Mrs. Shippen declared that in all plat and subdivision hearings the Planning Commission
would have found that the factors recited in RCW 58.16.060 and all other facts deemed
relevant had been or would be fully satisfied, and the public use and interest would be
served by the decisions made.
-5-68, Preliminary Plat of "Cherry Hill Manor", Kenneth R. Davis, on 176th S.W.
Mr. Logan said that a revised design had been submitted in response to the City staff j
request for a widened street pavement and right-of-way. A design somewhat similar to 1
the present proposal was considered by the Planning Commission approximately two years
ago and denied. This proposal shows a wider street facility and fewer lots. It is
I desirable that someday the street may be extended southward to connect up with the

as it approaches Olympic View Drive. He added that a short section.of 176th should be t
abandoned someday because of its hazardous grade. Engineering requirements are standard {
on this design. He recommended that it be approved on the following conditions:
(1) a five foot utility easement be established along the west side of the proposed
street extending down to Lot 6; (2) the front yard setback for Lots 5 and 6 be established
on'the east side of those lots in anticipation of the future extension southward of 69th
' P1..W.; (3) a 23' wide right-of-way be established along the south line of Lot 7 in the
eventuality that a 50' right-of-way may someday be established serving properties to the
east of this plat.

Mr..Chenoweth was present to represent Meyring Surveyors, the -engineers on the Plat, and
he said he could add nothing to what Mr. Logan had said. There was no other comment, and
it was moved by Mr. Brooks that P-5-68 be a�iproved in accordance with the p_s_iannP s
recommendations in their entirety. The motion was seconded. by Mr. Hayes and carry, :ed.

i Subdivisions
S-72-68, Mrs.. Edmund D. Barker - 2-lot at 732 Cedar St.
Mr. Logan said this subdivision was an extremely simple two -lot subdivision on a developed
street. The applicants were taken 5-1/2 platted 30-foot lots and making two standard
sized lots. There were no requirements, and he recommended approval. No one in the
audience spoke on the matter.
Mr. Hodgson said he had looked at the property and found it very desirable. '.Therefore,
he moved that 5-72-68 be approved as. submitted. The motion was seconded by Mr. Dailey
and carried.
5-73-68, Russell B. Cornish - 2-lot on 8th No. at 195th P1. S.W.
5-74-68, Dudley/Kannair - 4-lot on 8th 14o..at 195th P1. S.IJ.
A revised drawing had been submitted this date at the request of the City staff. Mr.
Logan said that Mr. Dudley was the prime mover behind this subdivision for Cornish and
Kannair. The Cornish lots are 16,700 sq. ft. and 21,100 sq. ft. An inspection of the
properties immediately north of Mr. Cornish's home indicates the potential for one other
building lot with exceedingly poor vehicular access. Also, this area west of 9th Ave. do.
has extremely poor water service with only a 1-1/2" line running down 195th P1. S.W. to
8th Ave. He recommended approval of the Cornish subdivision on the condition that (1)
a 25' access easement be provided between Lots A and B to serve a possible lot to the
north; (2) a one or two year period be established for the construction of water facilities
meeting the City Engineer's and Fire Department's requirements.
Mr. Logan said that in 1964 Mr. Kannair dedicated 40' for right-of-way along the east end
of his property for the establishment of 8th Ave. A letter attached to the file from
Mr. Moran, City Engineer, to Mr. Kannair, explains earlier Planning Commission policy
regarding lot sizes and explains the justification for the substandard lots proposed
on Mr. Kannair's application. An examination of the property immediately south of the
Kannair property revealed that an area equivalent to about two lots exists with extremely
poor access. lie recommended approval of the Kannair subdivision on the condition that
(1) at 25' access easement be established between Lots C and D serving these two potential
lots to the south owned by the Case family; (2) a one or -two year period be established
for the installation of water facilities meeting Fire Department and Engineering standards.
