The regular meeting of the Planning Commission was called to order at 8:10 p.m. by
Chairman Bennett.

HEARINGS
Subdivision File No. S-20-65, James H. Reid (2-lot subd. at 18620 - 94th W.)
Affidavit of Poster presented. Mr. Payne reported that investigation disclosed no
difficulties with the subdivision. There were no objections expressed from the
audience. The report of the Professional Planner, Rod Gilchrest recommended approval.
It was, therefore, moved by Mr. Payne, seconded by Mr. Nordquist, that the subdivision
request of James H. Reid, as described in File No. S-20-65, be approved as submitted.
Motion carried.
Plat File No. P-7-65, "TOMMY PARK NO. 311, Thomas E. Belt
Affidavits of Poster and Publication presented, with note of notice to adjacent property
owners in file. A letter from the City Health Officer was read, approving the subdiv-
ision for septic tanks subject to conformance with Health Dept. requirements.
Letter
from the City Engineer was read, recommending that action on the plat be helve
abeyance until a street system plan for the area has been developed and approved,
but also outlining engineering requirements should the plat be approved. A letter
from the Mayor expressed disapproval of the plat because of inadequate ingress and
egress.
Mr. Larson discussed development of roads in the area, suggesting that a looped road
tying in this plat with future development of the property to the west be considered.
Mrs. Engler reported that she and Mr. Sater went with the City Engineer to the property
and feel that the Street Committee should make a comprehensive study of streets for
the area.
Mr. Middleton stated that they could give r/w between Lot 5 and 6 for future street
hook-up to a road on the west. Tract A is already an easement given to the property
to the east. Mr. Sater pointed out that there is a large area to the south also which
is undeveloped, and said he, too, felt there should be a street plan made.
Mrs. Osgood, owner of the property to the east, said her garage is five feet from the
west property line and partially supports a steep bank next to Tract A. She also
expressed concern about sewerage run-off from developed lots
since,the she said, there is
considerable drainage run-off from the property
Mr. Belt offered to add an additional 5' to Tract A so any future development of the
property to the east could make it a 50' dedicated road.
Mr. Hubbard than said that in light of the report of the City Engineer and the Committee
who looked at the property, he moved that hearing on File No. P-7-65, Preliminary Plat
of Tommy Park Addition No. 3, be deferred to the meeting of November 17, 1965. Motion
was seconded by Mrs. Engler. Mr. Middleton questioned the two -month deferral, saying
there would have to be subsequent action on a street plan before it became official,
but the Planning Commission felt that with the report in hand, they could act without
L further official action. Motion carried.
