The regular meeting of the Edmonds Planning Commission was called
to order at 7:30 P.M. by Chairman Ray Sittauer at the Edmonds`
Civic Center. Chairman Sittauer welcomed the audience and explained

APPROVAL OF MINUTES
The minutes of the June 12, 1974 meeting were approved as read.

REPORT OF CITY COUNCIL_ ACTION BY JOE WALLIS
Mr. Wallis reported on the action of the council'at the June 18th
meeting. He stated that Resolution af441, Recommending Approval
for Secondary Uses in RIM Districts, Regarding Signs, was approved
by the council as recommended. Council had some questions,
"For Pent" and Mr.Wallis stated that he explained`'
regarding signs,
the Commission's position. On Resolution 1442, Group Homes in
RS Districts, the council accepted recommendation for denial.

However, a study of this particular problem was referred back to
the Commission to determine whether or not provisions for group
homes should be made, and if so, where they should be located.
Mr. Wallis stated that he would schedule the item on the July 17th

agenda for study by the Commission. Mr. Wallis stated that

because of lengthy discussion on several items the council did
not hear all items scheduled. Therefore, the Comprehensive Plan
Policy Development Program Proposal, as well as several other items
have been scheduled to be heard first at the next regular meeting
of the council.
PLATS AND SUBDIVISIONS'
P-5-74 Seaview Village, 12-lot plat on Andover Street, between

MrWallis reviewed slides of the area, stating that it is zoned

RS-12 and that Andover Street is the access street and is a
i neighborhood access. The plan calls for two culdesacs off
Street. Mr. Wallis stated that the lot dimensions and

setbacks do conform to the Subdiviision requirements;'the lot

I dimension ratios conform and lot arrangment in relation to
i topography is adequate. Topography is almost level. Lots will
j front on 181st Place S. W. and 182nd Place S. W. Tree cutting
restrictions are recommended on all trees 8" or more in diameter,
except in those areas where the actual building site will occur,
and where drives and walks occur. There is an environmental
assessment on this application, It is the recommendation of the
staff that the application be approved, Mr. Wallis reviewed
