INTRODUCTION
This report provides the basis for the detention design for improvements proposed for
the subject property. The design is based on the City of Edmonds Storm Water
Management ordinance No. 3013 effective 3/31/95. Due to the level of redevelopment
proposed for this project, the code requires that the entire site comply with the new
standards. The ordinance requires postdevelopment runoff rates to match the
predevelopment runoff rates for the 10-year and 100-year 24-hour storms.
The assumed "existing" condition for establishing allowable release rates is 50 percent
meadow and 50 percent young second growth forest, with an average SCS curve
number of 83. Soil type is assumed to be hydrologic group C, based on the SCS soil
survey.
The proposal includes about 42 percent impervious cover, and the remainder grass
lawn, giving a postdevelopment curve number of 91. The site has no significant
tributary offsite areas, and no bypass calculation is considered necessary. The times of
concentration assumed for the predeveloped and postdeveloped condition are
assumed to be 10 minutes and 5 minutes respectively.
Rainfall characteristics include a hydrographic shape of an SCS Type 1A storm, and
total precipitation (interpolated from SCS isopluvial charts) as follows:
100-year 24-hour storm 3.0 inches
10-year 24-hour storm 2.0 inches
2-year 24-hour storm 1.3 inches
DETENTION STORAGE CALCULATIONS
Calculations were performed using an SCS-SBUH method to estimate hydrologic
performance. The software used is WaterWorks release 2.8, a commercially available
program designed for this purpose. A pipe configuration was modeled in the
Waterworks calculations, but an attached spreadsheet titled "Detention Pipe and Orifice
Sizing Calculations" provides more detail and allows fine tuning of the design. The
printout from the analysis follows the summary tables.

The final detention pipe size and release orifice diameters have been adjusted to fit the actual
site conditions and constraints, but have been designed to meet the performance goals
calculated above. The attached spreadsheet ("Detention Pipe and Orifice Sizing
Calculations") gives greater detail. about the actual design.
It is proposed to provide water quality treatment in a "wet -vault." The amount of dead storage
provided is based on the volume of a hydrograph generated from the site impervious area
only, for a storm which has a peak intensity of 64 percent of the 2-year design storm intensity.
The resulting volume is provided within the detention pipe, below the outlet elevation.

This letter is to present the Department of Natural Resources with comments regarding
the above referenced permit application. The City of Edmonds requires a tree clearing
permit for all clearing and grubbing on any lot that can be divided into three or more
lots, and on any lot that is designated as environmentally sensitive in the City of
Edmonds Community Development Code. At this time, there has been no application for
tree clearing made to the City of Edmonds on this property. There is not sufficient
information in the Forest Practices Application routed to us to determine weather a
tree clearing permit would be granted.
The City of Edmonds, as the Lead agency, would request that the Department of Natural
Resources deny the Forest Practices Application with the understanding that the
applicant could re —apply -when all -of the requirements -of the City of Edmonds had beer
met.

formally plat the subject property and to clear cut,
partially cut and land clear so as to provide Puget
Sound and Olympic Mountain view to the southwest and

On March 6, 1979, the Street Division accidentally broke a
4 inch sewer lateral at 9210 Olympic View Drive while they were
installing a new storm catch basin. After the sewer lateral
was exposed for repair it was evident that the last several
feet were inverted.
The Sewer Division has been called to this address in the past
to check for a sewer problem. Now that we know the Lateral is
inverted, future problems can be expected by the home owner.
However, the sanitary sewer is on private property and any
problem that may exist should be considered a customer problem.
