FOR APPROVAL OF CONDITIONAL USE PERMIT
DECISION: The application for the Conditional Use permit is granted
subject to the conditions listed below:
INTRODUCTION
Stephanie Dixson, 7901 196th Street S.W., Apt. 17, Edmonds, WA and hereafter
referred to as the applicant, has requested approval of a Conditional Use permit
for the purpose of operating a home daycare facility at 7901 196th Street S.W.,
Apt. 17, Edmonds, WA.

After due consideration of the evidence presented by the Applicant; evidence
elicited at the public hearing; and as a result of personal inspection of the
subject property and the surrounding area by the Planning staff, the following
findings of fact and conclusions constitute the basis of the decision of the
Planning staff.
FINDINGS OF FACT
I. The Applicant has requested a Conditional Use permit for a home daycare
on property located at 7901 196th Street S.W., Edmonds, WA.
2. Zoning on the property is RM -2.4 as established in the Edmonds
Community Development Code.
3. The Comprehensive Policy Plan map designation for the above described
property is high density residential.
4. The Applicant is licensed by the State of Washington to operate a home
daycare facility for up to five children (License #52-H-163637).
5. The subject property is located in a multiple family residential area
and is developed into a 21 unit apartment complex.
Findings and Decision of the Planning Staff

6. There is a 24' X 100' fenced playground available for use by the
applicant.
7. The applicant testified, that the daycare facility would operate from
six a.m. to six p.m.
8. The appl'•icant testified that she is planning to care for four children
including her infant son.
9. The applicant testified that the landlord has.agreed to this operation
and use of the playground.
10. The applicant submitted a typical floor plan of the apartment and outlined
where the children will stay. A copy is attached to this report.
11. Written testimony was submitted by another apartment resident outlining
the following concerns:
a. The children should not be allowed to play in parking
lot and sidewalks.
b. Parents delivering/picking children up should not create
parking problems.
I . The existing laundry facilities not be used by the
daycare.
d. The daycare have assigned use of the playground with
adult supervision at all times.
e. The proposed apartment be modified to meet all safety
regulations.
f. Noise level not exceed normal family use.
12. The apartment resident felt if the above concerns were alleviated or
complied with, she would have no objection to the proposed use.
13. The applicant testified that:
a. There will be scheduled play times with adult supervision
only in the designated playground.
b. The existing laundry facilities will not be used for the
daycare.
c. The State inspector has inspected the home for compliance
with all regulations.
CONCLUSIONS
1. The application is for the approval of a Conditional Use permit for a
home daycare facility at 7901 196th Street S.W., Apt. 17, Edmonds, WA.

CONCLUSIONS
1. The application is for the approval of a Conditional Use permit for a
home daycare facility at 7901 196th Street S.W., Apt. 17, Edmonds, WA.

2. The subject property is zoned RM -2.4 and is designated by the
Comprehensive Policy Plan map as high density residential.
3. The Applicant is licensed by the State of Washington to allow
a home daycare for up to five children. Included in this figure is
the Applicant's infant son.
4. The proposed daycare appears consistent with the Comprehensive
Plan of the City of Edmonds.
5. The proposed daycare is consistent with the RM -2.4 tone and meets
all the requirements of the zoning ordinance.
6. The proposed daycare does not appear to be detrimental to the health,
safety and welfare of the community.
7. Testimony was received raising a number of concerns regarding the
proposed daycare. It is summarized in the findings.
DECISION
Using the above findings and conclusions as the basis of the decision, the
Planning staff hereby grants the Conditional Use permit request of
Stephanie Dixson, 7901 196th Street S.W., Apt. 17, Edmonds, WA, subject to
a
the following conditions:
1. The Applicant is to comply with all state license requirements
for home daycare operations.
2. The total number of children to be cared is not to exceed
five.
3. The hours of operation are to be six a.m. to six P.M.
4. Use of the playground shall be scheduled as outlined by the
Applicant. (See attached).
5. The existing laundry facilities shall not be used for the daycare
operation.
6. The Applicant is to obtain a business license.
This Conditional Use permit is granted subject to the authority granted the
Planning Staff as outlined in Chapter 20.95.060 of the Edmonds Community
Development Code.
