structures upon two knolls along 68th Av'e. W. We are told the

property consists of 11 . 7 acres, much of • which would be left in
its natural state a-s wooded steep ravines. PRD 2-78, which is

not before. you, was a later plan to construct twenty-six.
clustered units in this same area and included an additional

4.9 acres, PRD 2-78 was approved by the City Council on August 1,
1978:and includes some major changes or modifications from the

original plan. A year later, the City Council apparently gave

final approval•to PRD 4-77 by passing Ordinance No. 2082, effec-
tive July 30, 1.979.

With limited time available, l have been unable to thoroughly

research the questions raised by this .application. I would
like to set forth comments on a,few key issues.

LACK OF NOTICE:
Lack o-f notice about this project has been a constant concern of
those who will be most affected by thi-s development. Only a few
families were represe:ntod at the hearing on August 31, which
turn -out belies the extent of the neighborhood opposition and is
probably a direct re.stil t, again, of inadequate notice. No posted
