stated that the neighbors had been meeting with the developer of the prop-
erty•and were still negotiating with him. Mark Knudsen of 21005 Woodlake

Dr., one of the petitioners, stated that they were,making progress with
the .developer and requested this item becontinued again. Ile said they
were discussing a greenbelt between the residential property and the;
proposed apartments, reduction of density of the apartments from 60+ to
40+, and some changes the developercould' make ou;tside•for the safety
of: children. Tony Perry, architect for the project,.said the developer -

Ms'. Charleson stated this had -been given preliminary, review on July 27 .
but the applicant had since revised the application•to include 13_units:'.
instead of 10. ,She'explained the Planned Residential Development concept
for the audience. 'She said this proposal wi•11 have two cul-de-sacs on
the flat portions of the site, there being steep ravines running west
of the-site:and'bet�reen.the two cul-de-sacs. The number of units per :
mitted for this site is.25. The e'nt.ire site will have a 25''perimeter

setback and the building sites will be at least-20'.from_the cul'de=sac

roads. The open 'area of; the site :Y�i 1`1 be `appr.oxinrately. 503�, an unusually,

large allowance for Iopen space. The Engineering Department required a
10" dedication along.68th'and`a walkway.- It also required that all lots
be connected to the sanitary sewer. Tree -cutting` restrictions tvi11 be
imposed. Tile -Fire-Department required fire hydrants. Ms. Charleson"
showed slides of the site;' noting .that it has substantial vegetation.

She said planning requirements in terms of land 'use had been met., and
she recommended approval. 'Assistant City, Engin.eer.Dick Allen addressed

drainage.and'sewage disposal. 'He said .the City has an arrangement with
the City of Lynnwood for reciprocal' use of sewer mains .and connection
would be required based on availability provided.by that arrangement.
He said the health codes require that such developments as this connect

to the'serrer system also. Ile said.,this area, is ,one of known slide condi-

tions and the developer had SUbmittod some analyses of the soils. He
noted that with the small number of homes on thesite and the large

undeveloped,area.there was sufficient room for the•developer'to provide
on -site disposal of water a'lid that the development would nut cause•any

increase in runoff, lie said the preliminary analysis appeared correct
"
and he saw no problem with continuing with the development. He added that
the developer Would provide roads, water, power, and other facilities for

the lots, under the supervision of the Engineering Department. He supported

Associates, the project designer, was present. He said the applicant was
willing to hook up to the Lynnwood sanitary sewers and had already,taken
