The regular meeting of the Edmonds Planning Commission was called to order by Chairman McGibbon
at 7:35 p.m. in the Council Chambers of the Edmonds Civic Center. Chairman McGibbon welcomed those
present, introduced the Staff, and explained the procedure of the meeting.

APPROVAL OF MINUTES
Minutes of the meeting of August 22, 1979 had been distributed. COMMISSIONER SMITH MOVED,
SECONDED BY COMMISSIONER ROSS, TO APPROVE THE MINUTES OF AUGUST 22, 1979. MOTION CARRIED.
CONTINUED AGENDA
Commissioner Ross stated that he will not be able to attend the September 26, 1979 Planning
Commission meeting, he will be out of town. Commissioner McGibbon and Commissioner Hall both
indicated that they will not be able to attend the meeting either. Mary Lou Block stated that
there is a possibility that there will not be a quorum at the next meeting.
Commissioner Hall stated that she wanted to thank the staff and the commission for the cards that
she received on behalf of the death of her husband.

PRD 2=79 H.H.M. JOINT VENTURE Review of seven unit'planned.residential-.development at
20826:83rd*Avenue West (the north 2701'of Lot 1, Block 2, Alderwood Manor Division
#2).` (RS-8) - Continued from 8-22-79.-
The primary issue to continue this item was whether two large trees in the middle of
the proposed development could be saved through alteration or modification of roadway
plan. Ms. Block stated that since the last planning commission meeting the applicant
has done some work in trying to retain the two trees that neighbors have expressed
concern about. It is our understanding based on the information from the applicant's
engineer that they were not able to find a method that would successfully retain these
trees. Ms. Block said that she has not received a report from the City's Engineers
.regarding additional comments on retaining the trees. It looks as though moving
to a 20% slope would not accomplish anything because of the -difficulty that still
exists in saving the trees, therefore it would be better to go ahead with the plan as
proposed realizing that the applicant will do a'substantial amount of planting'in con-
junction with the landscape plans for the site. Ms. Block indicated that she had
slides and transparencies of the site that she showed at the last planning meeting,
if the commission wanted to see them again. Chairman McGibbon asked City Engineer
Jim Adams what his opinion was on the comments from the applicant's planner. Mr.
Adams indicated he had no comments at this time, but stated it appears that they did
everything economically feasible to go around the trees, and without major alteration
of the design of the building it is not feasible to save the trees. The public por-
tion of the hearing was opened. Steve Morrison of Group 4 Engineers, representing
the applicant, stated that since the time they sent the planner's comments to the
Staff, Group 4 Engineers brought the proposal before ADB. ADB imposed three condi-
tions on the proposal which were: attempt to save the trees, look at an additional
screen along the western elevation, and jointly tag the trees that are to be removed
with the residents in the area. Mr. Morrison stated that they are willing to retain
the trees up until the time of grading and take another look into the situation to
see if it is feasible to save the trees. They did go on the site last Sunday with
the residents and tagged the trees that are to be removed. Mr. Morrison stated that
ADB gave them preliminary approval on the project with the hope that they could find
a way to save the trees. Barry Birch of 20905 Woodlake Drive pointed out that the
ADB said the difference in elevation between the two trees and the roadway is 6
inches on one and 1 foot on the other, this is where the parking will be going down.
He wanted the record to state that there is really not that much difference between
the trees and the grade. Another item Mr. Birch stated was that Mr. LaTourelle and
Engineering staff are very restrictive and are not bending for the developer. He stated
the development of the right-of-way is going to wipe out a few more trees for a curb and
sidewalk. He suggested development of a meandering sidewalk in order to save some
