Affidavits of Publication and Poster were in the file► Mr. Logan reviewed the existing
land use and zoning of the area: The proposai conforms to the Land Use and Thoroughfare
portions of the Compiehensive Plan, he said Considerable apartment zoning has been
established along the east side of the General Commercial zone, primarily as a "buffer"
between the commercial and single family areas. This has been established as a matter
of policy and was not part of the 1964 Comprehensive Plan. A similar application was
granted last spring on 230th S.W. (Iverson rezone). Such rezonings are gradually reducing
the amount of CG zoned property lining both sides of U.S. 99 throughout Edmonds. Mr. Logan
supported the proposal on the basis that he considered it desirable to discourage the strip
commercial development along U.S. 99, and about the only way to discourage such development
is to convert the commercial zoning to apartment districts. The proposal is a logical
extension of an existing zone.
No one in the audience expressed a wish to speak for or against the proposal. The hearing
was then declared closed.
Mr. Dailey said he had inspected the property and that it had large trees with some
natural shielding from the commercial property to the west. He recommended that the rezone
be approved. There being no other comment by the Planning Commission, Mr. Dailey moved
to recommend by resolution to the City Council the amendment of the Official Zoning Map
as proposed in File No. R-11-68 because it would be beneficial to reduce the amount of
commercial zoned property along Highway 99. The motion was seconded by Mr. Brooks and
carried unanimously..
Mr. Logan then read a letter addressed to the Planning Commission from the Fire Department
as follows: "The Fire Department has a deep concern for the continued application for and
granting of narrow right-of-ways in the City of Edmonds. It is our recommendation that
a complete study be made of the entire city and a more complete comprehensive plan be
made of the undeveloped and developed areas of street right-of-ways. The continued
program of narrow access to two and three lot developments should be eliminated." The
letter was signed by Jack Cooper, Fire Chief.
Plats
Mrs. Shippen declared that in all plat and subdivision hearings the Planning Commission
would have found that the factors recited in RCW 58.16.060 and all other facts deemed
relevant had been or would be fully satisfied, and the public use and interest would be
served by the decisions made.

Mr. Logan explained that this case had been held over to allow the applicant and the
City staff additional time to consider vehicular access to adjoining properties around
the plat. The present grid system of street right-of-way in the area is inadequate and
impractical because of the steep topography. The only opportunity to serve other properties
to the north is through this property. The applicant evidently did not wish to change
his proposal as he had shown no interest in developing access to adjoining properties
on the north. Therefore, Mr. Logan recommended denial of the preliminary plat.
At this point, no one else in the audience wished to speak for or against the proposal,
and the hearing was declared closed.
Mr. Hamilton said that in the past the City had not looked far enough forward in regard
to streets, and as a consequence, the City has ended up with long, narrow easements.
Therefore, the suggestion of the Planner was in order, he said, as the Commission must
think of the future development of other properties. Mr. Gustayson said that this tract
is in the north area of the City where there is a great need for roads - more than in any
other part of the city. He felt that the road should be extended rather than making a
cul-de-sac. Mr. Gustayson then moved that the preliminary plat of "Sound Vista" be denied.
The motion was seconded by Mr. Dailey.
At this point Mr. Tooker entered the meeting, and on being told that this case was before
the Commission, stated that he would be willing to develop the street serving other
properties as suggested by the Planner. He requested that approval be granted at this
meeting to a preliminary plat with a street to the north property line, and with final
approval by City staff. Discussion of this proposal followed, and Mr. Murphy said that
approving plats without seeing them was not generally a good idea, but it could be done.
