Mr. Hyde: This letter is in response to our work to resolve the City of Edmonds encroachment of 174th St. S.W. onto my two lots, Parcel A and B. Specifically, 7118 174th S.W., and the lot due west which is bordered on the other side by an abandoned right of way, 71st street, which because of its steep nature will never be developed and is currently being used as a debris landfill by local neighbors. I am ready to grant the City of Edmonds a quit claim to the encroached property but feel that in all fairness the City should grant me quit claim to portion of the abandoned 71 st street right of way that abutts my property to the west. If you will look back, the City has made an effort and accommodated other property owners along 174th street in order to clear up the mislocation of the street as it pertained to the original design. The entire street has "moved" south and in one instance a house sitting in a portion of the right of way was granted a repreive by property being swapped in order to correct the flaw in both the house and road mislocation. Presently, my company, Woodway Associates, which owns Parcel B, is nearing completion of a new residence on 7118 174th S.W. I own the lot due west, Parcel A. Both parties wish to resolve this matter with the City of Edmonds on a fair and reasonable basis. Edmonds, Washington Dear Mr. Kennedy: At your request; we have conducted a geotechnical study at the above. site and prepared a soils report which conforms to the Geotechnical Report Guidelines set forth in the City of Edmonds, Ordinance #2661 (Meadowdale Site Evaluation Checklist). The purpose of this report is to summarize the results of our field observations and to provide conclusions and recommendations for the proposed construction. SCOPE €--! The scope of our study was to view the surface and subsurface soil L and ground water conditions at the above site, to address slope stability before during and after construction and to provide specific recommendations for site preparation, grading, foundation design, lateral pressures, drainage, erosion control and construction monitoring requirements. UI) Our fieldwork consisted of a visual site reconnaissance and the 111 drilling of two (2) test borings. A truck -mounted, hollow stem auger was used to advance the test borings. Samples were obtained L", CASCADE GEOTECHNICAL July 24, 1990 Woodway Associates Job No. 9005-37G Page 2 from selected depths in accordance with ASTM D-1586 sampling procedures. The test boring locations were determined in the field by our engineering geologist and were located on -site by pacing relative to known landmarks. The soil samples obtained from the test borings were described in the field and were classified using the Unified Soils Classification System. The test boring locations are shown on the site plan in Appendix A. The test boring logs and soil descriptions are presented in Appendix B. A copy of the Unified Soils Classification System is presented in Appendix C. All elevations mentioned in this report are referenced to the existing grade at the time of our field investigation. PROJECT DESCRIPTION We have reviewed the building plans by Woodway Associates dated May 10, 1990. The proposed building will be a 4980 square foot, two (2) story, wood framed single family residence with a daylight basement and an attached garage. The proposed foundation consists of a continuous strip footing and several spread footing post supports. A major portion of the residence and all of the garage will utilize a concrete slab -on -grade floor. An asphalt or concrete paved driveway is proposed between the garage and 174th Street S.W. Li ~ Based on our review of the above building plans and the Topographic Survey Map/Site Plan by Chadwick Surveying & Engineering dated November 30, 1989, we understand the main floor and garage floor j will be at elevation 100.00, the second floor will be at elevation 108.83 and the basement floor will be at elevation 91.17. The City of Edmonds requires a review of the final building plans CASCADE GEOTECHNICAL July 24, 1990 Woodway Associates Job No. 9005-37G Page 3 by our office to confirm that our recommendations were properly interpreted and implemented. The existing site topography as shown on the Topographic Survey Map and the proposed house footprint as shown on the Site Plan are presented in Appendix A. SITE DESCRIPTION The site is located south of and adjacent to 174th Street S.W. and east of and adjacent to the right-of-way for 72nd Avenue West in the Meadowdale area of Edmonds, Washington. The upper, northern portion of the site is relatively flat. South of the relatively flat area, the site slopes moderately down to the southwest. As shown on the topographic map, site elevations range from elevation 101.20 in the northeast corner of the.site, to elevation 77.10 in the southwest corner of the site. The site is vegetated mostly with mature fir trees. A veneer of uncontrolled fill appeared to overly much of the northern portion of the site. The fill did not appear to be significantly thick; however, it covered a broad area. No erosion of the fill area was a noted. No ground water seepage or wet surficial soils were TT observed on the site. The site is not located within the Meadowdale landslide complex as shown on the "Landslide -Hazard Map" by GeoEngineers, Inc., presented in the City of Edmonds' "Meadowdale Site Evaluation Checklist". Based on our review of the above map, the site is located approximately 3000' south of the southern extent of the Eli mapped slide area. The Landslide Hazard Map has classified areas outside the vicinity of the Meadowdale landslide complex and Lund's Gulch as a Landslide Hazard Areal (defined as having no landslide hazard identified). x z x CASCADE GEOTECHNICAL July 24, 1990 Woodway Associates Job No. 9005=37G Page 4 This site is located outside of the Landslide -Hazard Map area, well away from the mapped -slide area and Lund's Gulch. SUBSURFACE CONDITIONS The subsurface soil and ground water conditions at the site were observed in two (2) test borings. Test Boring #1 was drilled near the top of the slope at the northeast end, of the site (approximately elevation 101). Test Boring #2 was drilled approximately seventy-five (75) feet west of Test. Boring #1. (approximately elevation 100). Test Boring #1 showed gray, very dense silty sand with minor gravel from two and one-half (2.5) feet below the existing grade to the test boring termination depth of. twenty-four (24) feet. Test - Boring #2 showed approximately three and one-half (3.5) feet of uncontrolled fill overlying native, very dense silty sand with minor gravel to the test boring termination depth of twenty-four (24) feet below the existing grade. The uncontrolled fill consisted of loose silty sand with organic debris. The very dense silty sand with minor gravel observed in the test r� borings is consistent with the preliminary mapped geologic classification of glacial till deposited during the Vashon Stade of the Fraser Glaciation (Minard, 1983). is I`^ No ground water or, wet soils were encountered in either of the test borings. CONCLUSIONS It is our conclusion that the uncontrolled fill found on -site does not present a landslide hazard due to the minimal thickness of the till I CASCADE GEOTECHNICAL July 24, 1990 Woodway Associates Job No. 9005-37G Page 5 fill and the relatively flat slope on which it had been placed. However, the uncontrolled fill does present an erosional hazard. The uncontrolled fill is not suitable for supporting foundations or slab -on -grade floors if significant differential settlements are to be avoided. Site earthwork and.excavation would be expected to remove most of the uncontrolled fill from the site. Based on the findings of our investigation, we conclude no significant identifiable landslide hazard exists within the native slope on or adjacent to this site. Based on this, we conclude that the site should be classified as a Type 1 landslide hazard area (none identified). We conclude that the construction of the residence will not decrease the stability of the site or the surrounding area if our recommendations are carefully followed. It is our conclusion that the native, very dense silty sand.with minor gravel is suitable for supporting the building loads and the garage slab -on -grade floor. The proposed foundation design.appears suitable for the existing site and native soil conditions. E- It is our conclusion that the proposed approach for control of storm drainage from footing drains and impervious surfaces is suitable for the proposed construction. The building plans show an enclosed, on -site detention and conveyance system which routes the water to the southwest corner of the site and then to the existing storm sewer system located near the intersection of 72nd Avenue West and 175th Street S.W. L" RECOMMENDATIONS Site Preparation Eli, We recommend removing all vegetation, uncontrolled fill and topsoil �h ;1 r CASCADE GEOTECHNICAL July 24, 1990 Woodway Associates Job No. 9005-37G Page 6 r from the proposed building area. These materials should be removed from the site.. We also recommend leaving the existing vegetation intact in areas outside the proposed building location during construction. These areas may be cleared and planted with erosion resistant vegetation or landscaped in the future. i We recommend that the earthwork be done during an extended period of dry weather. The fine-grained native soils found in our test borings are sensitive to moisture, and may cause construction i. difficulty and significant additional construction costs if site preparation and/or earthwork takes place during wet conditions. Grading Site grading, as shown in the building plans by Woodway Associates, Inc. dated May 10, 1990 indicates calculated excavation and fill volumes on this site to be 285 cubic yards and 285 cubic yards respectively. Based on the presence of uncontrolled fill and our recommendations regarding fill placement on a slope, these volumes �. may .need to be adjusted. The plans show cuts for the basement of the house will -approach nine (9) feet in height. We recommend that all temporary y construction cuts over four (4) feet, in height be laid back to a slope of l(H):l(V) or flatter. The plan shows a relatively flat, filled yard area between 174th Street S.W. and the proposed building. The fill in this area is shown as being retained by a structural retaining wall. The plan also indicates fill will be placed on the existing slope, south of the proposed building area. The plan indicates a minimum fill slope of 2(H):1(V) (50%). We recommend fill slopes be graded to a maximum of 2(H):l(V) (50%). CASCADE GEOTECHNICAL July 24, 1990 Woodway Associates Job No. 9005-37G Page 7 Yard fills that will not be structurally retained should be placed on horizontal benches cut into the undisturbed, native soil. The horizontal portion of the bench cuts should be at least ten (10) feet wide. The cut slopes separating the horizontal steps should be no more than five (5) feet high and should be no steeper than 0.5(H):l(V) (200%). The fill should be placed on the horizontal benches in twelve (12) inch lifts, and should be mechanically compacted. The final grade on the face of the fill slope should be 2(H):l(V) (50%) or flatter. Structural fill which will be utilized for garage slab -on -grade support should be placed as recommended in the Structural Fill section of this report. It may be possible to re -use the on -site native soils as structural fill if the material is free of organic material and the, moisture content of the soil is at or just below the optimum moisture. content. If the on -site soils are too wet to achieve adequate compaction, aeration of the soil will be required. This procedure will require continuous working of.the soil by ripping or plowing, and will cause construction delays if not { anticipated. We recommend against utilizing the existing site -fill as structural fill due to the amount of organic material within the -_, fill. If the on -site soils cannot be adequately dried or contain significant amounts of organic material, an imported fill soil will be required. A gradation for imported fill soil is presented in �t the Structural Fill section of this report. The placement of fills on this site must take place during an extended period of dry ;. weather. We recommend utilizing a track -mounted hoe for all site excavation. This equipment will allow work to be performed "at arms reach", and will minimize traffic over work areas. CASCADE GEOTECHNICAL July 24, 1990 Woodway Associates Job No. 9005-37G Page 8 Excavated soils to be re -used on -site should be stockpiled at the north end of the site, well away from the slope, and should be covered with anchored plastic sheeting. All remaining excavated soils should be hauled off -site. Under no circumstance should excavated soils be wasted by pushing it onto the slope face. Erosion Control At the time of our fieldwork, neither the natural slope nor the uncontrolled fill had undergone erosion. We expect the potential for erosion during and after construction to be minimized if our recommendations for erosion control and drainage are carefully followed. Erosion control during construction. should consist of straw and/or geotextile fabric barriers placed along the downslope extent of all grading activities, and should be constructed so as to prevent any sediments from being deposited on.the lower. slope. Surface water within the excavation should be collected and directed away from the slope in shallow trenches. We recommend placing plastic sheeting over bare slopes during construction to minimize erosion. The plastic sheeting should be anchored at the top of the slope with stakes, and should be weighted down on the slope face and at the bottom of the slope with tires or sand bags. After construction, all bare, sloping ground should be planted with erosion resistant vegetation or landscaped to prevent erosion. Eli Steeper portions of the site may require the use of an erosion control/vegetation enhancement fabric (jute or equal). We should C review the erosion control plan prior to construction. E" CASCADE GEOTECHNICAL July 24, 1990 Woodway Associates Job No. 9005-37G Page 9 Foundation Design Strip footings and interior spread footings designed to a maximum safe bearing value of 2000 psf may be placed directly on the native, very dense silty sand with minor gravel if the soil is firm, undisturbed, free of organic material and does not become wet prior to concrete placement. We recommend a minimum continuous strip footing width of eighteen (18) inches for three (3) story construction, fifteen (15) inches for support of two (2) story construction,_ and twelve (12) inches for support of single story construction. Interior, isolated spread footings should have a minimum width of eighteen (18) inches. All perimeter footings should be placed at least eighteen (18) inches below the outside finished grade for frost protection. All water and loose soils should be removed from the footing excavations down to firm bearing soil prior to concrete placement. Slabs -on -Grade Slab -on -grade floors should be supported by the native, very dense silty sand with minor gravel or on structural fill that has been placed as recommended in the Structural Fill section of this report. A four (4) inch layer of clean sand, pea gravel or crushed rock having less than 5 percent material passing the #200 sieve based on the fraction passing the #4 sieve, should be placed below the slab as a capillary break. We recommend placing a vapor barrier between the bottom of the slab and the capillary break �> material. An additional 1 to 2 inches of clean sand may be placed over the vapor barrier to aid in concrete curing. L CASCADE GEOTECHNICAL July 24, 1990 Woodway Associates Job No. 9005-37G Page 10 Retaining Walls and Lateral Forces The plans indicate the house will utilize a daylight basement. We recommend that all basement retaining walls be backfilled with a free -draining granular fill which conforms to the following gradation: Sieve Size Percent Passing 4 inch 100 #4 25 - 75 #200 5 maximum based on the fraction passing the #4 sieve. The free -draining fill should extend from the base of the retaining wall to within one (1) foot of the top of the wall, and should extend at least two (2) feet back, laterally from the wall. The upper one (1) foot of wall backf ill may consist of native soil that is free of debris and organic material. A drain should be placed along the outside base of the retaining r, walls and tightlined to the storm system. The drain should consist of a four (4) inch diameter, perforated PVC pipe that is backfilled with at least twelve (12) inches of pea gravel. Retaining walls drained and backfilled as recommended may be designed to resist an active lateral force of 35 pcf equivalent fluid. This assumes a horizontal backfill, and backfilling which precedes first floor framing or other constraints on wall deflection. The native silty sand with minor gravel may be assumed to have a passive resistance of 400 pcf equivalent fluid pressure. We recommend utilizing a coefficient of friction of .40. CASCADE GEOTECHNICAL July 24, 1990 Woodway Associates Job No. 9005-37G Page 11 We recommend that we be engaged to review the design of all proposed retaining walls. Structural Fill Based on the plans provided to us, it appears that structural fill will be required raise the grade of the garage floor area. It may be possible to re -use the on -site native soils as structural fill if the moisture content of the soils can be maintained at or just below the optimum moisture content and the soils are kept free of organic material. If an imported fill soil is required, we recommend that the soil conform to the following gradation. Sieve Size 'Percent Passing .4 inch 100 #4 25 - 75 #20.0 5 maximum based on 1 the fraction passing - the #4 sieve. Fill should be placed on a horizontal base of firm, undisturbed native soil in -twelve (12) inch maximum loose lifts and compacted to at least 95% of the ASTM D-1557 maximum dry density value. Drainage We recommend utilizing an enclosed, sub -surface detention and '1' conveyance system that routes the water from footing drains, roof Pdownspouts and other impervious surfaces to a buried detention �f facility at the southwest corner of the site. We recommend placing a continuous drain along the lower edge of the perimeter footings of the building and tightlining it to the L", CASCADE GEOTECHNICAL July 24, 1990 Woodway Associates Job No. 9005-37G Page 12 detention system. The drain should consist of a four (4) inch diameter perforated PVC pipe backfilled with at least twelve (12) inches of pea gravel. The roof downspouts should be tightlined to the detention system separately from the footing drains. Environmental Checklist We have reviewed the undated Environmental Checklist prepared by Woodway Associates, Inc. and have addressed the significant issues with regards to Earth withinthetext of this report. Construction Monitoring We should be engaged to observe the excavation for the building and the placement of the erosion control to confirm that construction is done in accordance with the approved plans. We should be engaged to observe the removal of uncontrolled fill from the top of the slope, monitor the excavation of terraces, the placement of fill and final grading of the slope. We should be engaged to observe the excavation of the building area to confirm bearing soil �. and verify subgrade conditions. The placement of the drainage r system should be observed by our office to confirm proper placement. The.above recommendations are for engineering review that goes beyond any testing agency work that may be required. General A detailed review of the final plans is required by the City of Edmonds specifications. Once final plans are available, we will flp provide a detailed review with any additional or alternate M"' recommendations that may be necessary.
