and told him that the permits did not pass, inspection and corrections were required. On the same day, I met with Wally :. Steinman, the job superintendent, to discuss the corrections. After we reviewed. ,L the subject permits I was told that the following permits were ready for inspection: 7100 - 156th St. S.W. 370 7124 - 156th St. S.W. So, I made inspection of those systems. In regards to Permit No. 370, the entire drainfield had already been covered and had never been inspected by the City and is not approved. Also, Permit No. 371 .is not approved and corrections are..required. I then contacted the developer to inquire as to the corrections status. On 4/8/76, I met with the utility installer at the job sites to indicate the corrections to be made. The corrections are under way at this time and will be ready for inspection on 4/9/76. Dear Sir: April 13, 1976 Pursuant to subject permit relative to installation and inspection, please be advised of the following: (1) The permit was issued to Prideaux Construction, Inc. on December 11, 1975, as designed and submitted'by John Friel. (2) The City did not receive notice, either written or by telephone, that the system was Ainder construction and ready for inspection. (3) On April 1, 1976,.a member of my staff conducted a site inspection of Sewage Disposal System Permit Nos. 371, 372, 373 and 374 after receiving a telephone communication from your office. (4). At that time, it was noted that the sewage disposal system for 7100 - 156th Street S.W. (Permit No. 370) was installed and already backfilled. (5) The covering of a system prior to inspection and approval by the City is a direct violation of Section 11.20.020 of the City Code. Mr. Nymns pointed out that this situation has been pending for over 40 days and that if the matter was not resolved by Friday the 28th of May, the matter would be turned over to the City attorney for further action. In the best interest of all parties concerned, we are requesting in the strongest possible terms that this matter be satis- factorily resolved within the following week.
