00489Ms. Charleson noted that Mrs. Tuson's request was for a rezone of Block D and
that because there were no sideyard setback's in a BC zone, there was only
24 inches of space between Mrs. Tuson's home and the proposed apartment house.
Ms. Charleson said Mrs. Tuson's petition was not adequately 'addressed, and
perhaps her petition should be for changing the code in a BC zone, but that would
also affect the whole of Edmonds. Ms. Charleson also stated the petition was
really on behalf of Mrs. Tuson's neighbors. Chairman Naughten and Commissioner
Goodhope recommended that Mrs. Tuson obtain a petition from the legal owners of
the property to down -zone and Ms. Charleson said she would contact Mrs. Tuson
and relate the proper petition procedure.
Commissioner Hall presented copies of an article published by the Post Intelligencer
on August 7, "Saving Neighborhoods: For Whom?"-- and although it speaks for the
Seattle area, she felt it related to Edmonds as well and the citizens' desires
for maintaining a family residential area.

ZO-6-77 Amend Section 12.14.020 to reduce the size of parking spaces to
recognize the fact that many cars today are smaller sub -compact cars;

Ms,' Charleson stated the Compact Car Parking Spaces that the Staff
recommended is for a 90 degree parking angle providing an 81x16'
compact car parking space to be utilized only by,multiple dwelling
sites containing 13 or more parking spaces; provided that no more
than 25% of the spaces are utilized for compact sizes. She presented
a drawing of the Staff's recommendations and indicated all small car
spaces should be clearly marked and should be subject to the Amenities
Design Board review and if they or the Engineering Department reject
the plan due to design problems, that standard spaces be utilized.
The public portion of the hearing was opened and no one responded and
the public portion was closed. The applicant, Mr. Frank Taylor, was
not present.
Commissioner Hall suggested if there were more standard cars than
compact cars, there would be many empty spaces; she emphasized this may
not be a wise utilization of space. Ms. Charleson stated there would
be that problem and if there was not enough room for standard cars,
the next step would be parking in the streets. She also said the good
this amendment would do would be in saving space, possibly trees, by
reduction of standard spaces. It was brought up however, that if the
small car trend should change, there would be problems in changing the
sizes back to standard. COMMISSIONER SITTAUER MOVED, SECONDED BY
COMMISSIONER GOODHOPE TO DISAPPROVE ZO-6-77. THERE WAS NOT A MAJORITY
AND A*ROLL CALL WAS TAKEN WITH COMMISSIONERS ROSS, SITTAUER, GOODHOPE,
HALL, WALKER AND DICKSON VOTING YES, AND COMMISSIONERS McGIBBON AND
LaBELLE VOTING NO. THE MOTION THEN CARRIED.

Noelle Charleson introduced the proposed 6 lots located off of Maplewood
Drive in'a Single Family RS-12 zone. Property to the south is RS-8 and
Property to the north, east and west is RS-12. It is served by Maplewood
Drive which is open,and 88th Avenue West which is not open at the present
time. The lots have at least 12,000 sq. ft.; there is a small garage or
shed located on the north side of lot 1 that should be removed or moved
back to meet th- primary setbacks because of its age and bad condition.
The property is fairly level and with no severe topography differences,and
no streams or major water courses on the property. On lot 2, there
exists substantially large evergreen trees and Ms. Charleson
stated that no trees 8 inches or larger in diameter Play be cut in this
subdivision.
