00815 (2)applicant had developed one-half of the right-of-way down 72nd to match
the existing improved right-of-way in front of the convalescent center.
He said the upper lots on the west will be developed with two-story
structures and the lower ones with single stories and they will be of
a commercial nature with possibly some warehousing. He said water
disposal will be on -site and the site has excellent percolation. Also,
there would be an outlet to provide storm drainage to 72nd. He said he
had talked with Mr. LaPierre regarding the western slope and he had said
if anything is done.with.the front portion it would be in parking and
rockgry standards would be observed to retain.the slopes. Mr. Morgan
said they had not yet studied the stability of the existing retaining
wall. Commissioner Hall asked if the retaining walls had been there in
connection with the gravel operation, and Mr. Morgan responded that they
had. He said they planned to improve the retaining walls with beautifi-
cation and some structural addition if it is needed to be sure it is
stable. He said Mr. LaPierre had indicated he intended putting in a
cascading, recirculating waterfall down one of the walls for beautifica-
tion. Commissioner LaBelle asked if traffic patterns had been considered.
Mr. Morgan replied.that they realized there was somewhat of a problem
accessing the property from 212th, but with the street standard being .
proposed to be 36' and prohibiting parking at -that particular spot .
there would be room for two-way traffic. He said they had not -considered
one-way traffic at this time but they would be willing to consider it
if it appeared to pose a traffic problem. The hearing was then opened
to the audience.
Levy Johnston, attorney representing James Tandoo who owns a rectangular
piece of property bounded on three sides by this plat and on .the fourth
side by 212th St. S.W., said he did not believe this was a good design
as it will leave the City with problems. He suggested the property could
be fully developed without the need of the western access. That access
would be adjacent to Mr. Tandoo's property. He felt the traffic should
be restricted to the 72nd St. access as the proposed western access to
212th would impede the traffic on 212th. Assistant City Engineer Dick
Allen said the analysis of the traffic there indicated the location of
the new intersection would not cause a problem. He said there are other
alternatives to develop the property but the selection of those alternatives
would have several drawbacks other than street access. He said it is not
uncommon to have multiple access,and two access points are desirable for
fire service access and to transverse the property from 212th St, where
there is water main access to get down to the property. He said the
angle of the street going into the property was satisfactory. He felt
this proposal was better than to have only one access from 72nd St.
Randy Sleight, also of Reid, Middleton & Associates, said they had gone
through almost ten different designs before coming up with this one.
He said with the additional access at 212th there will be an increase
in'turning movements on 212th but they felt the sight distance would be
better than average if one small wall were knocked down there. He said
72nd St. was only a half -street and they could not serve 15 acres with
only a half -street. He also said that Mr. LaPierre did not intend selling
these lots, that he intended retaining ownership and constructing each
building and renting them. Mr. Johnston responded that 72nd St. will
not be a half -street forever, and lie noted there will be internal fire
hydrants and cited the steep grade emergency vehicles would have to go
down on this proposed access. He felt it would be a perpetual problem
to have intersections that close together. Allen Morgan responded that
the easterly side of 72d St. was not within the City limits and would
have to be developed by the County rather than the City. The public
portion of the hearing was then closed.
