The scope of our services consisted of exploring site surface and subsurface conditions, and then developing this report to provide conclusions and recommendations regarding the geotechnical engineering aspects of the project. We observed two test holes in order to determine the subsurface conditions. Based on our conversations with you, we understand that the roofline of your residence will be changed, but no addition to the residence will be done. Also, a deck will be constructed on the northern (project north) side of the residence. We understand that the northern side of the residence is approximately 60 feet from the top of an existing steep slope, while the deck will be located approximately 50 feet from the slope. Conventional footings are proposed for support of the deck. If the scope of the project changes from what we have described above, we should be provided with revised plans in order to determine if modifications to the recommendations and conclusions of this report are warranted. SITE CONDITIONS SURFACE The Svangren property is located on a private driveway that extends north of Olympic View Drive. The property is located on the western (project west) side of the driveway. The existing residence is located on the eastern side of the property near the driveway. The main floor of the residence is near the driveway grade, while a basement level daylights to the west. An existing main floor deck extends off the northwestern portion of the residence. Most of the property slopes down to the west at a moderate inclination (estimated to be in the range of 25 percent). However, near the western edge of the site is a very steep slope that is over 50 feet tall. The residence is located approximately 60 feet from the steep slope. The area between the residence and steep slope is landscaped and contains a wood shed. The steep slope is heavily vegetated. Some large evergreen trees are located at the top of the steep slope. This slope is defined as a landslide hazard area per Section 23.80.020 of the Edmonds Municipal Code due to its steepness. We did not observe indications of soil instability near the top of the slope. We were not able to traverse and observe the middle and base of the tracks. However, we are GEOTECH CONSULTANTS, INC. STREET FIDE 0 Richard Svangren July 10, 2009 JN 09154 Page 2 aware that at the base of this slope are twin railroad tracks belonging to the Burlington Northern Railway. Beyond these tracks is Puget Sound. SUBSURFACE Two hand -excavated test holes were excavated on the site on July 3, 2008. One hole was located near the northwestern corner of the proposed deck, while the other was near the southwestern corner. The southwestern test hole revealed approximately 18 inches of loose, native sand that. then became medium -dense. At a depth of approximately 4.5 feet, the sand became gravelly and. dense. In the northwestern test boring, approximately 3 feet of loose fill was revealed overlying the loose native sand. This sand became medium -dense at approximately 4 feet and dense around 6. feet. Our firm observed the drilling of some deep test borings near a similarly sloped area about one-half mile south of the site; similar dense soils were found as the core soils on that site. CONCLUSIONS AND RECOMMENDATIONS GENERAL THIS SECTION CONTAINS A SUMMARY OF OUR STUDY AND FINDINGS FOR THE PURPOSES OF A GENERAL OVERVIEW ONLY. MORE SPECIFIC RECOMMENDATIONS AND CONCLUSIONS ARE CONTAINED IN THE REMAINDER OF THIS REPORT. ANY PARTY RELYING ON THIS REPORT SHOULD READ THE ENTIRE DOCUMENT. The development of the proposed residence remodel and the deck addition is very suitable from a geotechnical engineering standpoint in our opinion. Medium -dense or denser, native sand soil was revealed in test holes at depths ranging from about 1.5 to 4 feet. The deck addition can be founded on conventional footings as planned, provided they bear on the competent sand soil. A bearing capacity of 2000 pounds per square foot can be used for the footings. We found that the area near the deck and at the top of the slope appeared to be stable, and founding the deck footings on the competent soil will have no negative affect on stability of the adjacent area or the slope. Section 23.80.020B of the Edmonds Municipal Code (the Code) defines a landslide hazard area to include any area "... with a slope of 40 percent or steeper and with a vertical relief of 10 or more feet except areas composed of consolidated rock". As noted earlier, the steep slope on the western of the property is considered to be a landslide hazard area per the Code. A minimum building setback of 15 feet is required from the edges of all critical area buffers, per Section 23.40.280 of the Code. A minimum buffer of 50 feet is generally recommended per Section 23.80.070A of the Code. However, this section of the Code also states that the buffer width can be reduced to a minimum of 10 feet "...when a qualified professional demonstrates ... that the reduction will adequately protect the proposed development, adjacent developments and uses and the subject critical area". Based on our site explorations and our nearby explorations, it is apparent that the core of the steep slope west of the subject property is comprised of very competent, native glacially -compacted sand soils. In addition, we did not observe indications of soil instability near the top of the slope during our site visit. Because of these reasons, it is our opinion that the buffer can be reduced to 30 feet, resulting in a total minimum building setback of 45 feet from the top of the western slope. The residence is located well outside this buffer and total setback distance, and the proposed deck is well outside this recommended buffer. We recommend including this report, in its entirety, in the project contract documents. This report should also be provided to any future property owners so they will be aware of our findings and recommendations. LIMITATIONS - The conclusions and recommendations contained in this report are based on site conditions as they existed at the time of our exploration and assume that the soil and groundwater conditions encountered in the test pits are representative of subsurface conditions on the site. If the subsurface conditions encountered during construction are significantly different from those observed in our explorations, we should be advised at once so that we can review these conditions and reconsider our recommendations where necessary. Unanticipated soil conditions are commonly encountered on construction sites and cannot be fully anticipated by merely taking soil samples in test pits. Subsurface conditions can also vary between exploration locations. Such unexpected conditions frequently require making additional expenditures to attain a properly constructed project. It is recommended that the owner consider providing a contingency fund to accommodate such potential extra costs and risks. This is a standard recommendation for all projects. This report has been prepared for the exclusive use of the Svangren family and their representatives for specific application to this project and site. Our recommendations and conclusions are based on observed site materials and engineering analyses. Our conclusions and recommendations are professional opinions derived in accordance with current standards of practice within the scope of our services and within budget and time constraints. Walker: This letter presents the results of out observations and opinions regarding the slope failure at the subject site. This letter has been prepared based on our general knowledge of soil conditions in the area and as further described in the report by Nelson-Couverette and Associates, Inc titled Gee -technical EaaIuation Report for Vista Del Mar Subdivision, Edmonds, Washington, dated April 26, 1993, and our recent observations of the site. SITE CoND1TIONs The undersigned representatives of Landau Associates Inc_ viewed conditions on February 16, 1996. We were accompanied by Jim 'walker and Jeannine Graf from the City of Edmonds. The topography of the subject property consists of a steep slope that forms a bluff overlooking Puget Sound and an upland area of relatively gentle to moderate slopes_ The predominant soil type in the area consists of dense, fine to medium sand with occasional gravelly and coarser sand layers. This soil is classified as advance glacial outwash and is referred to as Esperance Sand. The sand was overridden and compacted by the weight of thick glacial ice. A smallsingle family residence is located on the upland portion and is set back from the edge of the slope by about 30 fL It is our understanding that an 8-inch diameter sanitary sewer line servicing the houses along the bluff is typically located about 10 ft back from the top of the slope. The slide is located on the face of the bluff. In the area of the slide, the bluff, has a relatively uniform steep slope and has a slight hollow shape. The material that slid appears to have been limited to a zone of less competent surface soil located on the bluff face. The depth of the material that slid appears to be typically on the order of one to two feet below the previously existing slope face. Except for the slide area, the ground surface is covered with dense, natural vegetation. The general nature and apparent age of the adjacent vegetntion suggests that sliding has not occurred in this area in recent years. According to comments made by a local resident to a member of our firm, this portion of the bluff has apparently not experienced landsl:ding for at least the last 30 years. Clearing for a new residential subdivision is currently in progress on land located east and up slope from the subject site. A potential concern was zaised'that the activity on this adjacent site ,may have contributed to the slope failure by increasing or concentrating overland flow or subsurface seepage toward the slide area. However, no signs of overland flow (such as continuing seepage, mud or silt deposits, etc) from the property onto the adjacent road surface was observed at the time of our visit. Sheet flow pattern across the pavement was identified, but it was observed that a small asphalt berm along the west edge of the road appears to direct the runoff into a landscaped area where the water appears to readily infiltrate into the ground. This infiltration point was located north of the slide area a sufficient distance that is unlikely to contribute water to the slide area. CONCLUSIONS Based on our observations, the slide was most likely triggered by the combination of recent freezing temperatures followed by substantial rainfall. This weather pattern had the combined effect of weakening and loosening the su hcial material while at the same time :increasing its weight. Similar slope failures occurred through out the Puget Sound area as a result of the recent nearrecord rainfall. The failure was located within a zone of loosened surface soil. This type of slide failure canbe attributed to natural erosion and weathering Processes and is typical ofthe material and steep slopes found in the area. We did not observe any indication that surface runoff, either from the site itself or from the recently cleared land to the east, directly contributed to the '(aillure. No signs of surface water erosion on the face of the slide scarp were evident. Similarly, sighs of subsurface seepage within the upper slide zone were also not apparent. The underlying dense sand appears to be stable; signs of ongoing movement were not observed. However, an accelerated rate of surface erosion and sloughing in the slide area will continue until a vegetative cover i`6 re-established. 02/22/90 j:\074\W9\IWALPM&LCr Z LANDAU MSCX;i ;TES. INC. At this time, it does not appear that City of Edmonds' sewer line is impacted or threatened by the slide. Periodically, this area should be visually monitored until stabilizing vegetation is re-established so that progressive erosion does not continue to move back the face of the slope and threaten the sewer line. USE OF Tms Rama Landau Associates, Inc. has prepared this letter report for the exclusive use of City of Edmonds for specific application to the recent surface slide located at 9207 Olympic View Drive. The conclusions contained in this letter are based, in part, upon our observations of the slide, our general knowledge of soil conditions in the area, and data frorm nearby exploratioru; completed by others. There may be variations in subsurface conditions at the site beyond those described. The precise behavior of the bluff is difficult to accurately judge because it is dependent on a number of factors that are difficult to predict. Because the slopes forming the bluff along Puget Sound are only marginally stable: Landau Associates cannot provide assurance that additional sliding and/or instability will not occur in the area. Our services have been conducted in accordance with generally accepted practices of the geotechnical engineering profession; no other warranty, express or implied, is made as to the professional advice included in this report. I sincerely hope his condition has improved since our phone conversation. I can well, imagine the stress you are under, dealing with his medical problems. It is most regrettable that your various property problems have developed at this most inopportune time. Over the course of the last few days, the city has attempted to determine the cause of the problems you are experiencing. The following is a chronological explanation of our efforts followed by our findings and recommendations. Wednesday, February 14th, you contacted my office expressing concern about the "sloughing off of the hillside and sinkholes that were occurring". You indicated your concern that what was occurring was associated with the clearing of land adjacent to your property. That afternoon a city engineer visited the site and determined that the erosion of the hillside was on the bluff beyond. your home and not in the proximity of the area being cleared. He indicated to me, that he believed the slide had been caused by current weather conditions and that the situation appeared to have stabilized. He could find no indication of any slipping of land onto your property from the property being cleared. I believe you were so informed. On Thursday, February 15th you again contacted my office and we had a phone conversation. You indicated your concern for water seeping across your driveway, a condition you had never experienced before. You again expressed belief that it in some way was related to the clearing activity. You also indicated you felt that the city was not taking action on this problem. I assured you that the city was still attempting to assess the cause of the problem and I would get back to you on Friday, so you would have some answers before the three day weekend. That afternoon, I met with staff and a further course of action was arranged. On Friday morning an engineer, the city code enforcement officer and a Geotechnical engineer we had brought in as a consultant visited the site, to further evaluate the situation. That afternoon, I received a verbal report with the following information: 1) The situation appeared relatively stable, given the general nature of slopes in the Meadowdale area. 2) The condition they assessed was similar to activity occurring all along the coastline. It is due to weather conditions over the last few weeks. In particular, the high levels of rain and melt off, • Incorporated August 11, 1890 • • draining undera frozen surface, causes pressure to build against the embankments and leads to sections of the cliff collapsing. 3) There was no indication of the seeping you had noticed on Thursday. If such was occurring, it was a result of periodic rains draining into supersaturated soil. 4) None of these conditions were caused by or related to the clearing taking place on adjacent property and there was no action that could be taken on that property that would change in anyway the conditions on your property. . 5) It was recommended that you hire your own consultant to get recommendations on what actions you would need to take to further stabilize your property. I made an effort to contact you immediately following the meeting and got your voice mail. - I left a message for you, summarizing the above points, and encouraged you to seek professional assistance with your problem. On Tuesday, I met again with staff, to review the written report of the consultant. We agreed it might be beneficial for you to receive a written copy of the report from Landau. I believe this report has been forwarded to you, along with information regarding the actions you must now take to protect your property. In addition, we have carefully assessed the clearing activities on the neighboring property. There was an approved plan on record for the clearing of trees and it has been followed. There is some concern that erosion control measures have not been implemented and the property owner will be notified by our engineers regarding the action he must take to secure the cleared land. I'm sure it is difficult for you to accept the fact that your property problems are not related to the clearing activity. However, I ask you to take note of the evening news on Wednesday, February 21 when it was reported that hillsides were eroding all along the coast. Trains are traveling at extremely reduced speed because of this condition. Freight trains are far behind schedule. Passengers are being off loaded at Everett and bussed to Seattle out of concern for current conditions. Yours is not an isolated incident. I feel the city has done all it can do to get answers to your concerns. I hope the actions taken and the information provided will be beneficial to you. At this point there is nothing more the city can do to resolve your problems. If you have any further question, I would be happy to be of assistance. It is my understanding that the City of Edmonds would not entertain any attempt to drain water under our private roadway, through the Park Reserve and over the embankment. I stated that that section of the Park Reserve embankment was perhaps the most unstable portion of the bank. You seemed to agree. I am sure you were not making a proffessional judgement as what section was the most unstable portion of the entire embankment. I indicated that two of the residences are very near the bank. drop-off and I being a one -tenth common owner of the Park Reserve, would not, on general principle allow the water to drain on to the bank. Further, I would not want to assume any liability for soil errosion damage to the two adjacent property owners by agreeing to any such drainage plan. You mentioned that the pipe had been abandoned for some time. The pipe has not been used for over thirty years; my occupancy time at 9209 Olympic View Drive. Nor have I seen water in Mark Nirschles side yard for that entire time. I understood you to say that any pumping off the Nirschle property would have to be discharged into the settlement tank that is now on the Kairez subdivision. Thank you for your time and courtesy. As a result. of this inspection, the subsequent field report and attached Landau Associates consultant report (dated 2/22/96) it is my determination that: 1. The slope remains stable as defined in Edmonds Community Development Code Chapter 19.05. 2. The localized slide condition is attributed by the Landau report to the impact of unusual weather conditions on unsuitable soil on the slope, and; 3. There is no evidence the slide is connected to the development activity on the property to the east. The slope may be in need of some repair which could include temporary and permanent slope protection measures, temporary and permanent erosion control, surface or subsurface drainage improvements, etc. If erosion control measures are needed as recommended by licensed professional engineers, it is the City's position that they should immediately be installed (provided no City permits or approvals are necessary and the work is completely on private property). However, if major site improvements are recommended (which expand beyond simple slope maintenance) the City has an obligation to thoroughly review those plans and recommendations to determine whether permits and other development related approvals are required.
