The purpose of the Checklist is to enable City staff to determine whether any potential Critical Areas are, or may be, present on the subject property. Prior to making application for development activity near this area, a more detailed analysis of the site must be provided. If the activity will not be located in or around the suspected critical area, please refer to the section in bold below. Steep Slope Hazard Area Delineation Requirements To determine the extent of a Steep Slope Hazard Area, a topographic survey of the property, prepared by a Licensed Land Surveyor must be obtained. Any slope of 40% or more, with at least 20 feet of vertical rise will be classified as a Steep Slope Hazard Area. From the toe or top of the Steep Slope Hazard Area, a 50-foot buffer plus a 15-foot building setback is required. The survey is to confirm the presence of a Critical Area and locate the buffer and building setback as mandated by ECDC Chapter 20.15B. For development of any kind that is proposed within the, 50-foot buffer, the 15-foot building setback, or critical area itself, the following options may apply: A licensed geologist or geotechnical engineer may provide evidence to demonstrate that a buffer alteration down to 10 feet plus a 15-foot buffer setback will have no adverse impact upon the site, the public or any private party. This effectively reduces the requirement from a total of 65 feet from the top or toe or slope down to 25 feet. A geotechnical analysis of the site and statements regarding the setback reduction and lack of adverse impact on the public is required prior to any development permit application. 2. If development must occur within the critical area, buffer and/or setback and is not identified as an exception, a variance or Reasonable Use Exception and variance pursuant to ECDC Section 20.15B. may be possible. If the property owner wishes to apply for a specific development permit which they feel would not impact the Critical Area located on the site, they may submit their proposal to the Planning Division for review. If the Planning Division finds that the proposed development permit will not adversely impact a Critical Area or its buffers, a conditional waiver may be issued on a project by project basis. Location of the site is shown on Figure 1, the Project Location Map. As designed, a new two story residence is planned at the project site with a conventional spread foot- ing supporting the sructure. 1.2 Authorization The authorization to proceed with the study was received in a signed letter by Mr. Jay Behm; of Behm Design, dated July 24, 1990. 1.3 Purpose of this Investigation The purpose of this investigation is to: a) Determine the subsurface conditions of the project site. b) Recommend the footing design parameters. d) Evaluate slope stability of the project site. c) Recommend the lateral soil pressures for retaining wall design. 1 P.O. Box 596, Lynnwood, Washington 98046 • (206) 774-0106 U 1 1 2.0 PROJECT SITE CONDITIONS 2.1 Surface Conditions The project site consists of a irregularly shaped parcel situated east of the Olympic View Drive and south of the Sunset Way in Edmonds, Washington. The southwest portion of the site is roughly trapezoidal, and the proposed residence will be situated in this portion of the site. The northwest por- tion of the site is of triangular shape. The site slopes toward the northwest, with a total topographic relief of approximately 30 feet over a horizontal distance of approximately 60 feet. At the time of HWA's visit, most of the southwest por- tion of the project site was grass -covered. Trees and bushes are found in the northwest portion of the site and along the property lines. 2.2 Subsurface Exploration The HWA project engineer supervised and logged the soil exposed in four test pits excavated on August 7, 1990. Figure 2, the Site Plan Map, shows the approximate test pit locations. The test pits were excavated with a tire -mounted backhoe. The soils from each test pit were examined and represen- tative soil samples were sealed in air tight containers and brought back to HWA's office/laboratory for further examination. Figures 3 to 6 show the detailed soil logs. 2.3 Soil Stratigraphy Soil units encountered in the test pits are as follows: Unit A: Topsoil The project site is partially underlain by a unit of loose, dark gray topsoil. Unit A was encountered in test pit TP-2 and TP-4. Unit A was approximately one foot thick. Unit B: Fill Fill material was observed in test pit TP-1. The unit was loose, dry, grayish brown, fine sandy silt. Some cobbles were observed in the unit. The unit was approximately 3 feet thick. Unit C: Glacial Outwash Outwash sand was encountered test pits TP-1 and TP-2 below Unit B and Unit A, respectively. Unit C was a loose, brown, silty fine to coarse sand with a trace of fine gravel. The unit was three (3) feet ' thick in test pit TP-1, and was one (1) foot thick in test pit TP-2. Unit D: Glaciolacustrine ' Glaciolacustrine deposits were encountered in all test pits. The unit was medium stiff to hard, gray, slickensided, sandy silt and silty sand. This was the lowermost unit encountered in the test pits. 1 1 ' 2.4 Groundwater ' No ground water was observed during the test pit excavation. ' 3.0 CONCLUSIONS AND RECOMMENDATIONS 3.1 Slope Stability Based on the subsurface conditions observed during the test pit excavation, it appears that the project site is situated on a stable slope. In addition, an area field reconnaissance did not reveal indications of distress in the nearby structures. However, a medium stiff lacustrine deposit was encountered at a 1 depth of 7 feet in test pit TP-3, which was relatively wet. This may indicate that an abondoned stream bed may exist in the close proximity to TP-3, and one time may have extended between TP-1 and TP- 2. During construction, this area should be re-examined by HWA. The footings may need to be deepened at certain locations. The design provided by Behm Design, dated July 5, 1990, depicts an up slope southeast of the proposed residence, and a down slope northwest of the proposed residence. Both the up slope and the 1 down slope will be graded to approximately 2HA V (Horizontal: Vertical) by cut and fill operations. Some of the spread footings of the proposed deck will be supported on the compacted fill on the down slope. Based on the soil conditions observed in test pits TP-3 and TP-4 (which are native medium stiff to hard lacustrine deposits) it is acceptable to cut the up slope to 2HAV. However, vegetation should be planted on the cut slope to minimize the potential for surficial erosion. The down slope is designed to be filled to a 2H:1V slope, and will have a topographic relief of ap- proximately 10 feet. From HWA's previous experience with similar situations, it is relatively difficult to satisfy the compaction criterion near the outer edges of the proposed fill slope, unless the cut opera- tion is carried out after the compaction is completed. However, compact -and -cut operation is relatively expensive. On the other hand fill materials that are improperly compactedl may result in an unstable ' slope. Therefore, HWA recommend that concrete retaining wall be used to retain the compacted fill. The vegetation growing on the existing slope has positive effect on the stability of the slope because roots reinforce the in situ soils and prevent erosion. Removal of the existing vegetation, which will ' lead to decay of the roots, undoubtedly will have adverse effects on the slope. Therefore, in HWA's opinion, removal of the existing vegetation should be kept to a minimum. Building set back is not necessary if footings at the down slope side of the building are founded two (2) feet into the very stiff to hard lacustrine deposit. ' 3.2 Spread Footing Design Parameters Conventional spread footing foundations can be used for the project site. The following design parameters are recommended: a) All footings should be cast on hard lacustrine deposits at the down slope side of the building. Footing on the uphill side of the building may be cast on medium stiff lacustrine deposits. I 1 b) An allowable bearing capacity of 2500 pounds per square foot (psf) can be used. c) All footings should be embedded at least 18 inches from the footing grade to the ground surface. d) Minimum footing widths are 1.5 and 2.0 feet for the strip and square footings, respectively. e) Footing excavations should be finished in a neat condition. No soft and disturbed soils should be remain beneath the footing foundation. f) The existing lacustrine deposit can be easily disturbed and softened when it becomes wet. When such conditions exist, the bearing surface should be over -excavated at least two (2) feet below the footing grade, and be filled with lean concrete. g) All bearing surfaces should be tested and verified for the recommended bearing capacity by a representative from Hong West & Associates (HWA). 3.3 Retaining/Footing Wall Design The down slope concrete retaining wall should be designed such hat the un-retained height above the wall is not more than four (4) feet, and the back slope should not more than 2H:1V. The retaining wall should be designed to withstand the following lateral pressures, calculated in terms of equivalent fluid unit weight: a) 35 pcf, yielding wall, level backfill b) 55 pcf; yielding wall, back slope not more than 2H:1V, un-retained height less than 4 feet. The footing wall should be designed to withstand a lateral pressure of, in terms of equivalent fluid unit weight, 35 pounds per cubic foot (pcf). Retaining and footing walls should also conform to the following criteria: c) Retaining and footing wall backfill should consist of free draining, clean sand and gravel with less than 3 % by weight passing a #200 sieve. d) All backfill should be compacted to as specified in Section 3.4. e) Footing drain should be provided by installing minimum 4 inch perforated pipes along the outer footing line. ' f) Retaining wall should be founded at least two (2) feet into the native, stiff to hard lacustrine deposit. The bearing surface should be inspected by a HWA representative. 3.4 Compaction Standard ' Native soils beneath building foundations should be proof -rolled to 95% of the Modified Proctor maxi- mum dry density (ASTM D 1557). ' 4 11 Any structural fill supporting the foundation should be compacted to 95% of the Modified Proctor maximum dry density. The structural fill should consist of clean sand and gravel with less than 3 % by weight passing through a #200 sieve. Any foundation wall backfill should be compacted to 95 % of the Modified Proctor maximum dry den- sity beyond 5 feet away from the wall, and to 92 % within 5 feet of the wall. Prior to fill placement, the down slope should be benched to allow better "bonding" between the native soil and fill material. All fill material used in constructing the down slope should be compacted to 95 % of the Modified Proctor dry density. Over compaction behind a retaining wall can result in unfavorable high lateral stress on the wall, and could tilt the wall. Therefore, the backfill within five (5) feet of the wall should be placed in thin layers, and utilize a hand operated compactor to achieve the required compaction standard. The procedure to achieve the proper density of a compacted fill depends upon the compaction equip- ment, the number of passes, thickness of each layer to be compacted, and certain soil properties. If small compaction equipment is used, the soil must be placed in thin enough layers to achieve the desired density. ' Generally, under compacted soils are the result of poor workmanship or of soils compacted at an im- proper moisture content. Soils with a high degree of silt and clay may easily become too wet, or coarse grained soils become too dry for maximum compaction. Silty or clayey soils with a water content higher than the optimum must be dried as necessary. Sprinkling is sometimes required to wet a coarse grained soil to its optimum water content before compaction. ' HWA recommend that compacted density of all fill material should be monitored as construction proceeds. 4.0 CLOSURE This soil investigation was conducted by generally accepted engineering standards. Experience has shown that programs planned and executed by these standards reveal with reasonably representative subsurface conditions. ' The analyses and recommendations contained in this report are made based on the assumption that the soil conditions encountered in the test pits are representative of actual conditions throughout the site. However, experience has also proven that subsurface conditions can vary radically over a small dis- tance. Inconsistent conditions can occur between test pits and not be detected by a geological study. If, ' during construction, the subsurface conditions encountered are different from those predicted by the results of this investigation, this office should 'be notified so that we can review the variances and reconsider our recommendations if necessary. ' Such unexpected conditions frequently require an additional capital expenditure in order to attain a properly constructed project.
