The regular meeting of the Edmonds Planning Commission was called to order
by Chairman Larry Naughten at 7:30 p.m. in the Council Chambers of the
Edmonds Civic Center. Chairman Naughten welcomed those present and
explained the procedure of the meeting.

REPORT FROM COUNCILMAN TOM CARNS
Councilman Carns announced the following items and the City Council's action:
On August 2, the Council upheld Planning Resolution 562 to eliminate the bonus
density allowance in RML and RMH zones; the proposed reduction of allowable
units would be approximately 13% in RML zones and 20% in RMH zones. The Council
requested that the Planning Commission review the bonus density situation based
on design and submit a proposal. The Council also upheld a denial of a rezone
P.C. Resolution 560, from RS-20 to RS-1.2 in Talbot Park area, an appeal from
Patrick Hagen. The Council granted preliminary approval of the "Cassell Addition"
on 196th S.W. August 9 was a work meeting for the Council. Next week, August 16,
the Council will review the "Seaview Pines" PRO, and discuss the proposed
ordinance for adoption of the comprehensive plan and map.
Chairman Naughten asked Noelle Charleson if there was a study to review all the
multiple zoning in Edmonds. Ms. Charleson said there was a program involving
recently hired personnel under the CETA program.to update the land use inventory,
and calculations would be made of square footage of lots, zoning, existing buildings,
topography and soil conditions of all the parcels. An up-to-date record will then
evolve of how much land is zoned multiple, single family and commercial; but there
is no study of whether multiple should be eliminated or not at the present time.

The minutes of the meeting of July 27, 1977, had been posted, mailed and

a Chairman Naughten asked of the audience if there was anyone appearing before
the Commission on any item not on the agenda and there was no response.

x Chairman Naughten read a letter from Mrs. Gladys Tuson, residing at 508 Bell St.,
+' requesting a -rezone for single family dwelling, along with a petition signed by
84 persons opposing construction of an apartment house on the south side of Be
ll
r St., between 5th and Gth Avenue. Chairman Naughten asked Noelle Charleson what the
Planning Staff's action would be and she stated she had spoken to Mrs. Tuson, and
that it is BC zoning and apartment buildings are permitted. Ms. Charleson said
she had explained Mrs. Tucon's recourse would be to request a rezone to single
family, which was not likely, or a code amendment so that apartments could not be
t built in a BC zone. Ms. Charleson said she had explained the full procedure to
Mrs. Tuson and it would be up to the Commission whether to place it on the agenda.
