thought they could come up from Meadowdale Beach Rd. and go up a private
}
road that goes past Mr. Bilder's house. He asked that the City study the
environmental impact very carefully and handle the situation of the children.
He said they go up 174th and then down the valley.
Mr. Forsander said he had not mentioned drainage because it had not yet
s
been designed. He said they would not handle drainage by digging up the
I
site and putting in concrete pipes, but they would have some sort of
7,
detention system and minimize the increase in runoff from impervious
surfaces. Also, they intend to do a•traffic study as a part of an expanded
w-
environmental checklist. He said they would like to work with the people
to see about improving the streets.
had in therein 1963 and
Mike Chambers, 17129 172nd S.W., said he moved
since that time 20-25 houses have been built, and he would just as soon
have no more homes built there. He said every morning when he goes to work
there are children walking to school and he always has to slow down or stop
to let them get out of the way and the traffic on those roads with the:
children going to school is serious, and the road is narrow and there is no

room for a sidewalk, and any development, that adds more traffic should be
s;
very carefully studied as to what happens to the pedestrians..

Earl Morris, 17306 73rd, one block to the south of the site, said he had
lived there 52 years and owns three 1/2 acre sites, and the reason for the
r
zoning was because of the slope of the land. He said they had to have 1/2
acre.sites to the west because of the slope, and they were reduced to
12,000 sq. ft. where the land leveled. He congratulated the applicant and
his associates on their design, being an architect himself. He said thisR
is the. first organized planning effort in this area and he thought the
Planning Commission should encourage Mr. Bilder to proceed as he has started..
Regarding drainage, Mr. Saterlie said the City has a strict drainage ordinance
and would require that no storm water leave the site at any rate greater
`
than under natural circumstances, and a drainage design will have to be
submitted for approval. He said the City has an expert on the staff who
keeps good tabs on drainage in Edmonds, and the project will not go through
if the drainage cannot be -taken care of properly. William Johnson said at
,
17201 and 17205, going down 72nd, they take all the drainage through their
yard, and Mr. Saterlie encouraged him to see Bob Franklin in the Engineering
Division to discuss his problem. He noted that the drainage ordinance
covers new development and pre-existing problem situations are difficult to
solve.

Mr. Whipple, 7321 172nd S.W., said his property bounds this development
more than any other, and he commended the applicant for a nice development
reiterated the and drainage and said he
but he the problems of streets
hoped they would get the opportunity to hear the further developments.
A petition with 17 signatures was submitted asking denial of access from
72nd or 172nd to the PRD. The public portion of the hearing was then
closed.
Mr. Bowman commented that a decision usually is made on the environmental?
study when they look at the design review, and this is an environmentallyy
-;a
sensitive site, but specific development plans were not submitted•at this
y
time, and the environmental assessment will be made when the specifics are
#
submitted. Commissioner Hall was concerned about the grade of the road
R
going into the site, and Mr. Forsander said it cannot be more than 14%. He
said it is relatively flat on the ridge, and the road will be far less than
10%. He noted that the topographic map displayed was inaccurate as it was
done from an aerial photograph, but they were in the process then of surveying
;r
t}
the site. He also said, in answer to a question, that there will be a
homeowners' association responsible for all of the common areas. Commissioner
Hall gave Emerald Hills as an example of steep private roads that were
!
difficult to maintain, and she noted that they eventually were turned over
