would be built on the site. He was advised it would not and that this
had been covered previously at the contract rezone hearing. The public
portion was then closed. COMMISSIONER McGIBBON MOVED, SECONDED BY COM-

PARKSIDE DEVELOPMENT COMPANY - Planned Residential_ Development
13 dwelling units on N.'Meadowdale:Rd. near 68th Ave: W. and 164th St..S.W.
Ms. Charleson said this was a preliminary review to be followed at a later
date by the design review. The site is in north Edmonds and is bounded
on the west by Meadowdale Rd. The site is heavily wooded and slopes
substantially to the west. There are two cul-de-sacs which are located
on flat knolls with a steep ravine between them. The area .is large enough
for 25 building lots, but 13 are proposed. Zoning is RS-20 to the north,
south, and east, and RS-12 to the west. She showed the location on the
Comprehensive Plan and Zoning Map and showed slides of the site. She
said each owner.will own 1/13 of the common open space, thereby preserving
most of the vegetation on the site. A proposal was submitted in 1975 for
this site which was for approximately 30 units but that proposal was not
developed. Ms. Charleson noted that there are no interior setback require-
ments in a PRO, but each unit will be at least 25' from another and the
units will be detached. One of the requirements the Planning Department
will make.will be that a soils engineer give a soils report on the existing
conditions there because there have been slide conditions in the area.
Ms. Charleson noted that the applicant will be requesting a 20, paved
street, rather than the required 24'. She said the developed areas and
the road equal approximately 50% of the site, leaving 50% open space
(25% open space is required). A crushed rock walk is required on 68th .
and two fire hydrants are required. Connection to sanitary sewers will
be required. The applicant proposed that the entire site drain into a
detention pond. Ms. Charleson said no environmental.findings could be
made until there is more information -on the soil condition and on drainage.
She recommended approval on a preliminary basis. Chairman Naughten noted
that there should be some safety measures taken if the detention pond is
very large. The public portion of the hearing was opened.
Jerry Krell of Kegel & Associates, the project designer, said the detention
area would be only for excessive storm water and that they generally create
such areas no deeper than 18"-24" so as not to create a danger or an
attractive nuisance. He said the detention area generally would be dry,
except during heavy rains. Regarding a crushed rock walkway, he said
he would not want to do a lot of grading or removal of trees for a walkway.
Assistant City Engineer Dick Allen remarked that the gravel walkway would
be a minimum disturbance of the site. Fred Kefgin noted that on the
Westmont View plat, across from this site, there is also a holding pond
and exposed aluminum piping. He said he hoped that kind of piping would
not be installed on this site. He inquired whether all the houses would
be high enough to drain to 68th, and Mr. Allen responded that they would
not but they could be pumped up. Mr. Krell then said that any progress
on this development will be hampered by the sewer requirement. His
proposal was to service each lot individually with septic tanks in order
to avoid the piping, cutting, clearing, and costs of providing sewers.
Mr. Allen said his recommendation would be denial on that basis, that
sewers are a City requirement and that the only unusual requirement here
was the necessary agreement between the Cities of Edmonds and Lynnwood
for sewers. He added that the Health Department had already issued
letters to the City recommending no more septic tanks in this area.
Fred Kefgin called attention to the fact that there were tree cutting
restrictions on the development across from this but three lots were
