Dear Mr. Ebbinga, At your request, we have completed a field investigation of your project site to determine the nature and properties of the soils and.drainage conditions present at relevant locations for the proposed construction of a driveway and single family residence. The following is a written report describing and delineating the geologic features encountered, and providing conclusions and recommendations concerning grading, drainage, slope stability, seismicity, foundation preparation and soil retention. 1 Field Investigation: Our field investigation of the site was conducted from June 1, 1997 thru July 15, 1997, and consisted.of the following work: i 1: A transit, tape and stadia survey was performed to establish a baseline for determining locations and elevations of test holes and other relevant features. The survey line originates from existingcenterline monuments located 106.2 feet apart along 72nd Ave. W., and turns 24° 18' easterly from a station.on the southerly monument fora distance of 50 feet to a set hub near the top -:of the embankmen.t...An angle of 1120 '26' wasturned east- erly .from.the said.monument, and trail was brushed out along this bearing to form`'.�the.baseline shown as section C-D on the attached site plan.::=Base elevation was assumed by scaling from a topographic map of,,.,the proposed short plat (attached). 2: Spot elevations were established at stations along the baseline, and trail was brushed out along lines north and south of the proposed structure, as`.well as along a section through the slope above the proposed driveway, and in other locations useful for mapping the'site. I 3: A base map showing test hole locations and other relevant fea- tures was prepared using the baseline stations in conjunction I with tape, 90° prism, inclinometer and --rangefinder methods. 1 �— —"—' EARTH AN.;LYS/S Page Two 4: Eleven test holes were dug, logged and located in representativ( areas along the slope, and detailed logs of the existing cut banks were noted, including approximate age and angle of repose. Soils were logged according to color, texture, structure, and probable origin. 5: A tape and 90° prism survey was conducted in conjunction with ar optical level and stadia rod to establish contours at.two.foot: intervals and spot elevations.at driveway and footing locations`. 6.: A brief regional investigation of the site vicinity was perform- ed,.at which time springs, seeps, roadcuts, grading cuts, fills and soil exposures were identified and loacted. 7: An on site meting with the engineer and geologist was held to discuss findings and to consider conclusions and recom- mendations. Site Location and Description: The project site is located along a northeasterly facing terraced sideslope which is bounded along the northeast by Meadowdale Beach Road. Lot Two to the south is undisturbed within 40 feet of the subject lots south property line, with the exception of a sewer line insta- llation along a 10 foot easement. The sideslope to the north of the parcel, and west of Meadowdale Beach Road has a wet lower terrace, and an adjacent steep slope. Perched water appears in the ditch along this section. Vegetation here includes hydrophytes, and the geomorphology varies distinctly from the project site. The.northwest boundary of the site is adjacent to undeveloped land, with the exception of an old road grade trending southeasterly:., the sideslope. Two residential structures are located at some distance from the southwest property corner, and do not lie downslope of'any'proposed grading. A building envelope adjacent to the short plat and to the south is a cut and fill, with dry gravelly loamy sand exposed along a 40 foot section. the site,has been graded for road in several locations some decades,) ago as attested by the large red alders growing through the cuts. ✓egetation encountered on the site is a canopy of Red Alder at low- ar.elevations, mixed with Douglass Fir and scattered Western Red �edar at higher elevations. Native cherry, crabapple, laurel and EARTH ANAZY51Y 9 Page Three chestnut are also present in small numbers. The understory is pre- dominantly elderberry, with scattered salmonberry, thimbleberry, huckelberry, three varieties of blackberry, sword fern, nettles and cleavers. No hydrophytes were noted in the proposed grading areas. Site Geology and Soils: Strata encountered in regional exposures and in a review of local soils reports and the U.S.D.A. Soils map of the vicinity indicate the following vertical section: 1: The lowest strata encountered is anticipated to occur at con- siderable depth under the site, and outcrops at a much lower elevation in cuts along Meadowdale Beach Road. It is a glacio- lacustrine silt or silty clay which perches both seasonal and permanent ground water along a contact with overlying outwash sand. 2: Strata and soils encountered in the project site vicinity are a thick sequence of proglacial slightly gravelly medium sand. The sand is stratified at depth, and overlain with 2 to 4 feet of somewhat loose upper horizons. 3: Overlying the sand unit is a layer of lodgement till, with a gravelly sandy loam soil at the surface. This unit is reported to overly the sand (Lot 12 Eagles Crest soils report of 2-8-90, Twelker), and can be observed in exposures along 72nd Ave. W. Soils encountered on the project site tended to be of a generally uniform texture of slightly loamy, slightly gravelly medium sand which varies in structure with depth, being slightly loose in the upper 2 to.4 feet, but able to stand when dry in a vertical test hole; and grading to a stratified slightly compact, friable, loose- ly aggregated (soft) and .dry deposit. Mottled and seasonally saturated soils were encountered in test hole four (See attached site plan). Existing old roadcuts have sloughed to an approximate angle of 1:1, over a span of decades.. No indications of springs, seeps, unstable stratigraphic relation- ships or mass movement topography were encountered during our field investigation, however minor soil creep is anticipated in the upper soil horizons where sloping. More detailed soils information can be found in the attached soil logs. Conclusions and Recommendations: Based on the foregoing information, it is our opinion from a geo- technical standpoint that the site can be developed essentially as EARTH ANALYS/S �UJ Page Four planned; if the following recommendations are applied: 1: As ditching along Meadowdale Beach Road has resulted in a devia- tion from the naturally stabilized grade, it is recommended that a grading plan be prepared which results in a minimum weight re- duction greater than the weight of the house and backfill-. This will reduce the driving forces along the lower slope, and produc increased stability. The encountered uncompacted sand deposit can be assumed to weigh 120 P.C.F. for this calculation. If -ex- cess material is generated, a stockpile area exists at a point south of the proposed driveway back around. 2: Any storm water produced by construction or the finished imper- vious areas .shall be conveyed away from the slope immediately below the house. This will prevent the lowering of shear strengt in the sideslope soils from pore pressures or piping of grains. 3: To reduce the potential.. -.for. -.sloughing and severe grades,.it is recommended that the finished floor elevation of the garage`; a ab;:: ,be. tat. e.leva.tion:.a '260`. 'feet ' b To achieve the necesary grade, it will be necessary to remove vegetation and loose upper soils' from the area to be under the slab and portions of the easterly footings. On site materials may be used as structural fill, placed into level keys in the recieving soil, and compacted to 85 to 90% density. A light vibratory compactor is recommended to prevent overcompaction. Optimal moisture content for the encountered very slightly loamy sand is 16%, with a range of 8 - 20%. Lifts of 8 to 10 inches of thickness are anticipated. An inspection of the compacive effort and footing excavations is recommended. 4: Cut banks below the proposed house or driveway are not recomm- ended, and unretained cuts for footings and driveway grade can be expected to slough to an angle of 1 vertically to 1.2 horiz- ontally over time. 5 -A safe allowable soil bearing pressure 500''P.S:FH can be assigned to the encountered strata, with no'i`ncrease`allowed due to seismic overturtning forces imposed on the soil. " All excavations should be cleared of sloughed or loose areas. An inspection of.compaction and footing excavations is recom- mended prior to pouring footings. Total and differential settlements are anticipated to be"-,,11--"and EARTH ANALY51Y 9 3/4;.inches respectively. Additional Comments: Page Five The proposed yard and driveway cuts and fills may be retained utilizing on site materials as fill for geogrid textile: -;cells, as the encountered slightly loamy sand is well drained, mostly free of dust and silt, and.will compact readily over a wide range of of moisture content. The installation of rockery or.retaining walls are also options for retaining the proposed driveway and yard cuts and fills, de- pending largely on economic and aesthetic considerations. Lateral earth forces against retaining walls or foundation walls may be calculated on the bqsis of an imaginary fluid having a density of;,'P.0 E' or P.C.F. where the'backfill is steeply.. sloping. The encountered subsoils can conservatively.be assigned the follow- ing values: 1: A *�41° Angle of internal friction. 2: An active soil pressure of 3 0 P.C.F. 3: A passive soil pressure of 93d'P.C.F'. , Stormwater disposal by installing a drywell or level spreader is f.eas.,ib;l,e n.: the encountered :wel drained soils. An application rate of.,- .2 gallons/square foot/day for trench bottom area is recommended,.based on the soil texture. WA. 98125 (206) 364 X054 Janine .Graf or Interested Parties. Special Inspection (Geotechnical) of Residential Construction Site. Edmonds Plan Check #: 97-260 Site Address: 7120 Meadowdale Beach Road. Dear Ms. Graf, Submitted herewith for your review and approval is a special inspection report per your letter of September 19, 1997, Page one, item 2, and as proposed per our letter of response, dated October 2, 1997. Our initial inspection was conducted on December 12, 1997, and consisted of an evaluation of soils exposed in the rough grade and the nature, volume and placement of the spoils. A videotape of the cut and vicinity was shot, relevant elevations were verified, and site drainage was noted.. No unstable stratigraphic relationships or signs of seepage were noted in the cut for house, driveway or storm water retention excavations. No mottled or fine grained soils were noted in the spoil pile. The spoil pile placement and volume was as anticipated for proper weight balance along the slope and in the area recommended. No potential erosion or sedimentation problems were observed. The proper elevations and slope angles were verified. An intirim inspection was conducted on January 4 and January 5, 1998, at which time the compactive effort to the recieving soils underlying the proposed footings was evaluated for density, moisture content, elevation, and probed for loose areas as required. At this time, it was determined that the compactive effort was satisfactory for the design load, and that the construction sequence was in order, with the tile front installed, and no indications of instability in the slope between the house and Meadowdale Beach Road. Storm water runoff from the compacted areas was diverted away from the sideslope, and proper erosion and sedimentation control was in place. Our final inspection was on April 26, 1998, at which time soils underlying the proposed driveway and garage slab were inspected for compaction, backfill and -finished grades were inspected for density and finished slope angle. .4m - EARTHANW JV$/S Page Two No loose or unstable areas were identified during the inspection of soils underlying the driveway area and the proposed garage slab. Backfill behind the uphill (western) foundation wall was found to be loose and free draining as specified. Soils and drainage conditions exposed by grading operations on the project site are essentially as anticipated per our soils report of July 20, 1997. It is our opinion that the grading, drainage, slope stability and compaction requirements stated in our Geotechnical Investigation Report and in the subsequent inspections of the work in progress have been adequately complied with at this time. Soils map of the vicinity indicate the following vertical section: 1: The lowest strata encountered is anticipated to occur at con- siderable depth under the site, and outcrops at a much lower elevation in cuts along Meadowdale Beach Road. It is a glacio- lacustrine silt or silty clay which perches both seasonal and permanent ground water along a contact with overlying outwash sand. 2: Strata and soils encountered in the project site vicinity are a thick saquence of proglacial slightly gravelly medium sand. The sand is stratified at depth, and overlain with 2 to 4 feet of somewhat loose upper horizons. 3: Overlying the sand unit is a layer of lodgement till, with a gravelly sandy loam soil at the surface. This unit is reported to overly the sand (Lot 12 Eagles Crest soils report of 2-8-90, Twelker), and can be observed in exposures along 72nd Ave. W. Soils encountered on the project site tended to be of a generally uniform texture of slightly loamy, slightly gravelly medium sand which varies in structure with depth, being slightly loose in the upper 2 to 4 feet, but able to stand when dry in a vertical test hole; and grading to a stratified slightly compact, friable, loose- ly aggregated (soft) and dry deposit. Mottled and seasonally saturated soils were encountered in test hole four (See attached site plan). . Existing old roadcuts have sloughed to an approximate angle of 1:1, over a span of decades. No indications of springs, seeps, unstable stratigraphic relation- ships or mass movement topography were encountered during our field investigation, however minor soil creep is anticipated in the upper soil horizons where sloping. More detailed soils information can be found in the attached soil logs. Conclusions and Recommendations: Based on the foregoing information, it is our opinion from a geo- technical standpoint that the site can be developed essentially as EARTH ANALYRY Page Four planned; if the following recommendations are applied: 1: As ditching along Meadowdale Beach Road has resulted in a devia- tion from the naturally stabilized grade, it is recommended that a grading plan be prepared which results in a minimum weight re- duction greater than the weight of the house and backfill. This will reduce the driving forces along the lower slope, and produc increased stability. The encountered uncompacted sand deposit can be assumed to weigh 120 P.C.F. for this calculation. If ex- cess material is generated, a stockpile area exists at a point south of the proposed driveway back around. 2: Any storm water produced by construction or the finished imper- vious areas shall be conveyed away from the slope immediately below the house. This will prevent the lowering of shear streng in the sideslope soils from pore pressures or piping of grains. 3: To reduce the potential for sloughing and severe grades, it is recommended that the finished floor elevation of the garage slab be at elevation ± 260 feet. To achieve the necesary grade, it will be necessary to remove vegetation and loose upper soils from the area to be under the slab and portions of the easterly footings. On site materials may be used as structural fill, placed into level keys in the recieving soil, and compacted to 85 to 90% density. A light vibratory compactor is recommended to prevent overcompaction. Optimal moisture content for the encountered very slightly loamy sand is 16%, with a range of 8 - 20%. Lifts of 8 to 10 inches of thickness are anticipated. An inspection of the compacive effort and footing excavations is recommended. 4: Cut banks below the proposed house or driveway are not recomm- ended, and unretained cuts for footings and driveway grade can be expected to slough to an angle of 1 vertically to 1.2 horiz- ontally over time. 5: A safe allowable soil bearing pressure of 1,500 P.S.F. can be assigned to the encountered strata, with no increase allowed due to seismic overturtning forces imposed on the soil. Footings should extend a minimum of 36 inches into the native soils along the downhill (northeasterly) section, and a minimum of 24 inches into the native soils for the remaining sections. All excavations should be cleared of sloughed or loose areas. An inspection of compaction and footing excavations is recom- mended prior to pouring footings. Total and differential settlements are anticipated to be 112 and EARTH ANALY51Y I Page Five 3/4 inches respectively. Additional Comments: The proposed yard and driveway cuts and fills may be retained utilizing on site materials as fill for geogrid textile cells, as the encountered slightly loamy sand is well drained, mostly free of dust and silt, and will compact readily over a wide range of of moisture content. The installation of rockery or retaining walls are also options for retaining the proposed driveway and yard cuts and fills, de- pending largely on economic and aesthetic considerations. Lateral earth forces against retaining walls or foundation walls may be calculated on thejsis of an imaginary fluid having a density of �O P.C.F. or P.C.F. where the backfill is steeply. sloping. The encountered subsoils can conservatively be assigned the follow- ing values: 1: A 320 Angle of internal friction. 2: An active soil pressure of 3 0 P.C.F. 3: A passive soil pressure of 33 o P.C.F. Stormwater disposal by installing a drywell or level spreader is feasible in the encountered well drained soils. An application rate of 1.2 gallons/square foot/day for trench bottom area is recommended, based on the soil texture. The conclusions and recommendations presented herein are profes- sional opinions. The lot was created a few years ago by splitting a larger lot into 2 parcels. During the short platting proceedure and the Preliminary Review of Proposed Short Subdivision (see attached), the statements and conclusions made by city staff, stressed the need to preserve as many trees and other vegetation on the site as possible, and to minimize the overall grading effort. We concur with those statements and conclusions. In support of the city's position, we are requesting relief on the driveway's incline to a maximum of 20% grade. This increase will allow the house to be relocated and shorten the driveway by approx. 20'. The benefit to the city is the preservation of additional trees and vegetation area, an -25% reduction in site disturbance for that driveway, and a reduction in impervious surface area. The benefit for the owners / developers are; a shorter backing distance from the house to the remote situated turn -around, and possibly some reduction in driveway construction cost. The site is on a northeast -facing moderate slope' which does not appear to have been developed with buildings in the past. The property is covered with a moderate growth of trees and shrubs. We didn't notice evidence of springs exiting on the slope, although the drainage ditch along the southwest side of Meadowdale Beach Road did have water in it. We did not notice surficial evidence of inherent, deep-seated instability along the slope, although shallow soil sluffing is a possibility. It is our opinion that the slope on the site is generally stable. We do expect that the top three to seven feet of soil cover along this slope may require some reinforcement. during excavation depending on the depth of excavation and the time of year during construction (i.e., ecology block walls, rockeries, and/or shoring). Under the topsoil and surficial looser soils, we anticipate excavations will encounter a dense to very dense gravelly silty sandy glacial till.
