Lynnwood, WA 98036 �R� LSA No. 3856 INTRODUCTION This report was prepared to support the building permit application submission to City of Edmonds for the construction of a single family residence by Pacific Emerald Homes for Mark and Katie Trumper. The following, calculations size the private individual detention system and estimates the grading quantities for the new construction. PROJECT DESCRIPTION Site location. The site is in section 13, Township 27, Range 3, W.M. The city has designated the site address to be 711 Puget Lane. The north property line of the site is about 1200 feet west of the intersection of Puget Drive and 9th Avenue N. It has about 220 feet of frontage on Puget Lane. Site description. The site consists of one irregularly shaped lot, about 235 feet deep and 80 feet wide. Its long axis lies in the east -west direction. The area of the site is about 0.48 acres. There is an existing house on site that is proposed to be removed. Access will be directly rom Puget Lane a low volume access street adjacent to the site along the south property line. Topographically the site generally slopes from the high point on the north property line down to the low on the south property line. The elevation drop from east to west is about 14 feet, giving an average slope of 6 percent. In the north -south direction the site has little variation in elevation. From the SCS soils survey for Snohomish County, the designated soils are Alderwood and Everett; both these soils are type "C" soils. Proposed project. The current proposal is to construct a single-family residential and driveway that would create about 7,000 square feet of impervious surface. Detention for the increase in run-off will be provided in a private individual detention pipe. All of the proposed impervious surfaces shall be collected and conveyed to the private drainage system. According to the City of Edmonds design standards increased peak flows due to development shall maintain the pre -developed condition peak runoff rate for the ten-year, twenty-four hour and 100-year, twenty-four hour design storms. Using these design criteria the calculated required detention system consists of 83 linear feet of 24" pipe with a 1-2/3" outlet orifice diameter. The detention pipe shall lie at a 0.5% slope towards the outlet control and have a minimum 1.0 foot cover. The detention system shall be connected to the closed system that flow west along Puget Lane along the south property line of the site. The discharge will flow about 120 feet west to Puget Sound. With the restriction of the developed flows and the close proxsimity of Puget Sound the exsiting system should have adequate capacity. Mark & Katie Trumper Residence— LSA No. 3856 Page 2 Lovell-Saueriand and Associates November 20, 1998 The grading quantities for the proposed residence construction are 462 cubic yards cut/fill match. Affter construction all grading areas will be stablilzed with lawn and landscaping on -site. Grading calculations were estimated using average area method and are in the attachments. The purpose of this report is to size the detention pipe and estimate the proposed grading quantities for the proposed development. This report does not address downstream conditions or any other issue. Calculated elevations of the detention system were based on an assumed restrictor invert of 100.00, which, depending on detention pipe location, may not match actual site conditions. The detention pipe should be sited to avoid building foundations. A 10 foot minimum separation is recommended between the detention pipe and the foundation. The contractor must verify the outlet elevation of the existing drainage system that the outlet pipe will be connected to prior to construction to insure positive downhill drainage from the system. J. Alberts, City Engineer SUBJECT: MEETING REGARDING OUTFALL ODORS On October 29, 1991, Mr. Lloyd Ostrom,,Mr. Bill MacDonald, Jim Walker, and Bob Alberts met to discuss odor problems at the outfall pipeline. The group concurred the problem was most likely due to decaying seaweed in the pipe. During high tides, the pipe is filled with the salt water and organics in the water. The high tides also push the beach sand over the outlet of the pipe preventing the water from escaping and flushing the pipe during low tides. The water sits in the pipe and the organics decay, thus producing the odor. It was also noted at the meeting that the air in the pipe above the water was very stagnant, and there was no air movement. Ideas discussed to try to correct the problem were: 1) Extend a smaller pipe (approximately 6 inches) out the end of the pipe into the tide flats. This would allow the water to escape from the pipe after high tides. The decaying of organic matter could still be a problem unless manually removed. 2) Pump the water out from the outlet of the pipe, and manually clean the pipe. 3) Install a screen to prevent the seaweed and other organic matter from entering the pipe. A concern was raised if the screen could open with the weight of any seaweed buildup on the screen. Another version of this idea was to install a split screen inside the pipe. 4) Chemical treatment. 5) Extend the outfall pipeline out into the tide flats. This would be expensive and make an obstruction on the beach. 6) Install an air exchange system such as air relief valves to circulate the air. 7) Install an air bubble system that would agitate the water and sand blocking the outlet. Enough agitation may be provided to flush the pipe. The group agreed the problem won't exist during the winter and plans need to be established to address the problem again in the summer. r.
