and filling. The use of crushed rock had been encouraged for some of
the parking to reduce the impervious surfaces and a turnaround was
required at the end of the road. She said this plan saves many of the
large trees and she noted that there is a drainage swale going through
the property which is proposed to pond in the northwest corner of the
site. The plan had been approved by the Planning Commission from the
land use standpoint, they had expressed concern that all efforts be
made to retain the two large trees in the driveway, creating islands
around them if necessary. Ms. Block said the applicant had gone to
the site with the neighbors and marked the trees that were intended to
be removed, and every attempt would be made to save the two large
trees. A sample board was displayed. Asphalt shingles were to be
used for the roof (Celotex Champion, Desert Dusk or similar color),
cedar siding in Parker S-24 color, and cedar trim in Parker 4013 pecan
stain. The discussion was opened to the public. Barry Birch of 20905
Woodlake asked again whether the two trees would be saved and he noted
that Steve Morrison had indicated that'some of the other trees could
be saved if the sidewalk on 83rd were to meander. Mr. Birch said he
previously had asked for landscaping on the west side but if the
grading were not severe and the area is left natural he would not
insist on that. Regarding.the meandering sidewalk,Ms. Block said the
Planning Division.'would concur in that. Regarding the two large
trees, she said the applicant did not think they could be saved even
by going to a greater slope on the roadway, but they were still hoping
that when they get into the field they may find that they can save the
trees. Regarding -the screening on the west side, Mr. Morrison said
there is a topographical change where it was to be provid d and a
vegetated screen may not really grow because of the existefing vegetation
around it. He asked that this be a flexible item. Mr. Mattson noted
that the nearest buildings are 75' from that property line and there
is considerable natural screening that will continue to get larger.
Also, there will be no parking there that might be offensive to the
neighbors. He felt it might be necessary to take out the natural
landscaping to install the new. He said if the sewer line takes too
large a swath that may have to be filled in, and if the neighbors were
happy with it the way it is he would be inclined to favor leaving it
as it is. The public portion of the discussion was closed. MR.
KINDERFATHER MOVED, SECONDED BY MR. MATTSON, TO APPROVE ADB-68-79 AS
SUBMITTED, WITH THE CONTINGENCY THAT THE WALKWAY CONTIGUOUS TO 83RD

ADB-77-79 CITY OF EDMONDS - Review of fishing pier parking lot at the northwest
corner of Railroad Ave. and Dayton St. (CW)
Ms. Block said a landscape architect was working on the whole waterfront
area and she provided the plans which had just been received this
evening. She noted that salt spray is hard on all plantings in that
area. Liquid Amber trees were shown on the plan and ivy for ground
! cover. Felix deMello, Building and Grounds Superintendent for the
City, said it is difficult to grow anything near the water but -they
will replace anything that dies. Chairman LaFon noted that three
handicapped stalls were shown but no ramp to get from the stalls. Ms.
Block responded that there is a walkway adjacent to the three stalls
but Chairman LaFon said that may 'be of crushed rock. MR. LEIGHTON
MOVED, SECONDED BY MR. MATTSON, THAT THE LANDSCAPE PLAN FOR ADB-77-79
BE APPROVED AS SHOWN, WITH A LATER DECISION TO BE MADE REGARDING
CRUSHED ROCK FOR THE PATHWAY, DEPENDING ON WHERE THE HANDICAPPED RAMP
IS PLACED AND THE DETERMINATION OF THE WALKWAY AROUND THE PERIMETER.. .

proposed (Cavalier V by Pemco) which will be low to the ground.
Samples of both square and round fixtures were shown and both were
acceptable to the Board. MR. KINDERFATHER MOVED, SECONDED BY MR.
MATTSON, THAT THE RECOMMENDATION BE MADE THAT ADEQUATE LIGHTING BE
PROVIDED, AND THAT EITHER THE SQUARE OR ROUND FIXTURE IS ACCEPTABLE,
BUT THAT THE SPACING SHOULD BE A MINIMUM OF ONE FIXTURE BETWEEN EACH
TWO TREES, FOR A TOTAL OF FOUR IN EACH ROW, WITH TWO ADDITIONAL FIXTURES
