Commissioner Hall said she was concerned about the cement wall. Dick
Allen responded that prior to the plat's being recorded and subdivided
into lots they would have to submit reports indicating those walls are
stable and can support the'additional weight of any structure built
on the upper lot, and further, that they would not erode over a period
of -time. He said the walls should be examined by professionals who
are experienced in structural analysis of retaining walls and soils.
Commissioner Sittauer said he favored this concept with the two accesses
over only having one access. lie thought it was a fine plan. Commissioner
LaBelle asked if it would be practical to restrict the traffic flow at
212th not allowing left turns coming out of the plat or going into it.
Mr. Allen responded that they have been analyzing the traffic on 212th
from 76th to Highway 99 as development over the past three or four years
has increased and 212th is coming up to its potential. He said considera-
tion it being given to developing a two-way left turn lane and prohibiting
certain turning movements. off 212th. He said the amount of development
that could occur in, this area could generate a tremendous amount of
traffic, but as traffic.increases on one route people tend to take other
routes. He said there are no projections.for far into the future, but
the 72nd intersection could become signalized. He did not see the curved
road within the plat as a problem as it would serve only a small develop-
ment. Commissioner LaBelle asked about problems with the pumping station,
to which Mr. Allen responded that they can disconnect that pumping station
and run the sewage to the Lynnwood facility. He said that arrangement
is being held in abeyance until the facility planning is completed during
this year and that by the end of this year they should have some kind of
a plan formulated as to what they are going to do there. lie said at
present they are experiencing peak capacity at certain times of the week,
as when the YMCA flushes its pool. He said he felt the problem will be
solved before there is substantial development. Commissioner Hall asked
if Lots 5 and 6 would use 212th for access, and Mr. Allen responded that
212th is the logical access for those lots. He said if a large generator
of traffic came in they may restrict the use of turning at the intersec-
tion. Commissioner Hall commented that the traffic pattern is really

A short recess was announced following this hearing.
ST-3-78 Proposed vacation of portion of 174th St. S.W. in the vicinity of 71st Ave. W.
Ms. Charleson showed the location of the proposed right-of-way vacation on a
vicinity map. This had been dedicated to the County prior to annexation
to Edmonds, and 174th St. S.W. is not on the Official Street Map at this
location. Ms. Charleson explained that the property will go back to those
properties which had dedicated it originally. She said -the property owners
had no.problems with the proposal. She did not believe it would cause any
significant adverse environmental impact, and she recommended approval.
The public portion of the hearing was opened.
Maureen Bell of 7023 174th St. S.W. said she was present only to understand
more clearly what was being done. Assistant City Engineer Dick Allen
explained that the property owners on the north side of 174th will be
moving their property lines southerly to the northern line of the right-of-
way. The public portion of the hearing was then closed. COMMISSIONER
LaBELLE MOVED, SECONDED BY COMMISSIONER SMITH, TO APPROVE ST-3-78 AS
PROPOSED. MOTION CARRIED.
