01543EDMONDS PLANNING COMMISSION RECESSED MEETING October 26, 1966 The recessed meeting of the Edmonds Planning Commission was called to order by Chairman Payne with all members present. The Agenda from the meeting of October 19, 1966 was continued. HEARINGS CP-24-66, Amend Comp. Street Plan by establishing a street system for the area bounded by 191st St. S.W. on the south, Olympic View Drive on the east, Wharf Street on the north, and Sound View Place on the west. This hearing had been continued from the October 19th meeting, since one of the sub- divisions was involved. Mr. Larson reviewed again the proposed amendment. He pointed out that while Blake Place presently serves only five lots, it has the potential of serving some to the north and south. He noted that -in light of existing paving and aesthetics of the area, it was proposed at 35' with additional 15' to be acquired and added to the existing 201. Mr. Bell said he had had an opportunity to study the plan before coming to the meeting. It is obviously a compromise on the part of the city and a compromise on his part. The Planning Commission then agreed that File No. 5-44-66, William C. & Idris G. Bell, should be heard in conjunction with the other hearing. Mr. Larson said the lots would be standard in area except for taking of r/w, and recommended a variance for the north- west lot. He recommended further that any approval should be subject to dedication of 15' for right-of-way along Blake Place. Mr. Bell then presented to the city a Quit Claim Deed for the 1-foot tract A, obtained from Mrs. Smith and deeded to the City of Edmonds. Mrs. Smith said she had thought this Tract A had been dedicated to the City and was on record. It was moved by Mr. Propst that recommendation be made by resolution to the City Council that the Comprehensive Street Plan be amended as set forth in File No. CP-24-66. On second by Mr. Stallbaum, the motion carried. It was then moved by Mr. Haines, seconded by Mrs. Shippen, that subdivision request of William C. Bell, File No. 5-44-66, be approved subject to the dedication of 151 for public right-of-way along Blake Place and subject to dedication of the 1-foot strip known as Tract A in Blake Addition, with recommendation to be made to the Board of Adjustment that they grant a variance in area on the northwest lot due to a hardship because of dedication of right-of-way. -Mr. Wall, purchaser of the two westerly lots, asked if he could divide the lots equally, but it was felt that it was not necessary. Motion carried. r P-7-66, Preliminary Plat of "TALBOT VISTA" (cont'd from 10/19/66) Mr. Larson said that he had gone over the plat with the engineer for theā€¢applicant and found that in connection with the street system and extension for further access to the property to the East, it needs additional study. Accordingly, at this time, he recommended continuation for thirty more days. A revised sketch had been submitted, but he wanted to see where Frederick Place would come -out at the other end to tie in with 76th,. Mr. Meyring said he had no objection to the continuation, but felt that access could not be obtained across the University'of Washington property because it is a land grant for study by the University. Mr. John Vertrees, representing numerous people in the Talbot Park area, said the people of Talbot Park are concerned with water and drainage problems and the fact that Frederick Place is a dead end street, together with concern over the way subdivisions are coming in which they felt was not in keeping with the original intent of Talbot Park. Mainly, he said, the people would like the lots left as close as possible to 20,0001, andsomeone has a problem, he should come in for a variance. Mr. Propst pointed out that under the 12,000' zoning, any person can subdivide a lot, and if code requirements are met, then the subdivision must be approved. Mr. Vertrees argued that regardless of zoning, property does not have to be approved in platting if there is not an adequate road system, etc., and good platting, which might require even larger lots. There ensued a discussion by the audience of the roads in Talbot Park. It was then moved by Mr. Stallbaum, seconded by Mr. Propst, that preliminary plat "Talbot Vista", File No. P -66, be continued for hearing to the meeting of Nov. 16, 1966. Motion carried.
