Dear Mr. Walker
I have reviewed your account and will allow a credit from November 1995 through January
24, 1996 in accordance with our City policy. The policy states that the customer will be
billed at the retail rate based upon the average water consumption for the same period
during the previous year. In addition, the excess water lost from the leak will be billed to
customer at the City's wholesale rate with a 15% surcharge added for administrative cost.
Only one leak credit will be granted in any three year period.

Following up on our telephone conversation of February 26, 1996, copies of the bills for
repair of the broken water pipe are enclosed. We discovered the leaf: a few days prior to
Christmas and the repair was finally completed on January 6. The cost and duration of
the repair was due to the fact that the breakage was under a cedar tree and necessitated
trenching around the tree and installing of 30 feet of copper pipe. As you can see the
repair was hardly inexpensive at $1623 (though this was under a second estimate of
considerably more). Our neighbors were kind enough to let us hook into their system
during the repair.
Any relief possible on the enclosed bill is very appreciated as has been you gracious
handling of my telephone questions.
