will be preserved, because there would be fewer impacts than from
any alternative development, and because there would not be any
significant adverse environmental impacts. She noted that the original
PRD which was approved for the two southerly knolls was still in:effect
and if this proposal were denied the original plan was still valid and
they had a year from that approval to install the improvements to the
site. Assistant City Engineer Dick Allen said they had found nothing
that would lead to unusual problems and he foresaw no problems in
controlling traffic in that area when peak development was accomplished.
The public portion of the hearing was opened.
David Kinderfather, architect for the project, said 1411 acres of the
1% acres of the site were being retained as open space and 88% of the
trees would remain. He said.the majority of site would be a permanent
park area maintained by the homeowners' association. He noted that
buildings had been designed to fit the topography of the site and the
engineer's report determined that the soil was.generally deep and well
drained. He said all Code requirements will be met and the units will
be finished with stained cedar siding and cedar shingles. He noted that
with the alternate site plan of detached single family residences the
amount of paved surface would have to be increased considerably. He
felt the.PRD was logical for this site and that it would.be of greater
value.to the community because of less paving and preservation of
natural slopes. Chairman McGibbon read a letter from the Meadowdale
Community Club with a petition of approximately 80 names requesting
denial of this application. Jack Linge of 6970 160th S.W. did not'like
the alternate plan presented this evening, saying he had thought it would be
an alternate based on the desires of the neighborhood but he thought the
alternate was not a feasible plan. He felt the first proposal was the..
cheapest type of construction that could be done. He also complained
that he had not received a notice of this meeting, that the notices on
the poles were not post-dated, and that the paper carried no notice. He
said'there would have been more people present for this hearing if the
notification had been better. He stated again that the residents want
to keep the community one of single-family, residential lots. Jean
Shoemaker of 16005 66th P1. W. was not in favor of clustered housing
in their area. She was concerned about the cooperation between Lynnwood
and Edmonds because Lynnwood streets and sewers were involved. Mr. Allen
responded that the Cities of Edmonds and Lynnwood work in a South County
program on transportation and planning and that a six -year street program
had been developed and sent to the State. He said Lynnwood eventually
would have the most control of the development in this area, but he
could not say when improvements would be accomplished. Norm Nelson of
15729 75th P1. W. said he lives in an area where soil movements are a
problem. He suggested that the engineer survey -their area on a day when
it is stormy so he could see the water that goes down North Meadowdale Rd.
Mr. Allen responded that this.project will not create more rain, that.
the same quantity of rain would be there. But he said there will be a
holding system for the runoff from the roofs of the houses, and the
water will be dispersed on the site. City Attorney Wayne Tanaka also
added that if the developer does not comply with the standards he will
be subject to criminal charges, and that he must put in the improvements
before he gets final approval to build. John Minear of 16020 70th W. said
he liked part of the second plan, but not the loop road. Don Hunter
of 12120 N.E. 149th, Kirkland, said he was of the age bracket and the
type of person who would appreciate this type of housing, and he said
such housing is difficult to find. He felt it would complement the
area, rather than detract from it. He said the types of residences pro-
posed were such that he would be proud to live in and to which to take his
friends. He added that the greenbelt area that would be provided was .a
