Re: Proposed Plat Franich Addition
Gentlemen:
The subject Plat has been carefully reviewed by the undersigned, and
after extensive research, recommendation is regretfully made that this
preliminary plat be disapproved in its present form and returned to the
developer for restudy.
This recommendation is made based on the fact that as of March 21, 1960,
55 to 60% of this area was saturated, and percolation tests could not be
made. In the west half of this Plat, the water table was 6" to 10" from
ground surface. In the northeast portion, water was found at 33" from
ground surface. Only in the southeast portion, which is the highest
portion in elevation, were perc tests made satisfactorily. The perc-
olation rate in this area was about 8 minutes/inch.
All of this is due to the natural drainage through this region. Surface
water from the north comes across this property. The property on the
south side of 218t does not drain off the water except during very heavy
rains. Even if the low area of the subject plat were filled to an elev-
ation equal to that on the south, nothing would be accomplished until the
following conditions were improved upon:
(1) A good drainage course established along the west property line.
(2) The culvert under 218th relocated in line with the drainage
course and sized to take the load of heavy rainfall.
