Critical Areas Checklist
The Critical Areas Checklist contained on
this form is to be filled out by any person
preparing a Development Permit
Application for the City of Edmonds prior
to his/her submittal of a development
permit to the City.
The purpose of the Checklist is to enable
City staff to determine whether any
potential Critical Areas are or may be
present on the subject property. The
information needed to complete the .
Checklist should be easily available from
observations of the site or data available at
City Hall (Critical Areas inventories, maps,
or soil surveys).
An applicant, or his/her representative,
must fill out the checklist, sign and date it,
and submit it to the City. The City will
review the checklist, make a precursory site
visit, and make a determination of the
subsequent steps necessary to complete a
development permit application.
With a signed copy of this form, the
applicant should also submit a vicinity map
or plot plan for individual lots of the parcel
with enough detail that City staff can find
and identify the subject parcel(s). In
addition, the applicant shall include
other pertinent information (e.g. site
plan, topography map, etc.) or studies in
conjunction with this Checklist to assist
staff in completing their preliminary
assessment of the site.

Waiver Criteria (all criteria must be found to apply):
✓ There will be no alteration of the Critical Area or its required buffers;
✓ The; development proposal will not impact the Critical Area in a manner contrary to
the goals, purposes, objectives and requirements of the Critical Areas ordinance;
✓ The development proposal meets the minimum standards of the Critical Areas
ordinance;
✓ The above findings are based on the following conditions of approval;
During review and inspection of the subject property it was found that the site contains a Steep
Slope Slope Hazard Area pursuant to Chapter 20.15B of the Edmonds Community
Development Code.
Based on these findings, prior to submission of any development permit, you will be required
to submit the following for review by the Planning Department:
1. Before any permit application may be applied for, submit to the Planning Department a
topographic survey prepared by a Licensed Land Surveyor delineating Steep Slope
Areas. Any slope over 30% with more than 10 feet of reise will be classified as a
Steep Slope Hazard Area. A 50 foot buffer is required fromboth the top and toe of the
slope. A 15 foot building setback is required from the 50 foot buffer.
2. If the results of the above survey determine the lot unbuildable, any development which
is not identified as an exception per ECDC Chapter 20.1513 must receive a Reasonable
Use Exception or a Variance persuant to ECDC 20.15B.180A and 20.15B.040C.
3. All proposed development of the subject lot must meet the requirements of Chapter
19.05 of the Edmonds Community Development Code.
If the property owner wishes to apply for a specific development permit which they feel
would not impact the Critical Areas located on the site, they may submit their proposal to
the Planning Department for review. If the Planning Department finds that the proposed
development permit will not adversely impact a Critical Area or its buffers, a conditional
waiver may be issued on a project by project basis. y

Re: Tree Cutting In The Public Right -Of -Way
Dear Mr. & Mrs. Giroux:
It has come to my attention that you removed a mature Douglas Fir tree located within a
City right-of-way. Trees in the public right-of-way can only be removed if.they pose a
safety hazard and permission is received by the Public Works Director.
I inspected the remaining trunk of the tree with Jason Tourtellot, Planning Code
Enforcement Officer this week and cannot determine if the tree posed a hazard. None
the less, in order to compensate the City for the loss of the tree, I am requesting that
you comply with the Edmonds Community Development Code 18.45.075 of planting
three replacement trees (Douglas Fir or Western Red Cedar). The size of the trees
should be 3" caliper measured 4 feet from the ground. The three trees should be
planted in the vicinity of the tree which was cut.
Please contact Jason Tourtellot no later than 5pm on March 10, 1999 to inform him that
the trees have been planted. Once this is done he may close the Code Enforcement
Case file #ZE-98-46 that is currently open against your property. If you have further
questions he may be contacted at 771-0220. Thank you for your cooperation.

Dear Mr. Miller
Ed and I were very surprised by your letter and even more surprised
by the.fact that the letter accused us of cutting down a mature
Douglas Fir. Not knowing the location _of the tree in question.we.- _--
of -course called Jason to have him come out to show us.
Two things about that tree:
1) It is not .a Douglas Fir, but in fact it is a willow (enclosed is
a piece of the tree)
2) The tree was not cut down, but was topped and is very much alive,
well and growing.
Garys tree service, who topped the tree last summer, assured us that
we did not need a permit to top a tree but only if we were to cut
it down.
I realize the tree is very hard to see with the 4" caliber Ivy
growing up the trunk, but this Ivy, was in fact strangling the
top of the tree and the tree was in danger of dying.
When Jason left here the first time, he assured us that everything
was okay. Now it seems that because our neighbors will not leave
this .alone and are still calling about the situation, you are asking
us to pay for something we did not do in the first place, just to
close the case.
When we were building our home, we worked very closely with the
City of Edmonds, tagging and cutting only Alders. We fully under-
stand your position but we do not feel it is our responsibility
to plant any trees to compensate the city for a Douglas Fir that
was not cut down by us.
We would never cut down a Douglas Fir, we moved to.this location
because of the trees that surround our property. It is our only
misfortune to have the neighbors that we do.

Re: Tree Cutting In The Public Right -Of -Way
Dear Mr. & Mrs. Giroux:
It has come to my attention that you removed a mature Douglas Fir tree located within a
City right-of-way. Trees in the public right-of-way can only be removed if they pose a
safety hazard and permission is received by the Public Works Director.
I inspected the remaining trunk of the tree with Jason Tourtellot, Planning Code
Enforcement Officer this week and cannot determine if the tree posed a hazard. None
the less, in order to compensate the City for the loss of the tree, I am requesting that
you comply with the Edmonds Community Development Code 18.45.075 of planting
three replacement trees (Douglas Fir or Western Red Cedar). The size of the trees
should be 3" caliper measured 4 feet from the ground. The three trees should be
planted in the vicinity of the tree which was cut.
Please contact Jason Tourtellot no later than 5pm on March 10, 1999 to inform him that
the trees have been planted. Once this is done he may close the Code Enforcement
Case file #ZE-98-46 that is currently open against your property. If you have further
questions he may be contacted at 771-0220. Thank you for your cooperation.

After review of the subject permit application, the following requirements must be met:
1. Construction hours are: WEEKDAYS — 7:00 A.M.40:00 P.M.;WEEKENDS/HOLIDAYS —10:00 A.M.-6:00 P.M.
2. A separate RIGHT-OF-WAY CONSTRUCTION PERMIT is required for all work on public property. (ECDC 18.60)
3. Truck haul route plan must be submitted and approved prior to permit issuance.
4. Builder/owner is responsible for containing all temporary runoff and erosion control on site (ECDC 18.30.030d).
5. NO WORK SHALL BE DONE WITHIN 15 FEET OF STREAMS OR 10 FEET FROM ANY CLOSED DRAINAGE
FACILITY. BUILDER/OWNER IS RESPONSIBLE FOR IDENTIFYING CONDITIONS ON THE DRAWING.

6. FILTER FABRIC FENCE SHALL BE INSTALLED AND INSPECTED PRIOR TO CLEARING AND CONSTRUCTION.

7. INSPECTIONS ARE REQUIRED ON STORM DRAINAGE SYSTEMS, TIGHTLINES AND CATCH BASIN

1.0 GENERAL
THESE STRUCTURAL NOTES SUPPLEMENT THE SPECIFICATIONS, ANY
DISCREPANCY FOUND AMONG THE DRAWINGS, SPECIFICATIONS, THESE NOTES,

GIVEN IN ACI 301. PLACE CONCRETE PER ACI-304 AND CONFORM TO
ACI-604(306) WINTER CONCRETING AND ACI-605(305) FOR HOT WEATHER
CONCRETING. CONCRETE SHALL BE PLACED TO AVOID SEGREGATION,
HONEYCOMBING OR POCKETS. USE INTERIOR MECHANICAL VIBRATORS WITH
1000 RPM MINIMUM FREQUENCY. DO NOT OVER -VIBRATE. CONCRETE SHALL
BE POURED MONOLITHICALLY BETWEEN CONSTRUCTION OR CONTROL JOINTS.

3.4 MATERIALS

344N, POZZOLITH 100XR, OR POZOLITH 122HE. POZZOLITH SHALL BE
INCORPORATED INTO ALL CONCRETE IN EXACT ACCORDANCE WITH THE
MANUFACTURER'S INSTRUCTIONS "SYNERGIZED PERFORMANCE SYSTEMS"
CONCRETE USING POZZOLITH ADMIXTURES TO PRODUCE FLOWABLE
