called to order by Mrs. Shippen at 8:00 p.m.

Mrs. Shippen stated that the Agenda of November 20, 1968 would be continued, and declared
that in all plat and subdivision hearings the Planning Commission would have found that
the factors recited in RCW 58.16.060 and all other facts deemed relevant had been or
would be fully satisfied, and the public use and interest would be served by the decisions
made.
PUBLIC HEARINGS
Plats:
P-1-67, Preliminary Plat of "Talbot View", Stan Bernhoft - Request for extension of time.
Mr. Logan reviewed the proposed plat. The applicants had asked to extend the time for the
preliminary plat approval to one year beyond the installation of sewers. Extension up to
two years is permitted by the City Code, and Mr. Logan suggested that a one-year extension
would be consistent with the action taken in October on "Mount Baker Seavue Estates".
After the Commission reviewed the preliminary plat, Mr. Brooks said that consistent with
previous policy, he would move to extend the approval for one year. The motion was
seconded by Mr. Dailey and carried unanimously.
Subdivisions:
S-66-68, Doug McCorkle - 3-lot subdivision on north side of 174th S.W., west of 76th W.
The undeveloped portion of this property, Mr. Logan said, was subdivided by its former
owner in 1962 and 1963. The lots are adequate in size, but are located on a lengthy,
narrow easement road. Almost all the southwest two-thirds of the existing lot is extremely
steep with a 30-40w slope. The easement is substandard in that it serves more than three
houses and is less than 25 feet wide. Illegal subdivisions in this area during the past
years have resulted in the creation of a large number of lots with inadequate access to a
public street. The easement is 22.9 feet wide. He recommended that the subdivision be
denied because of the severe topographic characteristics of the proposed lots and because
of the substandard access.
Mr. McCorkle, indicating the projected map of the area, stated that he planned to move dirt
from the north area to the south area to create a home site on the south lot. He had talked
to three or four 'home owners who are served by this easement road, and they are generally
interested in improving the easement from 76th W. to these lots. They propose a 20,
pavement in the easement. Other lots served by the easement could be subdivided further.
They had considered the possibility of putting in larger water mains and improving the
power easement. These plans, he said, were still under discussion. He felt there was
no way that the area could be served by a north/south road. They are locked in to their
existing access.
