Re: Unconnected Sewer Charge
Dear Mr. & Mrs. Butler:
This letter is to address your concerns regarding the City's unconnected sewer
charge. In 1967, the Edmonds City Council imposed this fee for all City residents
that were within the area that could be served by the Edmonds Wastewater
Treatment Plant. The purpose of the bimonthly charge is to provide revenue to
pay for the bonds which financed the construction of the treatment plant facilities.
In 1987, approximately $15 million dollars were borrowed to construct the
secondary wastewater treatment plant which will eventually serve your residence.
You should be aware that most municipalities and utility districts impose a capital
facilities charge of $1000 to $2000 to connect to the sewer system. Edmonds
currently has no such fee. At this time, Edmonds uses the unconnected rate
charge to pay for the treatment plant capital costs.

771-0235.
