Based on these findings, prior to submission of or along with any development permit, you will be required satisfy the requirements of ECDC 20.15B by completing the following: Steen Slope Hazard Area Delineation Requirements: To determine if a Steep Slope Hazard Area does exist, a topographic survey prepared by a Licensed Land Surveyor delineating Steep Slope Hazard Areas must be completed. The topographic survey may confirm the need for further study or it may indicate that there are no steep slopes on the property. In any case, a slope of 40% or more with at least 20 feet of rise will be classified as a Steep Slope Hazard Area. A 50-foot buffer is required from both the top and toe of the slope. A 15- foot building setback is required from the 50-foot buffer. For development of any kind which is proposed within the critical area, 50-foot buffer or 15-foot buffer setback, .it must be shown that the development will not adversely impact the Critical Area or its buffer, by doing one or possibly both of the following depending on the outcome of the study: 1. For development proposals which will occur within the 65-foot buffer, but no closer than 25 feet from the top or toe of the slope, the 50-foot buffer requirement may be reduced to 10 feet if a study is completed by a licensed geologist or geotechnical engineer which v clearly demonstrates that the proposed buffer alteration will have no adverse impact upon the site, the public or any private party. PERMIT COUNTER The purpose of this letter is to provide our opinion regarding the recent construction of a new retaining wall at the toe of the steep slope southwest of your home. The City of Edmonds requested this review in a letter dated October 26, 2004., The City's letter indicated that we perform a site inv6stigation and provide a letter confirming• that the wall was constructed in .accordance with Associated Earth Sciences, Inc. (AESI) recommendations and structural as - built plans and calculations. .On February 4, 2005, AL-SI performed a .visual reconnaissance of the site. During this site visit we confirmed that -the existing wall has been constructed a distance of 25 feet from the planned footing line for the proposed house addition. The concrete retaining wall measured 12 inches in wall thickness and 7 feet iri exposed height as measured from backfilled finished grade to the top of the wall. We observed a flexible drainpipe enveloped in washed rock at the rear base of the wall. We probed the soil in front of the toe keyway with a 1/2-inch-diameter steel push rod and were able to penetrate these soils about 2.5 feet. We measured an approximate 12- to 30-inch gap behind the wall between the existing rockery and the retaining wall. We understand this area will be back -filled with material, excavated from the footing subgrade for the proposed addition. Based on our conversation with you, AESI will be contacted to be on -site during placement of the wall backfill to confirm that it is placed in accordance with our recommendations. The slope is therefore classified as a steep slope hazard area by the City of Edmonds development standards. As such, the required City of Edmonds steep slope hazard area toe -of -slope buffer is a minimum of 50 feet. Exploration We completed several shallow explorations with hand equipment within the slope to determine its composition. Based on our shallow hand explorations, the slope is composed of about 3 feet of loose sand overlying medium dense to dense advance outwash sand. We did not observe any spring activity on or adjacent to the slope. You indicated that you have not observed any evidence of spring activity on the slope in the time you have been living in the house. Our hand explorations did not disclose intpermmeable soils interbedded with the granular outwash sands. Proposed Improvements We understand that you will construct an addition to your home, which will extend toward the slope in the area currently occupied by lawn. At the closest point to the slope toe, the addition will be 25 feet away from the slope. The addition will be supported on conventional foundations upon medium dense to dense advance outwash sand in accordance with recommendations presented in AESI's letter dated September 25, 2002. We understand that a new 7-foot-high concrete retaining wall has also been constructed to replace the failing retaining wall. The terraced rockeries upslope from the wall have been left in place in accordance with our recommendations. We reviewed structural- plans for the new retaining wall by Robert Fossatti Associates (Fossatti), dated August 4, 2004. The retaining wall as shown in the Fossatti plans has been designed in accordance with recommendations provided in A,ESI's letter dated November 25, 2002. However, we did not observe this wall during its construction. Opinion Provided the building foundations and toe -of -slope retaining wall are constructed in accordance with the referenced architectaral and structural plans, the toe -oaf --slope buffer can be reduced to 10 feet with an additional toe -of -slope building setback of 15 feet. This, combined buffer and building setback from the toe of the slope to the soutb wall of the structure can therefore be reduces from the currently existing 40 feet to the proposed 25 feet. Based on our shallow hand., explorations; the slope is composed of about 3 feet of loose sand overlying medium dense to dense advance outwash sand. : We did not observe- any spring :acts..vity "on or adjacent to the slope. You indicated that youhave not observed any evidence of spring activit y on the slope in the time you have been living in the house. Our hand explorations did not disclose impermeable soils interbedded with the granular outwash sands. Proposed Improvements We understand that you will construct an addition to your home, which will extend toward the slope in the area currently occupied by. lawn. The addition will extend some 15 feet toward the slope toe. At the closest point to the slop toe, the addition will be 24 feet away from the slope. The addition will be supported on conventional foundations (refer to the AESI letter dated September 25, 2002). We understand' that a new concrete retaining wall is also planned to replace the terraced rockeries. We recommend that the new wall be constructed at the. slope toe and be at least as long as the new addition. The "wall should be tall enough to provide at least 2 feet of vertical catchment space behind the wall and above the adjacent ground surface on the. slope side. The existing house was located above Meadowdale Beach Road, near the base of a hill leading up to the south. The yard to- the south of the house was level and was covered by grass, patios, and decks. The yard extended approximately 40 feet south of the house to the base of the hill. We performed a visual review ofthe slope to the south of your house. There was an .approximately 2-foot-high concrete retaining wall at the toe of the slope with a 1-foot-tall rockery atop the concrete wall. The concrete wall was tilted down the slope, past vertical by approximately 5 degrees. Above this lower concrete wall. and rockery assemblage were two more rockeries. The rockeries appeared to be nearly vertical or slightly battered back into the hillside. The slope above the rockeries was inclined approximately 1H:1V to 1H:1'/zV (Horizontal: Vertical) for approximately 10 to 12 vertical feet. An approximately 2-foot-high, nearly vertical arcuate scarp that was devoid of vegetation was observed approximately 25 feet up from the toe of the slope. The scarp extended from the east property line west to about the middle of the slope, approximately opposite to the existing brick chimney of the deck's fireplace. Above the level of the scarp, the slope flattened to approximately 2H:1V for several hundred lineal feet to the residential lots above. There were several small -diameter alders and numerous old wooden fence posts present on the lower slope, between the scarp level and the rockeries, all of which were leaning downslope, indicating that the surficial slope soils have experienced some downslope movement in the past. There were several larger trees above the scarp level that were nearly vertical. The majority of the slope was covered in blackberry vines, small sapling trees, and bushes. . No ground water or signs of ground water seepages were observed on the slope. There were numerous mountain beaver burrows across the entire slope face. We drilled one hand auger boring in the middle of the south footing line for the proposed addition and hand excavated several shallow areas on the slope to determine the general type of shallow soils in the vicinity of the new addition and on the slope. The soils encountered in the hand auger boring and the shallow hand excavations consisted of a thin veneer of topsoil over medium dense advance outwash sand in the yard area and approximately 4 feet of loose slide debris/colluvial, soils on the slope also overlying the advance outwash sand. The advance outwash sand was fine to medium and contained trace amounts of gravel and silt. Refer to the attached hand boring log. Based on the reconnaissance and the site soils, it appears that the lower, eastern portion of the hillside above your back yard may have experienced landslide movement in the past. The western portion of the lower part of the hillside does not appear to have moved recently but consists of similar soils and topography as the eastern half, indicating that there is a potential for future movement. The approximately 30-foot distance from the toe of the slope to the. existing house is probably adequate to contain significant debris flow material associated with a major slope movement. The reduced distance (approximately 22 feet) between the proposed addition and the toe of the slope may not be adequate depending upon the size of movement and other factors. It is our understanding that a low retaining wall is planned for the toe of the western portion of the slope. Reportedly, this wall is planned to be approximately 6 feet high. We. recommend that the new wall be constructed at the slope toe and be at least as long as the new addition. The wall should be tall enough to provide at least 2 feet of vertical catchment space behind the wall and above the adjacent ground surface. Footings for the wall may be designed for 2,500 pounds per square foot if placed on the advance outwash sand. The soils encountered in the hand auger' boring consisted of 'a thin veneer of topsoil over medium dense advance outwash sand.
